HomeMy WebLinkAbout1957-03-2719 M I N U T E S Council Chamber, City Hall Huntington Beach, California Wednesday, March 27, 1957 Pursuant to adjournment of the meeting of the City Council held on March 25th, 1957, Mayor pro-tem Bartlett called the meeting to order at 10:30 o'clock A.M. Councilmen present: Bryant, Lockett, Bartlett, Irby. Councilmen absent ; Terry. W.Or.Co. Wtr. The Clerk informed the City Council that Bd. Constr. Fund closed at the last meeting of the West Orange County Water Board the Board ordered the West Orange County Water Construction Fund be closed and balance in fund be returned to the entities in accordance with statement submitted by the Secretary. The Clerk informed the City Council that the City of Huntington Beach balance in the West Orange County Water Board Construction Fund amounted to $72,565.91, and stated that it should be transferred back to the Water Bonds 1955 Bond Sale from which it was transferred. On motion by Lockett seconded by Bryant the City Clerk be authorized to transfer from .the best Orange County Water Board Construction Fund the amount of $72,565.91 to the Water Bonds 1955 Bond Sale. Motion carried. Request of Mayor pro-tem Bartlett referred the request Woman's Club referred to of the Woman's Club of Huntington Beach Bldg. & Insur. Comm protesting allowing so many bill- boards to be put up on Highway #39 in the City of Hunting- ton Beach, to the Building and Insurance Committee for study and report. 20 Page #2 Minutes - Wednesday, March 27, 1957 Bertha E. The Clerk reported that a registered mail Campbell re: registered return receipt requested forwarded to Bertha mail returned E. Campbell was returned for reason the address was unknown, and that Bertha E. Campbell owns the un- divided one-third interest in the West 30 feet of Lots 1 and 2, directly north of the City Yard, of which the City had purchased two-thirds undivided interest in the entire Lots 1 and 2. City Attorney Bauer informed the City Council that before the City could take any action for its condm- nation or other procedures to obtain the interest of Bertha E. Campbell it will be necessary that a title search be made by a Title Company. On motion by Bryant seconded by Lockett the City Attorney be authorized to order a title search on Lots 1 and 2. Block 1401 of T. J. Watson's Re -subdivision. Motion carried. Letter - The Clerk read a letter received from the Or.Co. Farm Bureau tax Orange County Farm Bureau tax committee Comm. requesting the City of Huntington Beach and all other entities in the County of Orange to give consideration to the farmers fight in attempt to hold taxes down. On motion by Bryant seconded by Lockett the City Council recessed at 11:00 A. M. until 1:00 P.M. E, Mayor pro-tem Bartlett reconvened the meeting of the City Council at 1:00 P.M. Lamb -- petition re: sented a petition for consent to the a-:np --at ion commencement of annexation proceedings for the annex- ation of certain territories described in the petition and pursuant to the annexation act of 1913 and in conn- ection therewith, petition the City Council of the City of Huntington Beach to give consent to commencement of 211 Page #3 Minutes - Wednesday, March 27, 1957 such proceedings and that said territory is inhabited and contiguous to the City of Huntington Beach and is situated generally as follows: All the County area easterly of the City of Huntington Beach City Limits and southerly limits to the Santa Ana River and northerly to Garfield Avenue and westerly to the City Limits of the City of Huntington Beach and attached to the petition and made a part thereof a map of which boundaries of said territory are shown bordered in red. City Attorney Bauer informed the City Council that if the City Council consents to the petition as filed a copy of the petition with a transmittal letter from the City Clerk advising the Boundary Commission of the City's consent would have to be filed with the Boundary Commission. On motion by Lockett seconded by Irby the City of Huntington Beach consent to the commencement of annexation proceedings in accordance with petition presented by Harold Harper, Ivan H. Harper, Ernest H. Gisler, Allen T. Gisler and Hugo J. Lamb, spokesmen for the proponents and that the Clerk send a letter of transmittal to the Boundary Commission of Orange County advising the Boundary Commission of the City Councilfs action and to attach a petition for consent to the commencement of annexation procedure as .filed by the proponents and also that the petition be referred to the Planning Commission of the City of Huntington Beach for study and report. Motion carried by the following roll call vote: 22 Page #4 Minutes - Wednesday, I-ilarch 27, 1957 AYES: Councilmen: Bartlett, Lockett, Irby. NOES: Councilmen: None. ABSENT: Councilmen: Terry, Bryant. Bond- On motion by Lockett seconded by Irby the Ehinger & Dunlop, Inc. Federal Insurance Company plumber's license bond for Ehinger and Dunlap, Inc. as principal and as approved for form by the City Attorney be accepted and ordered filed. Motion carried. On motion by Irby seconded by Lockett the City Attorney be accepted and ordered filed. Motion carried. On motion by Irby seconded by Lockett the City Council of the City of Huntington Beach adjourned.
