Monday, June 17, 1957
Mayor Terry called the regular meeting of the
City Council of the City of Huntington Beach to order
at 7:30 o'clock P.M.
Councilmen presents Bryant, Lockett, Irby, Bartlett,
Terry.
Councilmen absent : None.
Canvass Mayor Terry announced that this was the
ballots re:
election No. date set for the canvassing of the ballots
Annex.
cast at the Special Election held on June 4, 1957, per-
taining to the North Annexation to the City of
Huntington Beach.
The Clerk presented the tally lists of Pre-
cincts 1, 2, and 3, to the City Council.
The City Council then proceeded to check and
verify the tally lists of the precincts covering the
recording of the ballots cast at the Special Election
held on June 4, 1957.
The Clerk presented to the Ci*y Council for
canvassing the absentee ballots cast bLt the Special
Election held on June 4, 1957. It was determined
that there was one absentee ballot cast for the pro-
position shall the North Annexation to be annexed
to incorporated in to and made a part of the City
of Huntington Beach and the property in such terr-
itory be, after such annexation, subject to tax-
ation, equally with the property within the City
of Huntington Beach, to pay the entire bonded in-
debtedness of the City of Huntington Beach out-
standing or authorized at the date of the filing of
the petition for annexation for the acquisition con-
struction or comvletion of municipal improvements.

Reso. #1�12 There being no errors, the Clerk presented
and read Resolution No. 1312 a resolution of the
City Council of the City of Huntington Beach,
California, canvassing the returns of the Special
Election held on Tuesday, June 4, 1957, pertaining
to the North Annexation to the City of Huntington
Beach.
On motion by Bartlett seconded by Bryant, Resolution
No. 1312 was passed and adopted by the following roll call
vote:
AYES: Councilmen: Bryant, Lockett, Irby, Bartlett, Terry.
NOES: Councilmen: None.
ABSENT: Councilmen: None.
Following statement of result of Special Election:
1. That the whole number of votes cast in the City
of Huntington Beach at said Special Election
including all absentee votes is 419.
2. The number of votes given of each precinct for

Ord #667 The Clerk gave the first reading of Ordinance
No. 667, an ordinance of the City of Huntington Beach
approving the annexation to the City of Huntington
Beach of certain inhabited territory designated as
"North Annexation" which is contiguous to the City
of Huntington Beach, upon the terms contained in the
question submitted at a Special Election held in said
territory on the 4th day of June, 1957.

Agreement - The Clerk presented to .the City Council

Newport tion, received from the City of Newport
Beach
Beach, and a resolution attached thereto certifying the
City Council of the City of Newport Beach had authorized
their Mayor and City Clerk to execute the agreement
in the name of and for and on behalf of the City of
Newport Beach.
On motion by Bartlett seconded by Bryant the Mayor
and City Clerk be authorized and directed to execute
the agreement for mutual fire protection between the
City of Newport Beach and the City of Huntington
Beach in the name of and for and on behalf of the City
of Huntington Beach, was approved by the following roll
call vote. -
AYES: Councilmen: Bryant, Lockett, Irby, Bartlett, Terry.
NOES: Councilmen: None.

Edison Co. The Clerk reported that the Edison "ompany

property adjacent to Newland Avenue and that the Edison
Company will make applicati,:)n to the Eng-_neer's Office
for excavation permit along Newland Avenue right of
way for their domestic sanitary lines to connect to a
4 inch cast iron discharge main into the e±isting
manhole on Newland Street just westerly of District
No. 11 metering station.
The Clerk read the letter received :from the Oounty
Sanitation Districts of Orange, County, California,
giving the City a permit to connect a 4 inch cast iron

discharge main into the existing manhole on Newland
Street just westerly of District No. 11 metering
station, and thatthe contractor for the Edison
Company or the _)lambing inspector for the City of
Huntington Beach shall notify Robert Galloway at
Kimberly 5-6652 twenty-four hours in advance of
the time the connection is made into the manhole
proper, the communication signed by Lee M. Nelson,
General Manager of the County Sanitation Districts
of Orange County, California.
The City Council held over the matter of
giving the Edison Company permission to connect
with domestic sanitation lines into existing man-
hole on Newland Street.
Special On motion by Lockett seconded by Bryant
Census
the City Clerk be authorized to transmit an off-
icial request to Department of Commerce, Bureau
of the Census, after August 1, 1957, for a special
Census of the City of Huntington Beach and the Jity
Clerk be authorized to sign the formal agreement
for the Census. Motion carried.

of the Water Board to reimburse the Maintenance and
Operation Fund in an amount to bring the revolving
fund to $5,000.00 in accordance with the agreement
and that the City of Huntington Beach portion is
$339.52.

Orange County Water Board on June 12,
1957, the Board passed and approved a motion whereby
members of the West Orange County Water Board who
can legally be paid shall receive ten dollars per
meeting on and after each meeting, after July 1, 1957.
On motion by Irby seconded by Lockett the members
of the West Orange County Water Board that can be
legally paid shall receive ten dollars per meeting,
on and afte each meeting after July 1, 1957, and
reasonable traveling expense on and after each
meeting after July lst, 1957, was passed and adopted
by the following roil call vote:
AYES: Councilmen: Bryant, Lockett, Irby, Bartlett, Terry.

ABSENT: Councilmen: None.
Carl A. On motion by Irby seconded by Bartlett

mission to cut the curb for driveway at 1020
California Avenue and said work to be under the dir-
ection and to the satisfaction of the City Engineer,
be approved. Motion carried.
Mayor Terry referred to the Streets and Parks
Committee for study and report the request of P.L.
Davis, 719 Huntington Avenue, for permission to
break the curb at 719 Huntington Avenue for a drive-
way, along'the side of the garage.

ment, and do all incidental work necessary to deliver
all the improvements complete in place in strict con-
formity with the specifications and special pro-
visions, on file in the office of the City Engineer,
City of Huntington Beach, California, for the re-
painting of the exterior surfaces of the City
Library Building. Informal bid filed by Equire
Paint Company in the amount of $600.00 and
Lyndon Wells in the amount of $676.00.
Esquire On motion by Bryant seconded by Irby the
Paint Co.
awarded bid labor bid for the exterior painting of
the Library be awarded to the Esquire Paint Company
in the amount of $600.00 and the Purchasing Agent be
authorized to issue a purchase order for said
labor and also issue purchase order for the required
paint, and the sandblasting required. Motion carried.

lifeguards County, California, May 28, 1957, re-
questing the deputizing of lifeguards for assistance
in maintaining order in the Sunset and Surfside Areas.
Lifeguard Captain Moorhouse reported to the
City Council that the personnel of the lifeguard in
accordance with the contract written with the
County of Orange is to give service to assist
swimmers in distress, handle resucitation cases,
etc., and are not employed by the City of Huntington
Beach to enforce laws, and that they at present with
their radio equipment report all infractions of
the law immediately to the Sheriff's Department in
that area who respond immediately and the same pro-
cedure is conducted on the beach area in the present
limits of the City of Huntington Beach.

meeting of the City Council of the City of Huntington
beach adjourned.
