Mayor Terry called the regular meeting of the City
Council of the City of Huntington Beach to order at 7:30
o'clock P.M.
Councilmen present: Bryant, Lockett, Irby, Bartlett, Terry.
Councilmen absent: None.
Business On motion by Irby seconded by Bartlett the
Licenses
applications for license to conduct business in
the City of Huntington Beach as approved by the Health
Officer, Building Inspector, Chief of Police, and Fire Chief,
Planning Technician were granted as follows:

the lower floor of the Pavalon.

Plans & Spec's that the West Orange County Water
meter install
Board at a meeting held on Wednesday,
March 12, 1958, approved plans and specifications pre-
sented by Harrison and Woolley, Consulting Engineers for
the meter installation on Line No. 5, said location
being near Smeltzer Avenue and Newland Street extended
on Metropolitan Water line of the City of Huntington
Beach and that on a motion duly made and carried, the
West Orange County Water Board approved the plans and
specifications and at an estimated cost of $7500.00 and
that said plans and specifications be submitted to the
Huntington Beach City Council for their approval and to

request a directive to authorize the West Orange County
Water Board to advertise the work for bid and award the
contract subject to confirmation by the City Council should
the City desire not to do the work directly.
City Engr. The Clerk read a communication from City
Sidney Zowry
Engineer Sidney Lowry, advising the City
Council that the plans and specifications for the installation
of a master meter in the Huntington Beach Metropolitan Water
District feeder main prepared by Harrison and Woolley,
consulting Engineers, have been reviewed by their office
and recommend that the City Council approve the plans and
specifications and requests the West Orange County Water
Board to proceed with advertising for bids, for awarding
the contract, and the construction of work in accordance
with those plans.
Plane & S-oecs. On motion by Lockett seconded by Bartlett
approved re:
meter install.' in accordance with the action of the blest
Orange County Water Board and the recomm-
endation of the City Engineer the plans and specifications
for the installation of the master meter in the Huntington

and carried it was recommended to the City Council the

On motion by Bryant seconded by Irby the DV #101
application of Harry D. Granas for division of one 100 ft.

with the recommendations of the Planning Commission be

Use Plan ceived from the Planning Commission
Secretary with a copy of Resolution No. 48
a Resolution of the Planning Commission of the City of
Huntington Beach recommending adoption of the Master
Land Use Plan for said City by the City Council, which
was adopted by the Planning Commission at a regular
held meeting on March 4th, 1958, following a series of
Public Hearings held upon the Master Land Use Plan.
Notice of On motion by Bryant seconded by Lockett the
Public
Hearing City Clerk be instructed to insert in the
Huntington Beach News a legal notice calling
for a Public Hearing on the Master Land Use Plan as re-
commended for adoption by the City Planning Commission
and said Public Hearing to be held at 8:00 o'clock P.M.
on April 21st, 1958, be approved. Motion carried.
Reso.#1342 The Clerk read Resolution No. 1342, a
Resolution of the City Council of .the City
of Huntington Beach, California calling for Metropolitan
area recognition of Orange County by the Federal Government.

Arnexat -on set for 8:00 o'clock P.M. to receive
protests for the "North No. 2 Annexation"
and requested the Clerk to read the legal notice. The
Clerk read the legal notice published in the Huntington
Beach News, February 13th and February 20th, 1958, and
also published on February 14th and February 21st, 1958
in the Westminster Herald giving notice of proposed
annexation to the City of Huntington Beach'of that certain
uninhabited territory described in Resolution #1332 and
designated as "North No. 2 Annexation" and giving notice
of time and place for hearing of protests thereto.
The Clerk reported that up to the hour of 7:30 o'clock
P.B. March 17th, 1958, no oral or written protests of
property owners of record had been filed with the City Clerk.
The Clerk read the certification filed by the City
Clerk to the effect that the written consent of the owners
of more than two-thirds of the value of the territory in -
eluded in the North Annexation No. 2 has heretofore been
filed with the City Clerk, consenting to the taxation of
the property in said annexation equally with the property
within the City of Huntington Beach to pay the entire
bonded indebtedness of the City of Huntington Beach, out-
standing or authorized at the date of the filing of the
petition for Annexation for the acquisition, construction
or completion of municipal improvements.
Mayor Terry asked if any property owners present
washed to present a protest of the "North No. 2 Annexation"
to make themselves known.

