Monday, April 1, 1957
Mayor Terry called the regular meeting of the City
Council to order at 7:30 o'clock P. M.
Councilmen present: Bryant, Lockett, Irby, Bartlett, Terry.
Councilmen absent : None.
Minutes On motion by Bartlett seconded by Lockett the
minutes of the meetings of the City Council for the
month of March, 1957 for Monday, March 4th regular
meeting; called meeting Wednesday March 13th; regular
meeting March 18th; regular adjourned meeting Monday
March 25th; regular adjourned meeting March 27th, be
approved as transcribed and mailed by the Clerk. Motion
carried.
Monthly The Clerk read the reports of the department
Reports
heads for the month of March, 1957, as filed by the
City Clerk and City Treasurer, City Collector, City
Engineer, Manager of Municipal Trailer Park, Fire Chief,
Police Chief, and the Superintendent of Recreation.
On motion by Bartlett seconded by Lockett the
reports for the month of March, 1957, as filed by the
department heads and read by the City Clerk be accepted
and ordered filed. Motion carried.
Licenses On motion by Lockett seconded by Irby the
applications for license to conduct business in the
City of Huntington Beach were granted as follows:
Sam A. Magill, auto sales and service, 401 Main Street,
transfer from Roy D. Bryant.
Helen and Mary's Taco Palace, food concession at #22
on the beach.

veteran's license.

Bond - On motion by Bartlett seconded by Lockett
Bucey House
Moving Co. the Surety Bond of the United States Fide-
lity and Guaranty Company for Walter D. Schoenberger
and Edward D. Schoenberger, dba Bucey House Moving
Company, and approved for form by the City Attorney, be
accepted and ordered filed. Motion carried.

install sign the application for building permit of
Thelma A. Turner, 113 Main Street, for permission to
install a flourescent sign at 113 Main Street, the
west side of the building in alley off of Main Street
and approved by The Building Inspector be granted. Motion
carried.
Term. Clean- On motion by Bartlett seconded by Bryant

Fidelity and Deposit Company of Maryland cleanup bonds

complied with the requirements of Section 2448.1
of the Huntington Beach Ordinance Code, and the
bonding company and the operator be notified of the
termination. Motion carried.
Pac.'Drlg. Co. On motion by Irby seconded by Lockett

Company for termination of the Glens
Falls Insurance Company cleanup bond No. 578505
covering Deke #1 well, located on Lots 61 8, 10, and
12, Block 516, Huntington Beach Tract, having complied
with requirements of Section 2448.1 of the Huntington
Beach Ordinance Code, and the bonding Company and the
operator be notified of the termination. Motion
darried.
Term. drlg. On motion by Bartlett seconded by Irby
bond -
Atlantic Oil the request of the Atlantic Oil Company -
Co. Well #13
Miller and Ford for termination of the Fidelity and
Deposit Company of Maryland drilling bond No. 72376079
for well No. 13, located in Block'2006, East Side
Villa Tract, having complied with requirements of
Section 2427.3 of the Huntington Beach Ordinance
Code, and the bonding company and the operator be
notified of the termination of the drilling bond.
Motion carried.
Final reading The Clerk gave Ordinance No. 659, its
Ord. #659
second and final reading, by title, an Ordinance of
the City of Huntington Beach relating to Secretary -
Planning -Technician, adding Sedtion 1591.465 to the
Huntington Beach Ordinance Code.

On motion by Lockett seconded by Bryant Ordinance
No. 659 was passed and adopted by the following roll call
vote:
AYES: Councilmen: Lockett, Irby, Bartlett, Bryant, Terry.
NOES: Councilmen: None.
ABSENT -,Councilmen; None.
Petition - The Clerk read a petition signed by sixty
re: all -day
boat from residents of the City of Huntington Beach re -
pier
questing the City Council to permit an all -day boat service
from the Huntington Beach Municipal Pier.
Mayor Terry referred the request of the petitioners
for all -day boat service from the Huntington Beach Mun-
icipal Pier to the Beach and Pier Committee for study and
report.
F.E. & L.L. Mayor Terry referred to the Streets and Parks
Mitschler
request re- Committee for study and report the request of

Comm. F. E. Mitschler and L. L. Mitschler for corr-
ection of the alley condition that is causing considerable
flooding during wet weather in Block 808, Valley View Tract.
Don A. Nasby On motion by Irby seconded by Lockett the
break curb request of Don A. Nasby, for permission to
break the curbing at 1314-1318 Olive Street, and 308-11th
Street, in order to make entry for a driveway and said
work to be done under the supervision and ta:the satis-
faction of the City Engineer, be granted. Motion carried.

Edison Co.

On motion by Lockett seconded by Bartlett the Mayor
and City Clerk be authorized to execute the permit for
construction of a sewer line by the Southern California
Edison Company accepting the terms convenants and
conditions upon which the sewer line may be constructed.
Motion carried.

School District and the Public Recreation Commission
of the City of Huntington Beach, permitting the use
of certain elementary school facilities for recreation
purposes during the month of June, July and August,
1957. Motion carried.

