Commissioners Present: Bazil, Stang, Davis, Sc'aryer, Presson, Liles.
Commissioners Absent: None.
Minutes On motion by Schryer and seconded by Presson, the minutes of the
Huntington Beach Planning Commission of Tuesday, February 4, 1958, as trans-
cribed and mailed by the Secretary,,were accepted as mailed.
Master Land Use Plan
3rd Public Hearing Prior to opetning the hearing to the public, Chairman
Bob Bazil asked W. L. Weybright, Planning Consultant representative, to give a
preliminary presentation.
Weybright addressed the members of the Commission and the members of
the audience and explained what -revisions were made on the original plan. The
changes were presented on the new revised Haster Land Use Plan. -Weybright
gave a resume of the plan and the purpose it is intended to serve. He ex-
plained that an attempt must be made to upgrade the area and that the Land
Use Plan, if carried out, would be the means to accomplish an upgrading.
Hearing Open The Chairman opened the hearing to members of the auditl_nce.
To Public
William H. Gallienne, local Secretary of Chamber of Commerce,
addressed the Commission and asked Weybright how concrete and flexible the plan
would be after it was adopted.
Weybright stated that the plan should be adhered to as closely as
possible, but that it should be reviewed and revised at least once a year. He
further advised that specific districts might be expanded as requirements
warranted it, but warned against relocation of commercial or other districts
without careful and lengthy study.

Dr. David Payne, President of local Chamber of Commerce, questioned
Weybright on the desirability of R_1 usage on the east side of Highway 39.
John Corbin, representative for Newland estate trustees, asked for
further consideration for a large area of land east of Highway 39 and south
of Yorktown. He asked that the area be left in A_1 use.

Joe Apple, 8071 Ellis, questioned uses proposed at the intersection of
Highway 39 and Adams Street. He further asked what procedure would be to expand
a commercial area.
Fred C. Hermann, 514 - 13th Street, asked what the procedure for re-
zoning the 15th Street area would be.
J. Sherman Denny, representative of the Huntington Beach Company,
addressed the Commission and spoke in favor of the present planning program. He
noted that his company had no specific objections to the proposed land use.plan.
He further commended the efforts of the Consultants and Planning Commission.
Eugene Smith, 515 N. Olive, Anaheim, protested the proposed R-1 use
along' the east side of Highway 39. He asserted that it should be reserved for
C-2 commercial use.
Robert M. Bushnell, Los Angeles attorney and local property owner,
stated that he was entirely in accord with the plan and complimented the Planning
Commission and Consultants for their work.
Carl Steverson, 16711 Graham Street, asked of the possibilities for a
commercial area at Garfield and Highway 39. He gave arguments why he felt it
would be a suitable area.
Clifford iielick, 17182 H. B. Blvd., asked hour long before the actual
rezoning would commence. He protested the idea of rezoning, stating that it was
hurting his real estate business.
• Ray Murray, 17411 H. B. Blvd., protested the planned multiple resi-
dential districts fronting on Highway 39, stating that he could not see how
highway frontage would be adaptable for any type of residential use.
There being no further comment, the hearing was closed.
Commission Prior to making a recommendation, the Commission -spent a lengthy

time debating the merits of the plan under consideration.
Weybright suggested that if the Commission so desired, specific
changes could feasibly be made. Two changes were made with the consent of the
Commissioners. The C-1 commercial use proposed at the intersection of Highway
39 and Adams Street, was replaced with R-3 with the intent that it may be pro-
posed again for the same location or nearby at a later date. Weybright stated
that the intersection of two arterial highways was a strong argument in favor of
commercial for the Adams and Highway 39 location.

The other change made was the replacing of R-1 usage with A-1 in that -area
bounded by Highway 39, Yorktown, the bluff line, and Adams Street. The Newland
estate trustees requested that it be retained agricultural until a future date.
Following the two changes, the Commissioners completed the debate. -
Recommend
Action A motion was made by Stang and seconded by Davis directing the
Secretary to prepare the necessary resolution for adoption of'the Master
Land Use Plan in its present revised form for the next meeting.
The Chairman called for a roll call vote:
AYES: Bazil, Liles, Davis, Schryer, Stang, Presson.
NOES: None.
The motion was carried.
Conditional Exception UV 104 A public hearing for UV 104 was reinitiated
J. P. Terry - Anplicant
at this meeting. The petition requested
permission: To allow an industrial use consisting of - repair, maintenance,
and storage of engines, oil tool equipment, and electric motors. Located at
411 - 15th Street and legally described as Lots 9 and 11, Block 415, Huntington
Beach Tract.
The Secreatary read a report recommending approval of the petition
to the Commission. The Chairman opened the hearing to the audience.
Fred C. Hermann, 514 - 13th Street, protested to the Commission of
the following: Insufficient notice, Secretary's report that there was seven
wells in the block, and the granting of the variance. (Note -the secretary has
on file a certified copy of all those property owners within 300 feet of the.
subject property, who were mailed a notice.) Hermann also filed a petition with
property owners objections numbering nine.
The Secretary displayed a State Department of Resources oil field map
for scrutiny by Mr. Hermann. The map indicated the location of 7 existing wells
within the block in question.
Mr. and Mrs. Leroy Hermann protested the variance on the grounds that
the local Elementary school children should be protected on their way to school
and on their wAy to the recreation center. They also stated that they hoped
for residential upgrading in the area.

