Monday, July 22, 1957
Pursuant to adjournment of the regular meeting of
July 15, 1957. Mayor Terry called the adjourned meeting
to order at 7:30 o'clock P. M.
Councilmen present: Bryant, Lockett, Irby, Bartlett, Terry.
Councilmen absent : None.
Public Mayor Terry announced that 7:30 P.P. this

Qrd.#668 date was the time set for public hearing on
the proposed interim zoning ordinance No. 668, in acc-
ordance with legal notice published in the Huntington
Beach News on July 4th and llth, 1957.
The Clerk reported that ao written or oral statements
for or against the proposed interim zoning ordinance
creating an interim zoning district for the territory
comprising the North Annexation to the City of Hunt-
ington Beach had been received.
Mayor Terry asked if anyone present wished to make
any statements on the proposed interim zoning ordinance.
There being no statements or comments made or filed,
Mayor Terry declared the hearing closed.
The Clerk gave Ordinance No. 668, an interim ordinance
of the City of Huntington Beach declaring an emergency to
exist; adopting an interim zoning district; providing
regulations relating to the erections, construction
and alteration of buildings, structures and improvements
and the uses of land in said District: Prescribing penal-
ties for violation of any and all the provisions hereof;
and adopting, by reference, the Orange County land
use ordinance as the same has been amended, said ordinance
being No. 351, entitled "An Ordinance establishing land
classification and districts within the unincorporated
territory of Orange County and regulating the uses of

property therein, adopting sectional maps of said districts,
defining the terms used in said Ordinance providing for
the adjustment, enforcement and amendment thereof and pre-
scribing penalties for its violation", and passed on Dec-
ember 3, 1957; its second reading in full.

Reso.#1314 The Clerk read Resolution No. 1314, a resolution
of the City of Huntington Beach establishing the general
prevailing hourly wages for each craft or type of 4rork-
man or mechanic needed for the furnishing and erection of
concrete street lighting standards on Crest Avenue between
Lake Avenue and Fourteenth Street, in the City of Huntington
Beach, California.
Mayor Terry asked if anyone present wished to make any
statement or comment regarda.ng the prevailing rate of
hourly wages in the locality for workmen needed for the
furnishing and erection of concrete street lighting
standards on Crest Avenue between Lake Avenue and Four-
teenth Street in the City of Huntington Beach, and as
contained in the Resolution are the general prevailing
rate of hourly wages in the locality for workmen
needed for the erection of concrete street lighting standards

in the City of Huntington Beach, and as contained in
the resolution are the prevailing rate of hourly
wages in the general Santa Ana Basin.
There being no further comment the Mayor declared
the hearing closed.
Reso.#1314 On motion by Bartlett seconded by Irby,

viting sealed bids for the furnishing and erection of
thirty-one (31) co-zcrete street lighting standards
on Crest Avenue between bake Avenue and Fourteenth
Street, in accordance withplans, special provisions and
specifications and contract documents approved by the
City Council of the City of Huntington Beach, and said
bids to be opened at 8:00 o'clock P. M. on Monday,
August 5, 1957, was approved by the following roll call
vote:
AYES: Councilmen: Bryant, Lockett, Irby, Bartlett, Terry.
NOES: Councilmen: None.
ABSENT:Councilmen: None.
Map re: In absence of the City Engineer, the
proposed nev:
Clerk presented to the City Councilon June 10, 1957,
upon which was shown all of the buildings, and the pro-
posed new street and alley locations for the area bounded
by Delaware Ave. and Highway 39, and by Utica Street
and Clay Street, and it was the desire of the Streets
and Parks Committee to consider the request of the

property owners in Block No. 2505, East Side Villa Tract,
to construct an alley through their block as they are will-
ing to deed to the City the necessary rights of way, for
alley purposes.
It was pointed out that the alley location as re-
quested by the property owners ties in with their prop-
erty lines, and that it is only a fifteen foot alley, and
on the map there is a pink shaded area showing where the
alley should fall, and the City Engineer in his letter
pointed out the complications that will exist to construct
the alley in the location which the property owners are
requesting.
Mayor Terry referred the alley problem in Block
2505, East Side Villa Tract, to the Planning Commission
for study and report.
Beach Front The Clerk presented a new beach front
Lease - H.B.0
RE & City lease covering the area from Main Street
to 12th Street in order to include the fire ring section
between 9th and 12th Streets, between the Huntington
Beach Company, Pacific Electric Railway Company and the City
of Huntington Beach.
On motion by Lockett seconded by Bartlett the Mayor
and the City Clerk be authorized to execute on behalf of
of the City of Huntington Beach and City Beach Front Lease
between the Huntington Beach Company and the Pacific Ele-
ctric Railway Company and the City of Huntington Beach,
be approved. Motion carried.
Near personnel On motion by Bryant seconded by Irby the

Police, to appoint the following personnel on the Police
Department, in the claosification of Patrolman, effective
August 1, 1957, and salary to be in complience with Section
1584 of the Huntington Beach Ordinance Code, Be approved.

of Lifeguard Chief, the lifeguards be permitted to
attend and compete in a lifeguard swim Pest at a
swim meet to be held on August 21, 1957, in Los Angeles,
and that incidental expanses be allowed. Motion carried.
On motion by Bryant seconded by Irby the City
Council of the City of Huntington Beach adjourned.