Ord.#685 The Clerk gave Ordinance No. 685 its first

reading an Ordinance of the City of Huntington
Beach approving the Annexation of certain uninhabited
territory designated as "North No. 2 Annexation" to the
City of Huntington Beach.
Agreement- On motion by Bartlett seconded by Irby
H.B.Recreation
& H.B.Union the City Council gives consent to the
High School
District Public Recreation Commission of the City of
Huntington Beach to execute the agreement
between the Huntington Beach Union High School District
and the Public Recreation Commission of the City of
Huntington Beach giving permission to use facilities for
certain recreational activities during the months of
March, April, May, June, July and August of 1958, be
approved. Motion carried. Councilman Lockett excused from
voting.

Annexation
Mayor Terry announced that a Public
Hearing was set for 8:15 o'clock P.M.
to receive protests on the "North No.
3 Annexation" and requested the Clerk to read the legal
notice.
The Clerk read the legal notice published in
the Huntington Beach News, February 13th and February 20th,
1958, and in the Westminster Herald on February 14, and
21st, 1958, giving notice of proposed Annexation to
City of Huntington Beach of that certain uninhabited
territory described in Resolution No. 1331 and designated
as "North No. 3 Annexation" and giving notice of time and
place for hearing protests thereto.
The Clerk informed the City Council that no
oral or written protests from property owners of record
in the area within the "North No. 3 Annexation" had been

filed with the City Clerk up to the hour of 7:30 o'clock
P.M. of March 17, 1958.
The Clerk read certification filed by the City Clerk
certifying that the written consent of the owners of more than
two-thirds of the value of the territory included in the
"North Annexation No. 311has heretofore been filed with the
City Clerk consenting to the taxation of the property in said
annexation equally with the property within the City of Hunt-

Public Hearing Mayor Terry announced that 8:30 o'clock

vacate a portion of an alley in Block "A", Tract'528 and, rep -
quested the Clerk to read the legal notice.
The Clerk read the legal notice published in the
Huntington Beach News on February 27th, 1958, giving notice
of a hearing to vacate a portion of an alley in the City of
Huntington Beach that certain alley running through Block
"A", Tract No. 528, and said hearing set for 8:30 o'clock
P.M., on the 17th day of March, 1958, at which hearing all
persons interested in or objecting to the proposed vacation
may be heard.
The Clerk reported that no written or oral protests
had been received at the City Clerk's office up to and
including 7:30 o'clock P.M., March 17, 1958.
Wm.Lewis The Clerk read the affidavit of posting notices

� to vacate alley filed by William S. Lewis, Street
Superintendent, certifying that in accordance with Reso-
lution No. 1336, passed by the City Council on the 17th day
of February 1958, that he posted conspicously along the
property described in said Resolution copies of Resolution
in accordance with Section 8330 of the Streets and Highways
Code of the State of.California, and that he completed all
the posting of said Notices on the first day of March, 1958
and thereafter he made the affidavit and filed same with the
City Clerk and the City of Huntington Beach.

The Mayor asked if anyone present wished to make any
comment or protests on the vacation of the alley.
Mrs.Funk Mrs. Funk addressed the City Council and stated that
she was a property owner of two lots abutting the
alley proposed to be vacated and stated that they intend to build
a multiple dwelling and the alley was necessary for their
building program.
Mr.Stewart
Mr. Stewart filed a letter with the Clerk signed by
three property owners who own twenty lots abutting
the alley proposed to be vacated and stated that the alley as it
existed is unimproved and is used primarily by the petitioners
as a secondary means of ingress and egress to their property,
and because it is unimproved it points a future construction
maintenance problem to the City.
There being no further comments or protests regarding the
vacating of the alley, the Mayor declared the hearing closed.
City Attorney, Charles Bauer, reported to the City Council
that in the deliberation to vacate, the intention of the Council
to consider vacating of the alley the City Council must determine
from all the evidence submitted that the alley described is un-
necessary for the present or as a prospective public street and
alley purpose.
On motion by Bryant seconded by Irby the City Council does
order that certain public alley situated in Block "A" of Tract
No. 528 running northerly from Wintereburg Avenue through said
Block "A" to the northerly terminus of said alley be closed, was
approved by the following roll call vote:
AYES: Councilmen: Bryant, Lockett, Irby, Bartlett, Terry.
NOES: Councilmen: Drone.