Ray Negli, 1520 Magnolia, explained to the Corrniission that he had
bought his property because the area was in a rapid stage of upgrading and be-
cause. -it was close to the elementary-school. He requested that the area -be con-
trolled for residential development.
There being no further comment, the hearing was closed. The consensus
of opinion among the Commissioners was that the block -under study was owned
primarily be persons or $rms interested in the production of -oil. Reclamation
of an existing oil field, without removing the oil zoning permitted, was considered
impractical. The Commission felt that it would be next to impossible to restrict
oil drilling in the block, it being the very purpose why the present owners have
retained the land.
A motion was made by Presson and seconded by Schryer to recommend
approval of UV 104. The Chairman asked for a roll call vote.
AYES: Bazil, Liles, Schryer, Davis, Stang and Presson.
NOES: None.
The motion carried.
Use Variance UV 105 The Secretary read the report and recommendation as -
Arthur Webb - Amlicant
requested by the Chairman. The petition was a request
to allow a small outboard boat sales display and storage yard, a C-2 use in an
R-4 district. Located approximately 300 feet south of Ellis on the west side of
Highway 39. Legally described as Lot 4, Block H, Tract No. 7. The proposed
building and use lies within a proposed corarercial area of the land use plan.
The hearing was opened to the public.
T Joe Apple, 8071 Ellis, favored the request and stated that this type
of good development was what he liked to see in his neighborhood. There being no
further comment the hearing was closed.
On motion by Liles and seconded by Presson, UV 105 was
RECOMMENDED FOR APPRCVAL IaTH THE FOLLOt^JING COIMITICNS:
AI,TLE PARIUNG SPACE
1. That there be a graded and paved surface along the north 75 feet frontage
of lot 4, and that the paving extend to a depth of 60 feet or more from
the front property line.
CURBS AND GUTTERS
2. That curbs and gutters be installed in accordance with City and State
standards. And that curb lines shall be established in location required
by State. There shall be curb breaks to provide for only one location of
ingress and egress, it being a maximum of 68 feet in length.

ROADWAY PARKING
3. That the area between the paved highway fronting the premises and the
described curbs shall be improved to state specifications.
PROVISIONS FOR A SIGN
4. That only two signs shall be permitted:
a. One may be a double faced lighted sign of 40 square feet
located no closer than 26.4 feet from the State Highway 39•
b. The second sign may be an unlighted sign of 50 square feet
which shall be attached to the structure.
SUBMITTED PLANS
5. That the structure shall be built according to submitted plans.
MINOR CHANGES
6. That the Building Inspector shall have authority to grant approval
of any minor change which he believes not contrary -to the original
intent -of the variance.
FINAL APPROVAL BY BUILDING DEPART= J
7. That the Building Inspector -shall not be authorized to place final approval
upon the construction and that he recommend denial of.a business license
until all the previously stated conditions are satisfactorily complied with.
Motion carried.
Report by Weybripht ti•4eybright reported to the Commission that he had -
completed his study for Master Plan of Streets and Highways. He gave a resume
of the plan and displayed the map. He asked that a date be set for a public
hearing on the plan during the next month. He added that he is progressing on
the Parks and Recreation Plan also.
Public Hearing Set For A motion was made by Davis and seconded by Stang
Plaster Plan Streets and
Highways to set the date of the public hearing for the
Master Plan of Streets and Highways for 7:30 P.M., March 18, 1958.
Schrver Reports Commissioner Schryer presented a detailed report of the newly
formed Orange County Regional Park Committee.meeting. He described it as a good
start for a first meeting.
Miscellaneous It was noted that Tract 1813, originally scheduled for this
meeting, was continued until such time as a revised map is presented.
The meeting was adjourned.
