Councilmen present; Bryant, Irby, Bartlett, Lockett, Terry. Councilmen absent : None. Busa.��ess On motion by Bartlett seconded by Irby applications the following applications for license to conduct bus- iness in the City of Huntington Beach and approved by the Health Officer, Building Inspector, Chief of Police, and Fire Chief, be granted. Motion carried. Pacific Electric Motors, Costa Mesa, Electrical cont- ractor. Builders Maintenance Company, Costa Mesa, painting and decorating and sandblasting. Roy R. Russell, Santa Ana, general contractor. Floyd E. Ingram, Huntington Beach Ambulance and sick room supplies at 108-5th, transfer from John G. Luyben Jr. Beatrice Frence, home occupation -Notary public, 301-7th St. Pacific On motion by Bartlett seconded by Irby Electric Motors - the Electrical Contractor's License Bond Elect. Bond of the Continental Casualty Company for Lawrence Gloistein dba Pacific Electric Motors, and approved for form by the City Attorney, be accepted and ordered filed. Motion carried. Royal On motion by Irby seconded by Lockett the Electric - Elect. Bond License Bond filed by the United States Fidelity and Guaranty Company for Roy G. On motion by Bryant seconded by Lockett the bond - Vogel #1 request of the Viking Petroleum Company for termination of the drilling bond of the Hartford Accident and Indemnity Company Bond No. 2920640 for their well Vogel No. 1, located in Block C, Tract 837, having complied with Section 2427.1 of the Huntington Beach Ordinance Code, submitting a photostatic copy of "Report of Well Abondonment" with the State Division of oil and gas, and the operator and the bonding company be not- ified of the termination, be approved. Cunningham for permission to drill for and produce oil, gas an3. other hydrocarbons in an R-1 zone, 116 Pri6e #3 14inutes - _ionday, July 15, 1T57 presently vacant, and proposed well to be located 750 feet westerly of the intersection of Banning and Cann- ery Streets and 100 feet south of Banning on the R. C. A. property. The Planning Commission received no verbal or written protests on the variance request, and following closing of the hearing, the Planning Commission passed and adopted a motion recommending to the City Council the granting of a petition for conditional exception of C. D. Cunningham to drill a well on the property des- cribed in the petition and in accordance with location as shown an map filed, subject to the following conditions: 1. Applicant at the time of filing for a drilling permit, shall file with the City Engineer, the designation of an agent, who shall maintain his place of residence within Orange County, Calif- ornia, upon whom orders, notices and processes provided for, or permitter under Chapter 24 of the Huntington Beach Ordinance Code may be served. Said appointment shall be duly execut- ed, and acknowledged by the agent. 2. File with the City a permanent cleanup bond in the amount of $1,000.00. 3. Operations and construction shall be in conformity with the Huntington Beach Ordinance Code pro- visions. 4. Uses permitted shall not be constructed as per- mitting rotary mud dumps, sumps or disposal of petroleum refining or processing or storage of oil, gas in tanks exceeding a 1000 barrel cap- acity or storage in any tank exceeding 16 feet in height from ground on surrounding land. 5. All service equipment such as top of well, pumps, tanks, and like, shall be at least 100 feet from the nearest portion of any public road,street or State Highway, and shall also be at least 25 feet from any lot line which is not common with the public road, street or State Highway line. 6. Signs shall be limited to two in number and each have an area of not over twelve (12) square feet. 7. Charles On motion by Bartlett seconded by Irby, Manley Lifeu_rd that in accordance with request and re- C'aptain commendation of the Lifeguard Captain that Lieutenant Charles Manley be promoted to the position of Life- guard Captain and Kae Ewing be promoted to Lifeguard Lieutenant, both promotions to fill vacancies, and said promotions to be effective on July 16, 1957, in the appropriate salary classification of the City Salary ordinance, and said employment in said pos- ition to be for the summer season only. Report - Mayor Terry announced that 8:00 o'clock Weed and rub.;ish this date is the date and time for receiving aba', ,r ent the report covering the weed and rubbish abatement charges for the year 1957, and any property owner wishing to present objections regarding the charges may be heard at this time. There being no verbal or written protests re- lative to the charges for weed and rubbish abatement in accordance with list hosted outside of the Council Chamber, and certified by Wm. S. Plans & The City Engineer presented to the City Council Spec. - street plans, specifications and an estimate of cost li7..t st=.na<-rds for the replacement of 29 street lighting standards on Crest Avenue between Lake Avenue and 14th Street, and included in the proposed project in the con- struction of two new street light standard locations on loth Street between Palm Avenue and Crest Avenue, at an estimated cost of 7,792.00, and certain portions of the work to be done by city forces, as described in the Special Provisions. On motion by Bartlett seconded by Irby, the plans and specifications for the street lighting standard pro- gram on Crest Avenue between Lake Avenue and 14th Street be accepted and approved. Motion carried. Notice On motion by Lockett seconded by Bartlett inviting bids -- the Clerk be instructed to have published in street the Huntington Beach News, a newspaper of standards general circulation, a legal notice calling for sealed bids in accordance with plans and specifications approved for the replacement of street lighting standards on Crest Avenue between Lake Avenue and 14th Street, and said bids to be opened at 8:00 o'clock P.M. on Monday, August 59 19570 be approved. Lewis, Assistant City Engineer, vacation in accordance with request, take his annual two weeks vacation one week from July 22nd to July 26th, and one week August 5th to August 9th, beapproved. Reali�-,irient The Administrative Officer of the City of Main St. reported to the City Council the matter of realignment on Main Street in the block between 13th and Loma and stated that the owner of the only residence in the block occupying the corner two lots southerly, felt it would depreciate their property considerable due to the fact that the new property line would cut across deeply in the present set back required, and that they would prefer the City go along with their alternate alignment of the improvement of Bain Street by cutting down the parkway area, and also reported th,,t the owner occupying a welding shop on theLoma Street corner made a proposition that would not be too desirable for the City to consider. Appraisal On motion by Bartlett seconded by Bryant Pee for 17 acre,the City attorney be instructed to make inquiries re -possible estimate of appraisal fee for appraisal of the City's 37 acres located between Highway #39 and Highway #101, be approved. Motion carried. On motion by Irby seconded by Lockett, in acc- ordance with a request of the City Engineer, the City Engineer be instructed to proceed with :the City cleaning of sewer lines as outlined by contract, be approved.