Reso.#1343 The Clerk read Resolution No. 1343, a Resolution of
the City Council of the City of Huntington Beach

Mayor Terry called a short recess of the City
Council at 8:45 o'clock P.M.
The City Council reconvened 9:00 o'clock P.M. and
Mayor Terry called the meeting to order.
Public Hearing- Mayor Terry announced that a Public

franchise So. Hearing was set for 8:45 o'clock of
Cal. Edison Co.
April 3, 1958, and requested the Clerk
to read the notice of the hearing.
The Clerk read the legal notice published in the
Huntington Beach News on February 27, 1958, a Resolution
of the City Council of the City of Huntington Beach
declaring its intention to grant a pipeline franchise
to Southern California Edison Company and said hearing
set for 8:45 o'clock P.M. Monday, March 17, 1958.
The Clerk reported that no oral or written pro-
tests had been filed for or against the request of the
Southern California Edison Company for a pipeline franchise.
Mayor Terry asked if anyone present wished to make
any comment for or against the request of the franchise of
the Southern California Edison Company. There being no
comments or protests from anyone present the Mayor
declared the hearing closed.
Ord.No.587 The Clerk gave the first reading of Ordin-

place a system of pipelines and appurtenances, for the purpose
of conducting, transporting, conveying and carrying gas, oil,
petroleum, water and other substances, on, along, in, under

City of Huntington Beach, together with the right to construct,
operate, maintain and use a private communication system to be
used in connection with the operation and maintenance of said
system of pipelines and appurtenances as aforesaid.
Blind Industries James Coates and John Bauer officials of
Sales, _Inc.
the Blind Industries Sales Inc. of Santa
Ana appeared before the Council and explained their method of
operating their association,selling the products of the Blind
Industries Sales Inc., and further explained their telephone
sales service and procedure and that it was a nonprofit
organization and all proceeds go to the rehabilitation of
the Blind and their livelihood.
Mayor Terry continued the study of the Blind Industries
Sales request for a permit to sell and deliver the Blind made
products in the City of Huntington Beach to the Committee for
further study and report.

Beach, California to purchase tax title Lot #5 in Block 100E

B1dg.Dept. On motion by Irby seconded by Bartlett that the

City Purchasing Agent be instructed to receive
informal quotations for one automobile for use of the Building
Department, be approved. Motion carried.
Filing cabinet- On motion by Lockett seconded by Bartlett
Bld .Dept.
the request of the Building Inspector,
Norman Wells, for the purchase of one filing cabinet for use in
the Building Department with an estimated cost of $185.00 be
approved, and the City Purchasing Agent be authorized to
make the purchase. Motion carried.

to take five days of his annual vacation starting on March
31st through April 4th, 1958, be approved. Motion carried.
Sewer bid On motion by Bartlett seconded by Lockett in
awarded to
L.H.Henson accordance with the findings of the City
Engineer the sanitary sewer work which bids
were received on March 3, 1958, be awarded to the low bidder
L. H. Henson, 4721 E. Florence Avenue, Bell, California, and
the Mayor and the City Clerk be authorized to execute the con-
tract and bonds and all other bids received, be returned, be
approved. Motion carried.
Demands On motion by Lockett seconded by Bryant the de-
mands as approved by the finance committee be
ordered paid. Motion carried.
Request - E. W.
Hoke extension
of Yorktown St.
E. W. Hoke realtor of Midway City appeared
before the City Council and requested that
the City consider extending the extension of
Yorktown Street to the East to the proposed sub -division tract.
Mayor Terry referred the request of E. W. Hoke to
the Streets and Parks Committee for study and report.
Re-classify- On motion by Irby seconded by Bartlett the
Jack Weide
request of D. G. Higgins, Fire Chief, to
re --classify Jack Weide to the classification of Fire Engineer
in the appropriate salary range, be approved. Motion carried.
Angelo Mollica On motion by Irby seconded by Lockett in
vacation relief
Fire Dept. accordance with request of D. G. Higgins,
Fire Chief, Angelo Mollica be employed as
a Fire Engineer to work vacation schedule of approximately
9 months, and due to his experience he be placed on the 3rd
step of the appropriate range classification was approved by
