Commissioners Present: Bazil, Stang, Liles, Presson, Schryer, Davis.
Commissioners Absent: Bardwell.
Minutes On motion by Schryer and seconded by Davis,
the minutes of the Huntington Beach Planning Commission of Tuesday, November
19th, 1957, as transcribed and mailed by the Secretary, were accepted as
mailed.
Public Hearing Date Upon discussion of the commissioners, Chair -
Master Land Use Plan
man Bazil instructed the Secretary to set the
Public Hearing for the Master Land Use Plan for 7:30 P. M. December 17, 1957-
Resolution Adopted For Following comment from the Commissioners, a
Master Parking Plan
motion was made by Schryer and seconded by
Davis to adopt Resolution No. 47 recommending Master Parking Plan "A" with
amendments as outlined at previous November 19th, 1957 meeting.
Roll Call Vote AYES: Stang, Bazil, Schryer, Presson, Davis, Liles.
NOES: None.
ABSENT: Bardwell.
Discussion Held
By-law Change The Commissioners were asked to discuss and
possibly request a resolution to be submitted
to change the By-laws allowing the Secretary to set dates for public hear-
ing with the consent of only the chair.1pn.
The Secretary stated that the request was made by W. L. Weybright,
representative of the Planning Consultants, in order that work to be done on
the Master Plans may be expedited. -
Schryer suggested that he might favor such a resolution if it were
used discretionately. However the majority of the Commissioners felt that
it was their-peregative to set dates for Master Plan Hearings and that they
wished to have ample time to make a decision. The Commissioners in majority
decided to leave the By-laws unchanged. No further action was taken.

Review of Alley As a matter of courtesy, a petition, which was.
Abandonment Proposal
referred to the Ass't. City Engineer and the.
Planning Technician, was presented to the Planning Commission for review.
The petition, requested by Jake Stewart, asked for the complete abandonment L.
of a 15 foot alley lying between Highway 39 and A Street a distance of
660 feet north of Wintersburg Avenue. The alley was included in original
Tract No. 528. There was no official public hearing held, although several
persons from the audience were heard.
Mr. and Mrs. Raymond Funk, 143 Pomona Avenue, Apartment A, Long
Beach, California spoke to the Commission and stated that they intended to
use the alley in the future for garage exits for multiple units.
Fred Barrigar, 16879 "A" Street, Huntington Beach, addressed the
Commission to state that as property owner of Lot 24, he wished to go on,
record as being in favor of the alley abandonment.
Jake Stewart, 8031 Wintersburg, stated that he believed it to be
good planning to abandon the alley.
Chairman Bazil gave the opinion that the alley abandonment would
only be of advantage to those who owned the parcels both east and -west
of the alley. He believed that an individual property owner should retain
the advantage of the alley if he so desires. The consensus of the
Commission was similar to Bazil's opinion. On motion by Liles and seconded
by Presson, the matter was referred back to the City Council without further
action, because there was no'legal counsel and no public hearing held. -The
motion was carried.
Use Variance The Secretary read the report for a use variance

.,requesting a permit for a tool sharpening shop on
the rear one half of the property located at 19111 Huntington Beach Blvd.,
and legally described as the north 41 feet of the south 132 feet of Bloch
3008, East Side Villa Tract. .
The Chairman opened the hearing to the public.
Joe Cappociama, 19232 H. B. Blvd., asked for specific details
of the application, however he voiced no objection. Following another
inquiry, the public hearing was closed.
It was the consensus of opinion among the Commissioners that the
business would more appropriately fit under a Home Occupation, however since

the Orange County zoning regulations did not permit Home Occupations in the
garage it was necessary to obtain the variance.
On motion by Davis and seconded by Stang, the Use Variance was
RECO101 LADED FOR APPROVAL WITH THE FOLLOWING CONDITION:
Home Occupation section of the Huntington Beach Ordinance No. 395• This
would permit the business to �e operated in not more than 150 square feet
on the rear one half of said lot. A sign of not more than 6 square feet
may be permitted. No merchandise would be allowed for display.
Use Variance for
Chester Ingersoll The public hearing on motion by Liles and seconded by
Presson was continued until next session to be held December 17, 1957• The
varl4nce was requested to permit the wholesale and retail sales of variety
store and lapidary products located at 18421 Huntington Beach Blvd. approx-
imately 400 feet north of Ellis Avenue on south side of H. B. Blvd. The
Commission reset the hearing dat4 because of lack of inf&rmation.

Edison Petition for
Garfield Rezoning Chairman Bazil-informed the Commission that the
Edison petition to rezone the 330 feet by 660 feet parcel fronting on the
south side of Garfield Avenue approximately 500 feet east of Highway 39 had
been referred back to the Planning Commission for further study. Bazil
reported that he and Stang had attended the Council meeting and had heard
the Edison Company lawyer -and the City Attorney present their viewpoints
of the problems involved.
The Secretary reported to the Commission that the City Council
had requested early action on the matter to determine the findings and
circumstances for their recommendation and possibly amendments thereto.
Members of the Commission expressed the view that while Bazil and Stang
had heard legal opinions rendered for the case, the Commission as a whole
was still uninformed of the legal consequence and thus could not act with
confidence to determine the issue. Chairman Bazil stated that he was
completely satisfied with the legal counsel given at the previous City
Council meeting, but that he could not request others of the CommissionE--.,

to act without full and complete knowledge. The hearing was continued to
December 17th, 1957.
