Petition for The Clerk read the Petition for Annexation Annexation of territory filed with the City at 10:20 A.M. of January 28, 1958, making application to the City of Huntington Beach for annexation to said City of territory in accordance with the Annexation of the Uriin- habited Territory Act of 1939 of the State of California, said territory located in area bounded on the west by Edwards Street, North by Bolsa and Sugar Avenues, East by Huntington Beach Boulevard and on the South by Smeltzer Avenue. The Clerk certified that an examination of the County Assessor's records indicate that the property owners of record whose names are affixed to the petition represents over two thirds of the total assessed valuation of the area described and over one-fourth of total by area and an ex- amination of the registered voters records in the office of the Registrar of`the County of Orange, Santa Ana, California indicates that there are less than twelve registered voters residing within the boundaries of the territory as described in the petition. On motion by Bryant seconded by Irby the Petition for Annexation of territory filed with the City on January 28. 1958 be received and filed, be approved. Motion carried. Reso.#1331 The Clerk read Resolution No. 1331, a Resolution of the City Council of the City of Huntington Beach giving notice of proposed annexation to the City of Huntington Beach of that certain uninhabited territory described herein and designated as "North No. 3 Annexation" and giving noti.ce.of- time and place for hearing of protests thereto. Wednesday, January 29, 1958 Pursuant to the adjournment of the meeting of the City Council of the City of Huntington Beach held on January the 20th, 1958, Mayor Terry called the regular adjourned meeting to order at 7:30 o'clock P.M. Councilmen present: Bryant, Lockett, Irby, Bartlett, Terry. Councilmen absent : None. "North No.2 The Clerk read the certification executed by Annexation" the City Clerk qualifying the petition for annexation to the City of Huntington Beach, known as "forth No. 2 Annexation" which was presented to the City Council on January the 20th, 1958 requesting annexation of uninhabited territory to the City of Huntington Beach. The petition in- dicated that there are leas than twelve registered voters re- siding within the boundaries of the territory as described in the petition and that an examination of the County Assessor's records indicate that the property owners of record whose names are affixed to the petition represents over ninety per- cent of the total assessed valuation and over one-fourth of total by area of the area described. On motion by Lockett seconded by Bryant the petition for annexation of uninhabited territory known as the "North No. 2 Annexation" be received and ordered filed. Motion carried. Reso.#1332 The Clerk read Resolution No. 1332, a Resolution of the City Council of the City of Huntington Beach.gi.ving notice of proposed Annexation to City of Huntington Beach of that certain uninhabited territory described therein and designated as "North No. 2 Annexation", and , giving notice of time and place for hearing of protests thereto. ABSENT: Councilmen: None. 2nd Reading The Clerk gave the second reading of Ord. #681 Ordinance No. 681 by title, an Ordinance of the City of Huntington Beach reclassifying certain lands within said City from an R-4 District to an M-1-0 District, amending Section 9211.2 of the Huntington Beach Ordinance Code by adding sheet No. 18 thereto and amending the interim zoning District "A" by amending Ordinance No. 668. On motion by Irby seconded by Lockett Ordinance No. 681 was passed and adopted by the following roll call vote: AYES: Councilmen: Lockett, Irby, Bartlett, NOES: Councilmen: Bryant, Terry. ABSENT: Councilmen: None. City Treas. On motion by Irby seconded by Lockett appointed City Collector the City Treasurer be appointed City Collector and be paid in accordance with the rate adopted by Ordinance No. 680, being Ten Dollars a month,. ar;d said'Salarry to. be effective on the -first. City to nrirchase On motion by Bryant seconded by Lockett Transmitter receiver for the City Purchasing Agent be authorized Civil defense to purchase a transmitter receiver on 37.42 me's in accordance with the recommendation of the County Civil Defense Coordinator and a desk microphone at a total approximate cost of $559.81 for the purpose of joining in the special Civil Defense network and the cost be charged to the Special fund for Capital Outlay Reserve was approved by the following roll call vote: AYES: Councilmen: Bryant, Lockett, Irby, Bartlett, Terry. NOES: Councilmen: None. ABSENT: Councilmen: None. City to purch�i:e -- On motion by Bryant seconded by Lockett 1 Crane-Larco-water cooler for Police the Purchasing Agent be authorized to Department --' purchase 1 Crane - Larco water cooler for installation in the Police Department to replace the water cooler out of commission and beyond economical repair at a cost of $296.00 plus Sales Tax and Installation, and the cost be charged to the Special Fund for Capital Outlay Reserve was approved by the following roll call vote: AYES: Councilmen: Bryant, Lockett, Irby, Bartlett, Terry. NOES: Councilmen: None. ABSENT: Councilmen: None. City Engineer re: On motion by Bartlett seconded by Bryant waste water odors the City Engineer be instructed to in- vestigate the cause of the odors emanating from the waste water that comes from the reclaimed sewage water being used by the farmers in the south-east area of the City and make a report to the City Council recommending corrective measures, be approved. Motion carried. 3. 265 PAGE #4 Minutes - Wednesday, January 29, 1958 Salary - City On motion by Bryant seconded by Irby Attorney in bracket "C" the City Attorney's Salary be set in bracket "C" of Section 1444 of the Huntington Beach Ordinance Code and said salary bracket to be effective on the 1st Monday following the General Municipal Election, April 8th, 1958. be approved. Motion carried. Salary - Police On motion by Bryant seconded by Irby Chief in bracket the Salary of the Chief of Police be set in bracket "E" of Section 1447 of the Huntington Beach Ordinance Code and said salary bracket to be effective on the lst Monday following the General Municipal Election, April 8th, 1958, be approved. Motion carried. Res_o. #1333 The Clerk read Resolution #1333, a res- olution of the City Council of the City of Huntington Beach setting the salaries and additional compensation for Officers to be elected at the Municipal Election of April 8th, 1958. Reso.#1333 On motion by Irby seconded by Bartlett 'passed Resolution #1333 was passed and adopted by the following roll call vote: AYES: Councilmen: Bryant, Lockett, Irby, Bartlett, Terry. NOES: Councilmen: None. ABSENT Councilmen: None. City Engineer- Harry Overmyer appeared before the City re: Sanitary Disposal Plans Council representing the firm of Lowry, Overmyer & Assoc. and Sid Lowry as City Engineer, presented engineering plans to the City Council showing the Sanitary Disposal Line proposed to be installed in the area north and south of Quincy Street between Alabama and Delaware and said lines to alleviate the brine disposal problem of the Oil Industry operating in that area. 4. 266 Page #5 Minutes - Wednesday, January 29, 1958 on motion by Bartlett seconded by Lockett the City Engineer be instructed to prepare plane and specifications and cost for the installation of sanitary sewer lines to serve the area and said lines to run on the following streets: On Quincy Street from bake Avenue to Alabama Avenue, on Alabama Avenue from Quincy Street to Utica Street, on Springfield Street from Alabama Avenue to Delaware Avenue, be approved. Motion carried.
