Commissioners present: Bazil, Schryer, Stang, Liles, Presson, Bards;ell. Commissioners absent: Davis. Minutes On motion by Schryer seconded by Stang the minutes of the Huntington Beach Planning Commission of Tuesday, June 18th, 1957, as transcribed and mailed by the Secretary, be accepted as mailed. Motion carried. Hearing re: Chairman Bazil stated the first public MASTER PARK- hearing for the proposed Master Parking Plan was ING PLAN set for 7:45 o'clock P.M. this date. Chairman Bazil asked ?P'. L. 111eybright of Hahn, 1,11ise and Associates, Planning Consultants, to present his final report to the Commission and those in the audience. W. L. .^Jeybright Weybright appeared before th-z Commission to make a thorough and complete review of the final plan for off-street parking as it was presented in the study designated PIASTER PARKING PLAN. In the review he described four locations for off-street parking to be included in the parking assessment district. He..stated that beach parking meters would help defray some of the expense of the ,narking assess- ment district. The off-street parking lots were described as follows: Lot A facing Ocean Ave. between rdain St. and 5th St. v.ill provide 26 spaces. Lot B facing Ocean Ave. between Plain St. and 3rd St. will provide 44 spaces. Lot C on corner of 3rd St. and Walnut Ave. will provide 48 spaces. Lot D fronting on 5th St. between Orange and Olive Ave. will provide 32 spaces. He said the acquiring of off-street parking facilities will permit parallel parking on the streets and the elimination of diagonal parking and its resulting congestion. Mr. Ernest Wilson Weybright introduced Mr. Ernest Wilson, an officer of a San Francisco bonding firm, to the commission. Wilson stated that the planned off-street parking was a public improvement and that there were numerous methods which could be utilized to finance its cost. Wilson elaborated on all aspects of the more appropriate means of financing the project. Page n2 Minutes - H. B. Planning.Commission Tuesday, July 16, 1957 He stated that it will greatly increase the market- ability of the bonds if the property owners accept the highest ad valorem tax permitted under the State Act and thereby they correspgndingly will receive a better interest rate. - Wilson answered several queries from Commissioner Stang at the close of his discussion. Chairman Bazil announced that the first public hearing set for this date was now open and that anyone who so desires may stand up and be heard. Larry Bloom, living in section A Municipal Trailer Park, addressed the commission and protested the plan of condemning Section A T�Iuni cipal Trailer Park for off-street parking ?urposes. He stated that section A at the present time contains 39 trailers from which the city derives a gross revenue of 818,900. per year plus the average purchasing power of $1,000. per year per trailer. V1ith this he contrasted the expected gross revenue of 4 ,4 25. from the planned -off-street parking. He questioned the advisability of such a plan. Weybright responded by stating that the trailers that.exist on that beach have only limited time remain- ing due to the high demand factor from the rapid increase in population and its resulting demands for more public beach. He elaborated further by stating it is contem- plated that the trailer park will eventually be moved by segments across the highway but still close to the beach. Paul Jones Paul Jones, 112 Main Street, a local merchant, wished to go on record in favor of approving the Master Parking Plan, however he felt there would be considerable opposition from the out-of-town property owners. Wilson answered this by stating that there are several alternate methods of financing, but that it is more advantageous to offer solid security and extensive liability to obtain lower financing rates. Commissioner Stang again directed several queries to Mr. Wilson as to what would be comparable statistics for interest rates in the event greater security was offered as offosed to less extensive types of security. Wilson replied, stating that .it would be impossible at this time to quote an estimate in actual figures until the financing program was better defined. Chairman Bazil then asked the audience if there was anyone else t-rho desired to be heard. There were no replies and the hearing was closed. Chairman Bazil asked for discussion for the purpose of setting a second hearing to hear protests of the MASTER PARKIPtG PLAN. Commissioner Bardwell moved that the second hearing be held Tuesday July 30, 1957, at 7:30 o'clock P.M. Schryer seconded the motion. Page j/3 Minutes - H. B.
