M. Councilmen present: Bryant, Lockett, Irby, Bartlett, Terry. Councilmen absent : None. Minutes On motion by Bartlett seconded by Lockett the minutes of the meetings of April lst, April 8th, and April. 15th, 1957, as transcribed and mailed by the City Clerk be approved and ordered filed. Motion carried. Monthly The Clerk read the reports for the month of Reports April, 1957, filed by the City Clerk, City Treasurer, City Collector, City Engineer, Building Inspector, Man- ager of Municipal Trailer Park, Fire Chief, Superinten- dent of Recreation, and Chief of Police. On motion by Bartlett seconded by Lockett the reports for the month of April, 1957, filed by the department heads and read by the City Clerk be accept- ed and ordered filed. Motion carried. Sherman Denny, local land manager Denny of the Huntington Beach Company appeared before the 52 Page #4 Minutes - Y.cnday, blay 6, 1957 City Council and expressed his appreciation for the re -surfacing job the City forces did on Mansion St. "East The City Clerk informed the City Annexation" Council that a petition was filed with the City as of this date, May 6, 1957, requesting the City to annex the territory to the City to be known as the "East Annexation". The Clerk informed the City Council that the County Voter of Registrars had checked out the petition and the County Clerk in charge of registration of voters records of the County of Orange, State of California, had certified a certificationthat there are in excess of one- fourth of the number of allqualified electors on the petition. The City Clerk reported that he had certified the petition and that examination of the signatures thereon indicated that there was in excess of one- fourth of the qualified electors in the proposed "East Annexation". Hearin. re- Mayor Terry announced that 8:00 ,moval of �a,:reds o'clock P. M. on this date was set by the City Council as the time to hear from any property owners having any objections to the proposed re- moval of weeds, rubbish, refuse and dirt, in acc- ordance with notice to destroy weeds and remove rub bish, refuse and dirt,as posted by the Superintendent of Streets, in accordance with Resolution No. 1304 passed by the City Council on the 1st day of April 1957. The Clerk informed the City Council that the Street Superintendent had filed with the City Clerk on the 22nd day of April, 1957, an affidavit of post- ing notices to destroy weeds, and that he completed 53 Page ##5 Minutes - Monday, M,,4y, 6, 1957 all posting of said notices on the 18th day of April 1957, and thereafter made the affidavit filed with the City Clerk of the City of Huntington Beach. Mayor Terry asked if any property owners present wished to make any statements relative to the abatement of the weeds, nuisance and removal of rubbish and dirt, in accordance with notice posted on properties in the City of Huntington Beach. There being no response from anyone present or any written protests filed, the Mayor declared the hearing closed. On motion by Bartlett seconded by.Lockett the Street Superintendent be instructed to proceed with the des- truction of weeds::and removal of rubbish, refuse and dirt, upon or in front of property, in accordance with resolution No. 1304 passed by the City Council on the 1st day of April, 1957. Reso.#1308 The Clerk read Resolution No. 1308, a resolution of the pity Council of the City of Huntington Beach declaring its intention to call a special election in certain inhabited territory contiguous to said City proposed to be annexed there- to, for the qualified electors residing in said terr- itory the question whether or not said territory shall be annexed to the City of Huntington Beach and fixing a time and place when and where any person owning real property within such territory may appear before said City Council and show cause why such territory should not be so annexed. 54 Page #5 Minutes -Monday, May 6, 1957 Tentative The City Council tentatively set a date date set for Special Elect. for the special election as the 6th day Aug. 6, 1957 & pulp. hearing of August, 1957, and that a public hearing set for May 27th, 1957 shall be held on the 27th day of May, 1957, at the hour of 7:30 P.M., to receive and hear pro- tests of land owners of record of the last equalized assessment roll of the County of Orange. ABSENT -,Councilmen: None. lst reading - Ord. #660 The Clerk gave Ordinance No. 660, an ordinance of the City Council of the City of Huntington Beach, California, setting the fee for connecting with sewer lines in Block 1704, of Tract 51, and providing penalty for violation thereof, its first reading. lst r-.ding = The Clerk