Bray- ton - term. c leanup bonds on Wells #5 & #6 MINUTES Council Chamber, City Hall Huntington Beach, California Monday, January 7, 1957 Mayor Terry called the regular meeting of the City Council to order at 7:30 o'clock P. M. Councilmen present: Bryant, Lockett, Irby, Bartlett, Terry. Councilmen absent: None. On motion by Bartlett seconded by Bryant the minutes of the meetings in the month of December, 1956 as transcribed and mailed by the City Clerk be accepted without change and ordered filed. Motion carried. The Clerk read the reports for the month of December, 1956, filed by the City Treasurer, City Clerk, City Collector, City Engineer, Fire Chief, Chief Lifegurard, Police Chief, the Superintendent of Recr- eation and the Manager of the Municipal Trailer Park. On motion by Bartlett seconded by Lockett the reports of the department heads for the Month of December, 1956, as read by the City Clerk be accepted and ordered filed. Motion carried. On motion by Irby seconded by Bryant the applications for license to conduct business in the City of Huntington Beach, and as approved by the Health Officer, Building Inspector, Chief of Police and the Fire Chief, were granted -as follows: South Coast Plumbing, plumbing contractors. ' George P. Lyons and Virgil Saxton, salvage and wrecking at 18186 Hunt- ington Avenue. Sidney L. Lowry and Associates, Inc., Engineering at 1121 Main Street. Frank W. King, dba King Production Service, Oil well servicing. Richard C. Metz, liquor and delicatessen at 420 Ocean Avenue. Fern V. Russell, bakery and food at 3201 Main St. On motion by Bartlett seconded by Lockett the Great American Indemnity Company license or permit bond for South Coast Plumbing, as approved for form by the City Attorney, be accepted and ordered filed. Motion carried. On motion by Bryant seconded by Lockett the request of Wm. H. Brayton for termination of the Travelers cleanup bonds No. 367063 and 558087 for the Brayton Wells No. 5 and 6, located in the unsub- divided area south of Quincy Street and East of Huntington Avenue, f • 685 Page #2 Minutes - Monday, January 7, 1957 having complied with Section 2448.1 of the Huntington Beach Ordinance Code, and the operator and the bonding company be notified of the termination. On motion by Bartlett seconded by Bryant the request of Neaves Dev. term. cleanup bonds Petroleum Developments for termination of Travelers cleanup bonds on Overacker Simpson,Dart, No. 501127, 5011212 5011239 501128, and 501131,•covering the following Larsen,Adair oil wells, Overacker #1 on Lots 2 and 4, Block 305, Simpson #1, Lots • 9 and 11 and 13, Block 202, Dart #1, Lots 10 and 12, Block 301, Larsen* 0 #1, Lots 22 and 24, Block 101, and Adair #1, Lots 25 and 27, Block 102,• • Huntington Beach Tract, and having complied with Section 2448.1 of the Ordinance Code, and the operator and the bonding company be notified of the termination. Motion carried. Shell Oil On motion by Lockett seconded by Bryant the request of the Co. term. drlg. & clean Shell Oil Company for termination of the Federal Insurance Company up bond - R.C.A. #1 drilling bond No. 9665273, and cleanup bond No. 9665274, having complied with Section 2427.3 and Section 2448.1 of the Huntington Beach Ordinance Code, for R.. C. A. Well No. 1, located 350 feet West and 350 feet South of the NW' corner Section 19, Township 6 South, 0 Range 10 West, S.B.B. & M., and the operator and the bonding company be notified of the termination of the bonds. Motion carried. Bayshore Oil On motion by Lockett seconded by Bartlett the request of the 16 Co. term. drlg. bond- " Bayshore Oil Company for termination of the Continental Casualty Bayshore #11 Company drilling bond No. 1515585, having complied with Section 2427.1 of the Huntington Beach Ordinance Code, for well Bayshore #11, located on Lots 1 and 2, Block 113, and the operator and the bonding company be notified of the termination of the bond. Motion carried. Dwight K. On motion by Irby seconded by Lockett the request of Dwight Clapp - addition to K. Clapp to construct an addition to the present concession building present con- cession bldg. on the beach, and said addition to be 281 by 181 for the purpose of Page #3 Minutes - Monday, January 7, 1957 providing additional room to house and store beach rental equipment, and to eliminate certain unhealthy conditions existing at present, and said work to be subject t.o. the supervision of the City Engineer and the City Attorney be instructed to draw up an amendment to the agreement between.t he City of Huntington Beach and Dwight K. Clapp to record the cost of the addition. Motion carried. E. A. Inger- Mayor Terry referred to the Beach and Pier Committee and the soll & Jerry L: Young City Attorney for study and report the request of E. A. Ingersoll and Jerry L. Young, for a lease to operate from the Huntington Beach Pier a barge and 'sport fishing boats. John & Mary On motion by Irby seconded by Bartlett the request of John Ferguson - lease re- and Mary Ferguson for renewal of their lease on the store and con newal cession located at the Huntington Beach Municipal Trailer Park, and said term to be for one year, and to be on the same terms as at present, be granted. Motion carried. Bids opened The Clerk opened and read the bids received in accordance with & read on Gar Wood Specifications furnished.the City of Huntington