Commissioners Absent: None. 11irutes: On motion by Stang and seconded by Liles, the minutes of the Huntington Beach Planning Commission of Tuesday, June 17th, 1958, as trans- cribed and mailed.by the Secretary were accepted as mailed. Vacation Reguest: A motion was made by Davis and seconded by Presson approving the request of the Secretary to take a portion of his accrued vacation - July 21st through July 25th, 1958• The motion carried. Division of Land: A request was submitted by William Winkler to the Planning Commission for a division of land at the NE'ly corner of loth and Magnolia and legally described as Lots 2, 4, 6, & 8, Block 509, H. B. Tract. The division proposal was to create a new lot out of the front 67 feet of the above mentioned lots, thereby creating a new lot which would front on Magnolia instead of 10th Street as the lots are now existing. Upon dis- cussion by the Commission and the recorrarendation of Chairman Bazil and Commissioner Liles, action was postponed for two weeks in order that all members of the Commission may personally investigate. Several of the Commissioners voiced strong -objections to creating lots fronting on streets other than those which they are originally fronting on. The big reason given is that the corner lot would not abut on the alley to the rear, but instead abut to the adjacent property owners side yard. "-AREA VARIANCE - AV 124 The Secretary was asked by the Chairman to ArDlicant - Fred R. Swartz: read the report-recomsrendation. The public heaiirig, was opened to the audience, there was no response. There was discussion heard by the Commission on the merits of the request. There being no objectionable features, a motion was made by Stang and seconded by Davis to RECOMMD APPROVAL 14ITH THE FOLLOIING CONDITIONS: 21. Page 2. iiinutes - H. B. Planning Commission Tuesday, July lst, 1958 1. The applicant shall remove all existing structures from subject property prior to beginning construction. 2. The Building Inspector shall not issue a building permit for a duplex structure with a minimum 20 feet rear yard until provi-sions of condition No. 1 are ccmplied with. The motion carried. Presentation of Districting Reeulati.on Pronosal: The Secretary formally presented the currently proposed Zoning and Districting Ordinance compiled from studies made by the Planning Consultant firm of Hahn, Wise and Barber. Presentation of Sectional District Paps: 9-5-11, 10-5-13, 14-5-11. 15-5-11 16_5_1 The Secretary was asked by the Chairman to make a formal presen- tation of the above listed maps. The Secretary explained the zoning symbols and location of all the maps under consideration. Public Hearing: Plans 9-5-11, 10_5-11, 14-5-11, 15-5-11, 1-6-5-11: Chairman Bazil opened the hearing to the audience. There was no comar_ent nor remarks made. The hearing was closed. A discussion was then held by the Commission concerning the vast acreage of undeveloped farm lands. Commissioner Sork asked the Secretary to state the present zoning in the area above Sugar Avenue and east of the railroad tracks. Schryer Report: Commissioner W. L. Schryer gave the Planning Commission a full and detailed report on recent developements of the Orange County Regional Parks Committee, a committee formed to aid in the formulation of a Countywide Regional Parks System. The proposal as reiterated by Schryer, was to establish a County Regional Parks Board as a separate entity not under direct control of the County Board of Supervisors. The preliminary work, such as site determination, etc., is to be done by the Orange County Planning Department, Harry Bergh, Director. Schryer pointed out the failings of the plan to the Commission by first advising them that the beaches of this City would not be included in the plan. It was described as therefore being disadvantageous to be taxed for inland Regional Parks when at the same time the City is being taxed for its own beach 22 Page 3. N :inutes _ H. B. Planning Commission Tuesday, July lst, 1958 operation which is serving as a more desirable type of park than the inland type would be. It was concluded that all concilmen and civic leaders should be informed of the proposal and its drawbacks in time to prevent enactment of such a plan.