gave Ordinance No. 661, an Ord. # '-;61 Ordinance of the City Council of the City of Huntington Beach relating to a reserve police force and adding Sections 1319, 1319.1, 1319.2, 1319..3 , 1319.4, and 1319.5 to the Huntington Beach Ordinance Code, its first reading. lst reading The Clerk gave Ordinance No. 662, an ord. #662 ordinance of the City of Huntington Beach relating to speed limits; adding Article Number 617 and amending Sections 6171.1, 6171.2, and 6171.3 of the Huntington Beach Ordinance Code, its first reading. lst reading- The Clerk gave Ordinance No. 663, an or - Ord. #k 63 dinanee of the City of Huntington Beach relating to truck routes; adding Sections 6121.62, and amending Sed tions 6121.12, 6121.53, 6121.58 and 6124 of the Huntington Beach Ordinance Code, its first reading. 55 Page #6 Minutes - Monday, May 6, 19157 City Engr. The Clerk presented to the City Council re: plans, spec's & cost the report of the City Engineer sub - street lighting- mitting plans, specifications, and an Lake &- 14th Streets estimate of cost for the replacement of 29 street lighting standards on Crest Avenue between Lake Avenue and 14th Street, and also included in the pro- posed project is the construction of two new street light standard locations on loth Street between Palm Avenue and Crest Avenue, all at an estimated cost of $79759.97, certain portions of this work would be done by City forces, as described in the Special Provisions, the budgeted amount for this project is 36,524.00. On motion by Bartlett seconded by Irby, the plans and specifications as presented by the City Engineer for the replacement of 29 street lighting standards on Crest Avenue between Lake Avenue and 14th Street and construction of three new street light standard locations on 10th Street between Palm Avenue and Crest Avenue, be accepted and approved. Motion carried. Reso. #1310 The Clerk read Resolution No. 1310, a resolution of the City of Huntington Beach establishing the general prevailing hourly wages for each craft or type of workman or mechanic needed for the furnishing and erection of concrete street lighting standards on Crest Avenue between Lake Avenue and Fourteenth Street, in the City of Huntington Beach, California. Mayor Terry opened the hearing on the prevailing hourly wages as read by the Clerk contained in Reso- lution No. 1310, and asked if anyone present had any statement to make regarding the prevailing wages as outlined in the Resolution. 56 Pate #7 J,Jj .ute s - PMonda.r, , May 6, 1957 ly Assistant City Engineer Wm. Lewis informed the City Council that he had made a study of the prevail- ing wages in the present area in Orange County and finds the prevailing rate of hourly wages in the locality for workmen needed for the furnishing and erection of concrete street lighting standards in accordance with the plans and specifications, are the prevailing rates as prescribed in the resolution . There being no further statements forth coming Mayor Terry declared the hearing closed. On motion by Bartlett seconded by Bryant Resolution No. 1310 was passed and adopted by the following roll call vote: AYES: Councilmen: Bryant, Lockett, Irby, Bartlett, Terry. NOES: Councilmen: None. Notice in- On motion by Bartlett seconded by vi.ti ng sealed bids re-- Bryant the City Clerk be instructed li.gLti ng to insert a notice inviting sealed bids in the Huntington Beach News for the furnishing and erection of 29 concrete street lighting standards on Crest Avenue between Lake Avenue and 14th Street, in accordance with plans and specifications and special provisions on file in the office of the City Clerk and City Engineer of the City of Huntington Beach, and that the sealed bids be filed, with the City Clerk on or before 8:00 o'clock P. M.y May 20th, 1957, at which time they shall be opened by the City Council, at its regular meeting at that time. Motion carried. Proposed re- The clerk read a report of the City constructir,n & rLs:=-I cac ing Engineer in regards to the preliminary of Main St. report, made plans for the proposed reconstruction by City Engr. and resurfacing of Main Street between 12th Street and Summit Avenue, having made a considerable study 57 Page #S Minutes -Monday, May 6, 1957 of this tentative project and it is the Engineers recommendation that the portion of the street between 13th Street and . Loma Avenue and the portion between Mansion Avenue and Summit Avenue be realigned with long radius curves so as to provide a roadway which will be easier and more safe to travel upon, and the present right-of-way width is not sufficient at the proposed realignment locations so as be able to