Beach for a Gar Wood Speed Packer. Speed Packer, mounted on a truck chassis, as follows: Mark Downing Ford Inc.,.total net bid of - 119310.83 . Mandic Motors, Inc., total net bid of t - .129067.33 Williams Chevrolet, Total net bid of - - - 119211.20 Williams On motion by Bartlett seconded by Irby that the bid of Chevrolet bid accepted Williams Chevrolet be accepted as the lowest and best bid to the best interest of the City of Huntington Beach, and the City Purchasing Agent.be authorized to issue a purchase order to the Williams Chev- rolet for the purchase of a Gar Wood Speed -Packer mounted on a 1957 Chevrolet truck, in accordance with specification on which the bid was made, and additional and optional equipment be added, power steering at a cost of $190.00 and dual rear-view mirrors at a cost of $35.00, plus the additional sales tax, was approved by the follow- ing roll call"vote: AYES: Councilmen: Bryant, Lockett, Irby, Bartlett, Terry. NOES: Councilmen: None. ABSENT: Councilmen:. None. Ordinance The Clerk gave'Ordinance No. 654, an ordinance of the City #654 - 2nd reading of Huntington Beach reclassifying certain lands within said City from an R-1 District to an M-2-0 District, amending Section 9211.2 by amending Sheet No. 17 of the Districting Map of said City, its second and final reading, by title. • • I • 1• I - Page #4 Minutes - Monday, January 7, 1957 On motion by Lockett seconded by Bryant, Ordinance No. 654 was passed and adopted.by the following roll call vote: AYES: Councilmen: Bryant, Lockett, Irby, Bartlett, Terry. NOES: Councilmen: None. ABSENT: Councilmen: None. Police _ On motion by Bryant seconded by Lockett that in accordance dept. - radio with the -recommendation of the Chief of Police, Ben H. Dulaney, the mobile & station purchasing agent be authorized to issue a purchase order for radio equip. mobile equipment and station equipment to the Motorola Company to include one new station unit, two complete new mobile sets, and five modification sets, at a cost not to exceed $3,000.00. Motion carried. City to On motion by Irby seconded by Lockett the Mayor and City execute lease - Clerk be instructed and authorized to.execute the lease between the Charles Derigo City of Huntington Beach and Charles Derigo for the operation of con- cessions on'the entire lower floor of the Pavalon Building, located at the Municipal Pier, for a term of one year commencing January 1, 1957, and on the same terms as on the prior lease terminating Dec- e tuber 31, 1956. Motion carried. Notice of The Clerk informed the City Council that the proponents of intention filed with the north annexation territory had filed with the City Clerk a notice City Clerk - Re: Annex- of intention to circulate petition relating to annexation of certain ation territory to the City of Huntington Beach under the Annexation Act of 1913, and that such notice of intention was published by the pro- ponents in the Huntington Beach News, January 3, 1957. Resolution The Clerk, read Resolution No. 1298, a resolution of the City #1298 Council of the City of Huntington Beach acknowledging the receipt of notice of intention to circulate petition for the annexation of terri- tory designated as north annexation and an affidavit of publication thereof and approving the circulatiom of the petition. On motion by Bryant seconded by Bartlett Resolution No. 1298 was passed and adopted by. the following roll call vote: AYES: Councilmen: Lockett, Bryant, Irby, Bartlett, Terry. NOES: Councilmen: None. Chamber The Clerk read a communication received from the Hunting - of Comm. re- quest study ton Beach Chamber of Commerce requesting that the City Council ask of off St. parking Wise and Associates Planning Consultants to place an,early priority on the study of -proposed off street parking lot or lots to serve the Huntington Beach business area, and suggest that consideration be given to the one half -block behind the Security First National Bank and Brays Market. On motion by Bryant seconded by'Lockett the request of the Chamber of Commerce relative to off-street parking study be rec- eived and ordered filed. Motion carried. Resolution The Clerk read Resolution No. 1299, a resolution of the #1299 City Council of the City of Huntington Beach adopting -budget and approving memorandum of agreement for expenditure of funds allocated under Section 2107.5 of the Streets and Highways Code. On motion by Bartlett seconded by.Lockett the Mayor and City Clerk be authorized to execute Resolution No. 1299 was app- roved by the following roll call vote: AYES: Councilmen: Bryant, Lockett, Irby, Bartlett, Terry. Motion carried. • .637 • ' Page #6 Minutes - Monday, January 7, 1957 Fire Chief Fire Chief D. G. Higgins, informed the City Council that they D.G. Higgins have been approached by a private protective police association, located in Santa Ana for permission to install protection alarm board in the Fire Station and Police Station in order to alert the Police and Fire Departments on any fire or police alarms especially for the Edison project, and which later will include other establishments in the City. Mayor Terry referred the information given by Fire Chief • Higgins to the Police and Fire Committee for study and report. • On'motion by Bryant seconded by Irby the meeting of the City Council of the City of Huntington Beach adjourned.
