Monday, March 18, 1957
Mayor Terry called the regular meeting of the
City Council of the City of Huntington Beach to order
at 7:30 o'clock P.M.
Councilmen present: Bryant, Lockett, Irby, Bartlett, Terry.
Councilmen absent : None.
Business
Licenses On motion by Bartlett seconded by Bryant the
applications for license to conduct business in the
City of Huntington Beach as approved by the Health
Officer, Building Inspector, Chief of Police, and
Fire Chief, were granted as follows:
Mack H. Jones, Long Beach, Electrical contractor.
Doris and Leona Tunstall, dress shop at 113 Main Street.
John G. Luyben Jr., dba Huntington Beach Sick Room
Supplies and Huntington Beach Ambulance, at 108 -
5th Street.
Floyd's Lumber Company, to conduct an auction at 2123
Hampshire Avenue on March 24, 1957.
Carle E. Mulheim, servicing home appliances, 209

form by the City Attorney be accepted and ordered
filed. Motion carried.
Bond -Gem On motion by Lockett seconded by Bryant
Electric
Company the license bond of the Travelers In-
demnity Company, for George E. Miller and Herbert H.
Finley dba Gem Electric Company, as principal, and
approved for form by the City Attorney, be accepted
and ordered filed. Motion carried.
Bond -World On motion by Bryant seconded by Bartlett
Electric Co.
the license bond of the Pacific Employers Insurance
Company for John J. Coney, dba World Electric Company
and approved for form by the City Attorney, be accept-
ed and ordered filed. Motion carried.
Term. On motion by Bartlett seconded by Irby the

City Att'y On motion by Lockett seconded by Bryant

dismiss that in accordance with the request of
action re:
City & the City Attorney, the City Attorney be

authorized to dismiss the action as to
those defendants re - City of Huntington Beach, a
Municipal Corporation of the State of California,
and having a Charter, as Plaintiff vs. Dave Meredith
and Goldie R. Meredith, et al. Defendants, in said
case Dismissal No. 66233 in the Superior Court of
the State of California in and for the County of
Orange. Motion carried.

ordinance of the City of Huntington Beach relating
to the vaccination of dogs and amending section
4414.1 of the Huntington Beach Ordinance Code,
its first reading.

School Public Recreation Commission of
the City of Huntington Beach to execute the agree-
ment made and entered into on the 14th day of March,
1957, by and between the Huntington Beach Union
High School District and the Public Recreation
Commission of the City of Huntington Beach for the
purpose of using certain School facilities during
the months of March, April, May, June, July and
August of 1957, for the purpose of conducting
certain recreational and sports events. Motion
carried. Councilman Lockett not voting.
Carrie Cowling On motion by Lockett seconded by
Inter. Typist
Clerk Bartlett the request of the City
Clerk to place Carrie A. Cowling, in the Interme-
diate'Typist Clerk classification, having completed
six months probationary period, and to be placed
on the regular monthly payroll in the appropriate
range and bracket under Section 1591.31 of the
Huntington Beach Ordinance Code, be approved. Motion
carried. -
H.B.Cham.ber The Clerk read a communication
of Commerce
express thanks from the Huntington Beach Chamber
of Commerce expressing their thanks to the City
Council for advising Hahn, Wise and Associates,
Planning Consultants, to consider an early
priority on the subject of Off -Street Parking.

truction of property and burglary,. for study and report.
Verne Verne Clutter, concessionaire on the Munici-

pal Pier, appeared before the City Council and stated
that the beach area needs a watchman during the hours
of 11:00 P.M. to 6.-00 A.M.
Mrs. Frantz Mrs. Wantz appeared before the City Council
and reiterated the request made by Verne Clutter.
Diehl, Evans The Clerk read a communication received
& Company -
from Diehl, Evans and Company certified public
accountants, who act as the auditors for the City,
in which they recommend a systems review be made of
the records and books of account of the City and the
procedures used in maintaining them, and recommends
machine accounting be installed to affect better
revenue accounting, disbursement accounting, fund
accounting, budgetary accounting, payroll accounting,
cost accounting and equipment accounting and that the
preliminary studies have been taken up with the
Administrative Officer of the City, who has concurred
in the preliminary study and that the equipment forms
and time required to accomplish the change would
cost approximately $8,000.00.
The Clerk informed the City Council that this is
a much needed change as the work load under manual
setup as operating at the present time has become
topheavy and necessitates going into machine acc-
ounting, and that this procedure should get under
way in order to become effective July 1st, 1957 and
the cost of this survey and installation would be
taken into account in the next budget year.
On motion by Lockett seconded by Irby that the
City of Huntington Beach authorize Diehl, Evans and
Company, certified public accountants, to proceed with

the systems survey and installation of the
equipment and forms necessary. Motion carried.

Consultants be requested to interview and pro-
cure and recommend the person most suited for
the position. Motion carried.
Demands On motion by Lockett seconded by Irby the

Enforce Ord. Councilman Bartlett informed the City

Improve On motion by Bartlett seconded by
Joliet St.
Irby the Street Superintendent be instructed
to proceed with the improvement of Joliet
Street between Delaware Avenue and Highway #
390 be approved. Motion carried.
Edison Co. On motion by Lockett seconded by
remove Palm
tree. Bartlett the Edison Company be
permitted to remove a Palm tree interfering
with their distribution lines on Palm Street
between 7th and 8th Streets. Motion carried.
Informal bids On motion by Irby seconded by
2 ton truck
,.vith Garwood Lockett the City Purchasing

agent be instructed to receive informal bids
on a two ton truck with Garwood bed, in acc-
ordance with the specifications presented by
the City Engineer, and to trade in the Model
A Ford, 1928 truck. Motion carried.

Hazardous Councilman Bryant reported that it was
fire condit-
ion at 322 called to his attention that there

is a rather hazardous fire condition at 322 9th
Street, and stated that it should be looked into
to see what could be done to remove the hazard.
Fire Chief Higgins reported on the location
as reported to by Councilman Bryant and stated
that the property in question has been in the
hands of a public administrator and that they are
looking for an heir in order that some disposition
can be made of the property.
Replace On motion by Irby seconded by Bartlett

to build three additional garages at the City Yard
to house the equipment that is now standing out-
side, and to move the present oil rack to another
location, and said cost be charged to the Special
Fund for Capital Outlay Reserve, was approved by
the following roll call vote;

Terry.
NOES: Councilmen: bone.
ABSENT: Councilmen: None.
Request of Police Mayor Terry referred the request of the

Comm. Police Chief that the fire rings
on the beach be removed, to the Beach and Pier
Committee for study and report.

school Police
& Fire - the request of the Fire Chief to hold
Mar. 26 & 27
1957 a radiological school for police and
fire at the rear of the Fire Station on the 26th
and 27th day of March, 1957. Motion carried.
On motion by Bryant seconded by Bartlett the
City Council of the City of Huntington Beach ad-
journed until 7:30 o'clock P.M. March 25th, 1957.
