Chairman Bazil called the special meeting of the Planning
Commission of the City of Huntington Beach to order at 6:30 P. M.
Commissioners present: Bazil, Stang, Liles, Davis, Presson, Bardwell
and Schryer
Commissioners absent: None
The Chairman questioned the Secretary in regards to the minutes
of the previous meeting of October 29, 1957• It was explained that the
minutes were slightly delayed in publication, but that they would be sent
out the.morning following this meeting.
Chairman Bazil opened the discussion for both the Master Land
Use Plan and the Alternate Master Parking Plan. He stated that he has
had recent queries concerning a proposed variance and proposed zoning
on the east side of Highway 39 south of Garfield Avenue and that the
Commission can expect heavy attendance at the November 19th meeting.
After reassuring the Chairman that setting a public hearing date
for the Alternate Master Parking Plan was the primary purpose of this
special meeting, discussion commenced on the subject of revising the
original parking plan.
According to discussion amongst the Commissioners; the consensus
of opinion was that'they liked the original plan with most of the Commissioners
favoring Section A of the Trailer Park, except that they did not favor the 1
location of lot B because of the difficulties of ingress and egress. It
was claimed that issue was not taken against lot B because they wanted the
parking plan to progress. They also pointed out that public opinion is
growing in resentment against paying a large sum for a small lot.
Although they still advocated Section A of the Trailer Park,
the Commissioners conceded the probability that the Council would reject
it. There was an opinion expressed that this large source of revenue for
the parking plan must be replaced by a profitable lot that would be efficiently
large.

It was proposed that the entire block on the southeast corner
of 3rd and Walnut Avenue be utilized for a parking lot. This it was
argued, would be a good substitute for lot B.
The following arguments were offered: 1. That the new
proposed lot is surrounded on all sides by either streets or alleys.
2. That there is no oil well or drilling equipment to deter acquisition.
3. That the assessed valuation of this large lot would be havf of what
original lot B is. 4. That the proposed lot will park about twice as
many cars as former lot B. 5. And that this lot would remain close
enough to serve the beach area if not utilized by business.
It was noted that there wree no buildings of high value on the
property considered. The Commissioners expressed the view that financially
this would probably be the most effectibe alternative.
The Chairman asked for a motion to set the date for a public
hearing for the Alternate Master Parking Plan on November 19, 1957. The
motion was made by Stang and seconded by Presson. The motion carried.
The Planning Technician was instructed to contact W. L. Weybright
of Hahn Wise and Barber and convey the expression of the Planning Commission.
The meeting adjourned.
