HomeMy WebLinkAbout1957-08-20MINUTES HUNTINGTON BEACH PLANNING COMMISSION Council Chamber, City Ball Huntington Beach, California Tuesday, August 20th,, 1957 Chairman Bazil called the meeting of the Planning Commission of the City of Huntington Beach to order at 7:40 'o'clock P.M. Commissioners present: Bazil, Stang, Liles, Bardwell, Davis, Presson, Schryer. Commissioners absent: None. On motion by Liles and seconded by Stang the minutes of Minutes the Huntington Beach Planning Commission of Tuesday, July_30, 1957, as transcribed and mailed by the Secretary, be accepted as mailed. Discussion re: Chairman Bazil opened discussion for the Planning Master Parking Commissioners concerning all aspects of the Master Parking Plan, Plan 1957 portion of the "Master Plan," prior to a vote for approval of the resolution for adoption. Commissioner Bardwell asked the Secretary if the Master Comm. Bardwell- Parking Plan would include the Section A Trailer Park beach parking questions plan as -originally outlined, if the resolution were adopted. He was answered by the statement - "yes", all those areas as were designat- ed in the final parking study and report which is bound in a blue and white folder and entitled MASTER PARKING PLAN - 1957 would be included in the resolution for adoption." "These arears are called lots A, B, C, D and Beach Pad Parking Lot." Chairman Bazil then asked the Secretary to read the proposed resolution for adoption of the Master Parking Plan as presented for approval. Resolution read The resolution for adoption of the Master Parking Plan by Secretary Tripp - 1957 as prepared by the City Attorney wast,read verbatim by the Secretary to the Commissioners. Commissioner Bardwell questioned the date of the resolution and termed it presumptive. Whereby the Secretary replied that the City Attorney had left it blank, but he personally had read it in. Bardwell stated that he had personally checked up on .Section A of Trailer Park and wanted to express the opinion that the Trailer Park should not be converted into parking usage for at least five years. He stated that he based this opinion on the comparisons of the present gross revenue versus the expected gross revenue of parking. Also he contended that the beach parking facili- 1 ty would not relieve the downtown business section congestion. W. L. Weybright W. L. Weybright, representative of Hahn, Wise and Barber, discusses Master stated that Section A Trailer Park should be included within the Parking Plan Parking District even though it would be the last area to be developed for parking._ He pointed out to Bardwell that the Master Plan is a guide and not a precise plan by law. It was bought out further that the trailer park must eventually be moved because of the valu- able beach frontage on which it is located, and that to provide ample parking on the beach would solve the present problem of hav- ing bathers park downtown and walking to the beach thus taking all Y the badly needed parking away from business people. Bardwell then questioned the advisability of condemning Section A of the Trailer Park which is the best section in the Park, according to Lemuel Berry - Park Manager, rather than clearing out a less desirable section. Planning Commission Tuesday, August 20th, 1957 Weybright replied that he had personally made studies of the Trailer Park and had determined that a parking lot entrance was not feasible for the other sections because ingress and egress was not readily obtainable without making the cars drive through existing trailer park. Bardwell reiterated his feelings that redevelopment of the trailer park should be scheduled for the distant future. Commissioner Schryer pointed out to Bardwell that it is not the perogative of the commission to specify the precise timing for enactment of the master plan. He stated that the function of the commission is to recommend a general master plan to the City Council for their considera- tion and guidance in future development. Bazil suggested that from his conversation with several City Councilmen, it was generally agreed upon that the beach parking would be the last lot constructed. The Secretary took a roll call vote at the request of Chairman AYES: Presson, Stang, Schryer, Bazil, Davis, Liles, Bardwell. NOES: None. Resolution re: The resolution was passed by the majority of the commission Parking Plan- this date and set for presentation to the City Council September 3, 1957. Passed The hearing to be held for a conditional exception for Donald Fairbanks was cancelled at the request of the Secretary. Chairman Bazil.then asked the Secretary to submit the request by Permission the County of Orange for a use variance to the commission. Variance was requested from to permit the extension of existing County Disposal Station No. 10, the Co. of Orange new area to be used as a continuation of the sanitary land fill ( cut and for use cover) process, disposing of household rubbish. No garbage - no burning. variance Present zoning - A-1. A Land Use Map of that vicinity was then.introduced by the Secretary for the commission's scrutiny. The Secretary stated that he was informed that the County would provide 6" of ground cover at termina- tion of the land fill project. Bazil opened the hearing for any comment among those present in the audience. The hearing was then closed, there being no comment. Weybright was then asked if he had an opinion regarding the depth of the ground cover. He stated that he had no specific depth in mind, but that he felt it could be thicker than it was originally proposed. After some comment about the project being needed, the motion was made and seconded to continue the hearing to the next meeting of the Planning Commission. The next meeting of the Planning Commission was set for September 4, 1957 at 7:30 o'clock P.M. Chairman Bazil asked the Secretary to present the material for Discussion revising City Ordinances involving setback problems. The Secretary stated re: revising that he did not wish to present any resolutions at this time, but would zoning ord. rather hold discussions on the matter. A request by the Secretary for support for a ten foot setback side yard requirement for all corner lots of 50' was not agreeable to several of the commissioners. It was then proposed that the details be worked out informally before it was again brought before the Planning Commission. Page #3 Minutes - H. B. Planning Commission Tuesday, August 20th, 1957 Other revisions of the zoning ordinance were informally discussed and referred back to the Secretary for further study. The question of revising the subdivision ordinance was intro- duced by Chairman Bazil as being an item on the agenda; whereby Weybright stated that his firm proposes to submit a suggested subdivision ordinance at a much later date along with the zoning ordinances. Presentation - Upon request by the Chairman,- Weybright made a "presentation of Land Use of land use survey" as prepared by the planning consultant firm of Hahn, Survey Wise and Barber. Weybright's report consisted of a complete study and analysis in booklet form also supplemented by large pictorial maps posted on the review board. The report was outlined as follows: MASTER LAND USE STUDY I. General Comment. II. Basic Data for Decision. A. Existing Zoning B. Existing Land Use. C. Population Growth and Distribution. D. Local Economics. III. Master -Land Use Plan. A. Future Land Use Requirements. B. The Master Land Use Map. APPENDIX Long and lengthy discussion was held for benefit of Commissioners and audience. Weybright elaborated in detail in reply to all questions asked. Weybright proposed to the Commission that much of the present Eliminate Oil oil drilling zones be eliminated to encourage proper surface land develop_ Drilling Zones ment. He suggested that efforts could be made to work out satisfactory agreements with the variousrrepresentatives of the oil industry whereby they would be grouped into small areas around the perimeter of the city and allowed to slant drill under the heavily developed surface areas. Upon conclusion of his report and responding to questions asked, Weybright suggested that it was the job of the Planning Commission to analyze the report and sell the plans to progress to the ggneral public.
