Monday, February 4, 1957
Mayor Terry called the regular meeting of the City Council
of the City of Huntington Beach to order at 7:30 o'clock P. M.
Councilmen present: Bryant, Lockett, Irby, Bartlett, Terry.
Councilmen absent: None.
On motion by Bartlett seconded by Lockett the minutes of the
City Council held on January 3, January 7, and January 21, 1957, as
transcribed and mailed by the Clerk, be accepted and ordered filed.M. carried
The Clerk read the reports for the month of January, 1957,
as submitted by the City Treasurer, City Clerk, -City Collector, City
Engineer, Police Chief, Fire Chief, Manager of Municipal Trailer Park,
and the Superintendent of Recreation.
On motion by Bartlett seconded by Lockett the reports of
the department heads as read by the Clerk for the month of January,
1957, be accepted and ordered filed. Motion carried.
On motion by Lockett seconded by Irby the applications for
license to conduct business in the City of Huntington Beach were
granted as follows:
Addie Kinch Wade, grocery store at 601 - llth Street, transfer from
Eddie Parnell.
H. A. Loy dba Loy's Welding at 1122 Main Street, transfer from C. B.
Carter.
Bishop Bit Service, rebuilding rock bits at 2316 Delaware Avenue.
The Borden Company, Pacific Cheese Division, wholesale deliveries,
wheel -tax.
Shirley Mackie, alterations and sewing, home occupatiohg at 204
Geneva Street.
On motion by Lockett seconded by Bartlett the annual report
of the Chief of Police covering business transacted in the Police
Department during the year 1956, as presented, be accepted and
ordered filed. Motion carried.
Neaves Pet. On motion by Bartlett seconded by Bryant the request of the

ing City of Huntington Beach relating to swimming pools; the fencing

second and final reading by.title.
On motion by Lockett seconded by Bryant Ordinance No. 655
was passed and adopted by the following roll call 'vote:

Ord. #656 - The Clerk gave Ordinance No. 656, an ordinance of the
2nd reading
City of Huntington Beach relating to registration of persons
convicted of certain crimes; adding a new article to the Huntington
Beach Code and adding Sections 4041, 40429 4043, 40449 40459 40469
and 4047, its second and final reading by title.
On motion by Bartlett seconded by Lockett Ordinance No.
• 656 was passed and adopted by the following roll call vote:

Ord. #657 - The Clerk gave Ordinance No. 657, an ordinance of the

City of Huntington Beach relating to the pay of City Employees
during vacations and holidays and adding Sections 1454.1 and 1502.1
to the Huntington Beach Ordinance Code, its first reading in full.
Construct The City Engineer submitted plans and an estimate of
concrete
retaining wall cost for the construction of.a concrete retaining wall which is
between 1st
St. & Sec. A proposed to be constructed at the toe of the bluff on the beach -
of Mun. Tr.
Park front, between the existing wall at lst Street and the existing
wall in Section A of the Municipal Trailer Park. It is proposed
that this retaining wall will connect to the end of the existing
wall at lst Street and will be similar in appearance and style to
that of this existing wall which is located between 3rd and lst
Street. The estimated cost for this project is:
Approximately 700 lin. ft. of concrete retaining wall

On motion by Irby seconded by Lockett the City 'Enginne,e-r
be instructed to proceed with the construction of a concrete re-
taining wall on the beachfront between 1st Street and the existing
wall in Section A of the Municipal Trailer Park in accordance with
plans and specifications presented. Motion carried.
Plans & spec. The City Engineer submitted plans and estimate of cost for