construct the curves as shown on the plans, and therefore submitting two sketches showing the additional right-of-way which will be needed. On motion by Bryant seconded by Bartlett that the City acquire the right-of-way necessary to complete the realignment in accordance with the recommendations of the City Engineer. Motion carried. On motion by Lockett seconded by Bryant the Ad- ministrative Officer be authorized to negotiate for the acquisition of the right-of-way required for the real- ignment for the construction of a portion of the street between 13th Street and Loma Avenue and the portion between Mansion Avenue and Summit Avenue. Motion carried. Demands On motion by Bryant seconded by Bartlett the demands as presented for approval by the Finance Comm- ittee be ordered paid. Motion carried. Ne,,%! lighting The Clerk read the recommendation of the fixtures - Engr. 's City Engineer for the purchase of new office lighting fixtures for the drafting office, as the pre- sent fixtures which are in use prior to the office remodeling were inadequate and caused eye strain due to glare and shadows, and estimate cost for the new "Area" type lighting fixtures is $436.00, a Page #9 Minutes - Monday, May 6, 1957 On motion by Bryant seconded by Lockett the City Purchasing Agent be authorized to purchase the "Area" type lighting fixtures in accordance with request of the City Engineer for the remodeled drafting office, and said fixtures be charged to the Special Fund for Capital Outlay, was approved by the following roll call vote: AYES: Councilmen: Bryant, Lockett, Irby, Bartlett, Terry. NOES: Councilmen: None. ABSENT: Councilmen: None. John H. On motion by Bryant seconded by Irby the Seltzer promoted to request of Ben H. Dulaney, Chief of Police, Captain to promote John H. Seltzer from the present compensation classification of Lieutenant to that of Police Captain to be in charge of Detective and Identification Bureau of the Police Department, and said salary promotion to become effective as of May loth, 1957, be approved. Municipal Trailer Park, for permission to hire temporary help during the period of June 1st to September 3rd, 1957, for maintenance of beach front playground, Municipal Pier, and Municipal Trailer Park, said personnel needed are 3 parttime women, 7 men, 1 crossing guard, all to be classified in the salary classification schedule of Maintenance man, Range 24, Bracket "A". Motion carried. Lots 1&2 The Clerk reported that the City has B1k. 1401 - T.J.Watson's not been able to locate Bertha E. Subdivision re -Bertha E. Campbell who owns the undivided Pest Cary e11 30 feet of Lots 1 and 2, Block 1401, T.J. Watson's Subdivision, and that checking with the Tax Collector's Office find that the taxes are delinquent and will be beyond redemption next July lst, 1958, at delinquent 59 Page #10 Minutes - May, 6, 1957 which time the City will have the option to purchase the delinquent tax title to the property. The Clerk read a report filed by the City Attorney reporting on the west 30 feet on Lots 1 and 2. Block 1401, T.J. 'iYatson's Subdivision, recommending to the City Council that it would be advantageous to the City to wait until July lst, 1958, to acquire it by tax title, rather than proceed under condemnation action to acquire the interest. Fire Chief, to hire vacation relief engineer, Leo Farwell, in salary classification of Fire Engineer, Range 28, Bracket "C", effective May 16, 1957, be approved. Motion carried. So. Calif. On motion by Bartlett seconded by Irby Edison Co. to trim trees, the req:,:est of the Southern California etc. Edison Company, for permission to trim trees along the Easterly side of Lake Avenue from Palm Avenue South, for a distance of several blocks, that have grown into their feeder lines, and also to remove a fan palm tree located on Clay Street and 160 feet West of Huntington Avenue and the work to be done at the Company's expense, be approved. On motion by Bartlett seconded by Irby the City Engineer be instructed to proceed with the resurfacing of Acacia Avenue from llth Street to 14th Street and after informal bids are received and accepted, was approved, and the Purchasing Agent be instructed to draw up a purchase order for the resurfacing of Acacia Street. Motion carried. Macao Corp. Wm. Lewis, Assistant City Engineer, presents in- reported to the City Council that the formal bid re: repair Macco Corporation had furnished and on pier boat landing presented an informal bid for the necessary labor, equipment, materials, and supervision to perform certain repair work on the pier boat landing and landing operating equipment for a sum of $8,121.36.