Request -- The Clerk read the request of H. Lee Norris,
H.Lee Noris
to give consideration to resurfacing of the part of Acacia
Avenue between llth Street and 14th Street.
The Streets and Parks Committee made mention that
Acacia Avenue is included in the fiscal year improvements
and a part of budgeted work.
Request of lst On motion by Bartlett seconded by Irby
Baptist Church
to roll soft the request of the Crusader Adult Bible
drinks, :etc.
July 4th Class of the First Baptist Church of
Huntington Beach for Permission to have a stand to sell
soft drinks and homemade candy on the Church property
at Sixth and Orange on the Fourth of July, and the proceeds
to be put in their building fund, be granted. Motion carried.
David Wm. On motion by Lockett seconded by Bartlett the

Business application for license of David Wm. Hook,

to conduct the business of tavern and dancing at 210 -
5th Street, be granted, subject to the approval of the
Health Officer, and that the Health Officers permit be
in effect prior to the opening of the establishment. Motion
carried.
R.B. Watkins The Clerk announced that the Planning
Operations re:
pet. Uond.except. Commission of the City of Huntington
Beach at their regular meeting held on Tuesday, March 19th
1957, held a public hearing on the petition for conditional
exception.:.filed by the R. B. Watkins Operations, requesting
permission to drill a well in the R-1 District, located on
the property described as the East - of the SE4 of Section
13, Township 6 South, Range 11 West, located 2175 feet
South and 1420 feet East from the center line of Section
13.

There were no verbal or written protests filed
for or against the petition for conditional except-
ion filed by R. B. Watkins Operations.
After the Planning Commission declared the hearing
closed the Planning Commission took the following
action on the petition for conditinal exception filed
by the R. B. Watkins Operations:
"On motion by Stang seconded by Davis the
Commission recommend to the City Council that the
petition for conditional exception filed by R. B.
Watkins Operations be granted subject to the foll-
owing conditions; .
1. Applicant at the time of filing for a drilling
permit, shall file with the City Engineer,
the designation of an agent, who shall main-
tain his place of residence within Orange
County, California, upon whom orders, notices
and processes provided for, or permitted under
Chapter 24 of the Huntington Beach Ordinance
Code may be served. Said appointment shall
be duly executed and acknowledged by the agent.
2. File with the City a Permanent cleanup bond
in the amount of 1,000.00.
3. Operations and construction shall be in
conformity with the Huntington Beach Ordinance
Code provisions.
4. Uses permitted shall not be construed as
permitting rotary mud dumps, sumps or dis-
posal of petroleum refining or processing or
storage of oil, gas in tanks exceeding a
1000 barrel capacity or storage in any tank
exceeding 16 feet in height from ground on
surrounding land.
5. All service equipment such as top of well,
pumps, tanks, and like, shall be at least
100 feet from the nearest portion of any
public road, street or State Highway, and shall
also be at least 25 feet from any lot line
which is not common with a public road,
street or State Highway line.
6. Signs shall be limited to two in number and
each have an area of not over twelve (12)
square feet.

7. That the granting of the conditional exception
together with the terms and conditions is an
offer which is accepted and said terms and con-
ditions agreed to if any of the privileges
authorized are used. Motion carried."
On motion by Bartlett seconded by Irby in acc-
ordance with the recommendation of the Huntington
Beach Planning Commission the petition for conditional
exception filed by R. B. Watkins Operations for per-
mission to drill a well in the R-1 District on pro-
perty described as the East 2 of the SEJ of Section
13, Township 6 South, Range 11 West, located 2175
feet South and 1420 feet East from the center line
of Section 13, and subject to the conditions recom-
mended by the Planning Commission be granted, was
approved.
Reso.#1304 The Clerk read Resolution No. 1304, a
resolution of the City Council of the City of Hunt-
ington Beach, California declaring a nuisance to
exist and providing for the abatement thereof,
On motion by Bryant seconded by Irby Resolution
No. 1304 was passed and adopted by the following
roll call vote:
AYES: Councilmen: Lockett, Bryant, Irby, Bartlett, Terry.
NOES: Councilmen: None.
ABSENT:Councilmen: None.
Demands On motion by Bartlett seconded by Irby the
demands as approved by the Finance Committee be
ordered paid.
City Engr. On motion by Irby seconded by Bartlett
to post signs
on beach re: The City Engineer be instructed to
trash, etc. &c
install flood post signs on the beach giving notice

rings that it is in violation of City
Ordinance to throw trash and rubbish on the beach and
show the penalties therefor, and to post signs to show

that all ball playing shall be conducted between the
bluff and the service road on the beach, and that adequate
flood lights be installed on poles at the fire rings
and signs posted noting a curfew for use of fire
rings expires at 12:30 A. M. of each and every day.
Motion carried.
Bids - The Clerk read the informal bids received
2 ton truck from Sam Magill Motors, Mandic Motors, and
Williams Chevrolet, for a two -ton truck to be mounted
with a D66 Garwood low mount twin hoists and special
6j- yard low trash body, as follows:

On motion by Lockett seconded by Bartlett the City
Purchasing Agent be authorized to issue a purchase order
to Sam Magill Motors to furnish a Dodge two -ton D500
Truck with cab and chassis with a D66 Low mount twin
hoists and special 6j yard low trash body, in acc-
ordance with specifications furnished by the City for
a total net price of $5,782.40 and said cost to be charged
to the Special Fund for Ca]pital Outlay Fund, was approved
by the following roll call vote:
AYES: Councilmen: Bryant, Lockett, Irby, Bartlett, Terry.
NOES: Councilmen: None.
ABSENT:Councilmen: None.
Edison Co. to On motion by Lockett seconded by
remove trees
at own expense. Bartlett that in accordance with the
recommendation of the Streets and Parks Committee the
request of the Edison Company to move at their own
expense trees between 12th and 13th Street at the corner
of the Palm Street alley be granted. Motion carried.

On motion by Irby seconded by Bartlett the
adjourned meeting the City Council of the City of
Huntington Beach adjourned until 7:30 o'clock
P. K. Monday, April 8, 1957.