Tr. Park structed in Section F of the Municipal Trailer Park. This building
is similar in design to those toilet buildings which were recently
constructed on the beach at First Street and Sixth Street. The
estimated cost for the building complete is $9,000.00.
Mayor Terry called for a hearing on the proposed construction
of a toilet building in Section F of the Municipal Trailer Park.
Wm. Lewis, Assistant City Engineer, reported to the City
Council that in his opinion the work could be done by force account at
approximately 15% less than if contracted.
Mayor Terry asked if anyone present cared to make any state-
ment'regarding the proposed construction of a toilet building at the
Municipal Trailer Park. There being no statements from anyone present
the Mayor declared the hearing closed.
On motion by Lockett seconded by Bryant the Plans and spec-
ifications for the proposed toilet building to be constructed at the
Municipal Trailer Park be approved and in accordance with the recommen-
dation of the Assistant City Engineer the City Council declare and
determine that the work can be performed by force account, and the
materials and supplies procured in the open market, at a cost less than
would result from inviting bids, was approved by the following roll call
vote: '

NOES: Councilmen: None.
ABSENT: Councilmen: None.
On motion by Irby seconded by Lockett the City Engineer be
instructed to proceed by force account the construction of the pro-
posed toilet building in Section F of the Municipal Trailer Park in
accordance with Plans and Specifications approved by the City Council.
Motion carried.

Mayor Terry referred the request of Richard Parsons for an ambulance
service in Huntington Beach, to the Police and Fire Committee for further
study and report.
On motion by Bartlett seconded by Irby the request of the Orange
County Heart Association for permission to"conduct the 1957 Heart Fund cam-
paign in the City of Huntington Beach during the month of February, 1957 be
granted. Motion carried.
The Clerk read letters from the City of Newport Beach and the State
of California, Division of Highways, acknowledging receipt of City of.Hunt-
ington Beach Resolution No. 1301 relative to the location of a coastal high-
way serving the City of Huntington Beach and other coastal communities. The
letters were ordered filed.

Willys Jeeps
Lifeguard Willys Universal Jeeps in accordance with specifications prepared by the
Dept.
Chief Lifeguard and tradein the 1952 Willys Jeep for wheel drive pick-
up. The following bids were received and read to the City Council:

Copeland Motors Inc., Santa Ana - Net bid of $ 39444.34
On motion by Lockett seconded by Irby the City Council.finds
that the bid of Dosser Motors, Long Beach to furnish the City with two
model CJ 3B Willys Universal Jeeps equipped in accordance with spec-
ifications prepared by the Chief Lifeguard, to be the lowest and the •
best bid for the interest of the City, and the City Purchasing Agent
be authorized to issue purchase order to Dosser Motors, Long Beach, in
accordance with the bid submitted, and said purchase be charged to the

On motion by Lockett seconded by Bryant the City Engineer
be instructed.to proceed with the necessary repairs as required in
the kitchen of the Memorial Hall Building. Motion carried.
Mayor Terry announced that 8:30 o'clock P. M. was the date
set in accordance with notice inviting bids for opening the bids for
the Ethyl gasoline requirements for the City of Huntington Beach for
a period of one year beginning February 16, 1957 and requested the
Clerk to read the bids."
The Clerk read the bids received as follows, for furnishing
the City with Ethyl gasoline, as per notice inviting bids published
in the Huntington Beach News on January 10, 1957:

On -..motion by Lockett seconded by Bryant the City Council
finds that the bid of Socal Oil and Refining Company to be the
lowest and the best bid for the interests of the City, and the City
Purchasing Agent be instructed to issue a purchase agreement with
the Socal Oil and Refining Company in accordance with bid proposal
submitted, was approved by the following roll call vote:
AYES: Councilmen: Bryant, Lockett, Irby, Bartlett, Terry.
NOES: Councilmen: None.
ABSENT: Councilmen: None.
On motion by Bartlett seconded by Lockett that in accord-
ance with the recommendations of the City Engineer, street lights
be placed at convenient locations on 13th Street between Main and
Crest and at the Golfcourse between 17th and -the clubhouse.
Motion carried.
Mayor Terry referred to the Police and Fire Committee
and the Chief of Police for study and report the matter of Quincy
Street to be changed from a truck route.
Mayor Terry referred to the City Engineer the matter of
obtaining bids for the work involved in raising the deck on the
Municipal Pier extension before resurfacing on the pier can be
completed.
Mayor Terry referred to the Building Committee for study
and report the matter of the Building Department to.occupy the
now vacant office previously used by the Justice Court.
