HomeMy WebLinkAbout1957-05-27M I N U T E S Council Chamber, City Hall Huntington Beach, Califorhia Monday, May 27, 1957 Pursuant to adjournment of the City Council the regular meeting of Monday, May 20th, 1957, Mayor Terry called the adjourned meeting to order at 7:30 o'clock P.4i. Councilmen present: Bryant, Lockett, Irby, Bartlett, Terry. Councilmen absent : None. East Mayor Terry announced that the hour of 7:30 Annexation o'clock P. M. this date was the time set for the hearing and to receive protests from property owners in the proposed East Annexation and requested the Clerk to read the notice of publication. The Clerk read the affidavit of publication of the Huntington Beach News, City of Huntington Beach, pub- lishing Resolution No. 1508, on May 16th, and May 23rd, 1957, a resolution of the amity of Huntington Beach declaring its intention to call a special election in certain inhabited territory cantiguous to laid City pro- posed to be annexed thereto, for the purpose of sub- mitting to the qualified electors residing in said territory the question whether or not said territory shall be annexed to the City of Huntington Beach and fixing a time and place when and where any person owning real property within such territory may appear before said City Council and show cause why such terr- itory should not be so annexed. The Clerk reported that no oral or written pro- tests from land owners of the last equalized assessment roll had been received. 79 Page #2 Minutes - Monday, May 27, 1957 The Clerk certified that the assessed value of the land within the proposed East Annexation as of the last equalized assessment roll is S1,3920170.00 and that the total value of oral and written protests that have been filed on value of assessed land was none, and J. L. Hen- ricksen, elected City Clerk of the City of Huntington Beach, finds that the value of the land protests filed are less than 50% of the total assessed valuation in accordance with the last equalized assessment roll of the County assessor. Mayor Terry asked if any land owner present wished to make protests at this time. No res- ponse was received from the Mayor's request. Mayor Terry, in accordance with annexation proceedings of the Statutes of California, continued the hearing on the proposed East Annexation and to receive supplemental protests until 7:30 o'clock P.M. Motion carried. yTPµ�e #3 Minutes - L'Icndav t May 27, 1957 Tidel_Lnds The Clerk read the communication received Transport - Inc. from Tidelands Transportation, Inc., re: fis'zin boat requesting City Council for permission to operate an all day sports fishing boat from the Huntington Beach Municipal Pier along with the pri- vilege of using one of the small offices on said pier to expedite the handling and selling of tickets, and to consider a starting time of 5:30 A.M. and a rea- sonable area in which to operate. On motion by Bartlett seconded by Irby the City Attorney be instructed to draw up an agreement between the Tidelands Transportation, Inc. and the City of Huntington Beach granting permission to operate an all day sports fishing boat from the Huntington Beach Municipal Pier, in accordance with the arrange- ments previously discussed with William Wantz and Council Committee, and said agreement to be presented to the Council for their further consideration. motion carried. The Clerk presented the proposed 1957-58 budget rlresent�d 1957--58 budget of the Planning Commission and reported that the Planning Commission at the regular meeting held on Tuesday, May 21, 19579 FTI Page ##4 Minutes - Monday, May 27, 1957 reviewed the budget with Mr. Weybright of the Plann- ing Consultant Firm, and by motion unanimouly carried, recommended to -the City Council the adoption of the 1957-1958 proposed budget. On motion by Bryant seconded by Lockett the proposed 1957-1958 budget recommended by the Planning Commission for approval. in the amount of $24,394.00 be accepted and made a part of the 1957-1958 budget. Motion carried. 1st pealing The Clerk gave Ordinance No. 665, an or. /#665 Ordinance of the City of Huntington Beach re+ lating to Secretary -Planning -Technician and amend- ing Section 1591.465 of the Huntingtion Beach Ordinance Code, its.first reading. Ord. #664 The Clerk gave Ordinance No. 664, final reading an ordinance of the City of Huntington Beach re- lating to salaries and compensation of officers and employees of the City of Huntington Beach amending Sections 1435, 1591, 1591.11, 1591.120 1591.13, 1591.16, 1591.17, 1591.189 1591.199 1591.2, 1591.229 1591.23, 1591.24, 1591.269 1591.27, 1591.28, 15011.29, 1591.3, 1591.31, 1591.339 1591.379 1591.38, 1591.399 1591.49 1591.41,1591.429 1591.439 1591.44, 1591.45, 1591.46, 1591.479 1591.49, 1591.5. and adding Sections 1591.151, 1591.381, 1591.451, 1591.466, to the Huntington Beach Ordinance Code, its second and final read- ing by title. On motion by Bryant seconded by Lockett Ordinance No. 664 was passed and adopted by the following roll call vote: AYES: Councilmen: Bryant, Lockett, Irby, Bartlett Terry. NOES: Councilmen: None.
