HomeMy WebLinkAbout1958-08-25Council Chamber, City Hall Huntington Beach, California Monday, August 25th, 1958 Pursuant to adjournment of the City Council of the meeting of August 18, 19589 Mayor Irby called the regular adjourned meeting to order at 5:30 o'clock P.M. Councilman present: Lambert, Bryant, Terry, Irby. Councilman absent: Waite (Councilman Waite arrived at 6:50 o'clock P.M.) Hummell & Clutter Mayor Irby referred the request of Harvey Hummell and Verne Clutter for a lease agreement option for a sportfishing barge lease from October 1, 1958 to February 27, 1959 to the Beach and Pier Committee for study and report. M & H Oil Corp. to On motion by Terry seconded by Bryant the bread curb request of Fred R. Mulker, Engineer for the M and H Oil Corporation for permission to break the curb on the 22nd Street side of Lot 12, Block 221, Huntington Beach Tract, for the purpose of constructing a sixteen foot wide driveway, and said work to be under the supervision- of the City Engineer, be approved. Motion carried. Artesia Growers The Clerk read a report from the Secretary Association -- Performance bond of the Planning Commission and recommenda- tions relative to the $5,000.00 performance bond to be furnished by the Artesia Growers Association pursuant to Condition No. 5 of their use variance granted by the City Council. The Secre- tary reports that the bonding companies cannot write a $5,000.00 performance bond but will insure performance bond in the amount of $500.00 and the recommendations to the City and the Secre- tary of the Planning Commission that the $500.00 bond would be adequate to protect the City and not adversely handicap the Association, and request the City Council to amend Condition No. 5 of the Use Variance to read $500.00 performance bond in- stead of $5000.00 performance bond. On motion by Bryant seconded by Lambert Condition No. 5 of the Use Variance granted to the Artesia 'rowers Association in October, 1957, be amended to read: 12 Page #2 -Minutes, August 25th, 1958 " 5. To furnish a performance bond in the amount of $500.00" , be approved. Motion carried. Agrmt. - Hamilton The Clerk reported the County of Orange had Street Bridge crossing returned the agreement between the County of Orange and the City of Huntington Beach relative to the construct- ion of the West approach to the Hamilton Street bridge crossing at the Santa Ana River, and that Section 6B of the agreement had been changed to read 10% of the City's contribution instead of 10% of the total construction cost, as requested by the City Council. On motion by Terry seconded by Bryant the Mayor and the City Clerk be authorized to execute on behalf of the City the agreement between the County of Orange and the City of Huntington Beach for the construction of the West approach to the bridge to be constructed over the Santa Ana River at Hamilton Street, be approved. Motion carried. Terry -Finance Comm. Mayor Irby appointed Councilman Terry to act on the Finance Committee in the absence of Councilman Waite. Culvert under The Clerk reported that the City Engineer Talbert Ave. & Goldenwest Sidney Lowry, had returned the draft of the agreement between the City of Huntington Beach and the County of Orange relative to the installation of a 36 inch C.M.P. culvert under Talbert Avenue approximately 367 feet east of the center line of Goldenwest Street adjacent to and immediately north of the County's Disposal Station No. 10, and whereby the City of Hunt- ington Beach shall pay for the construction of the project and the following recommendations made by the City Engineers 1. It appears that the County dump property is the principal benefactor if this proposed culvert is constructed.( 2. Under normal conditions, the City would probably assess at cost a part of the construction cost against the benefiting property. 3. Recommend that the City return the agreement with the suggest- ion that the City will offer to pay the full cost for pro- viding the 36" C.M. Agrmt. - County of On motion by Bryant seconded by Lambert Orange, culvert in accordance with the recommendations and the suggestions of the City Engineer the draft agreement be- tween the City of Huntington Beach and the County of Orange be returned to the County of Orange stipulating that the City will agree to providing the 36 inch C.M.P. pipe across the Talbert Avenue roadway as its share of the cost of the project and the County to pay the installation and engineering costs, be approved. Motion carried. CP#106 - So.Calif. The Clerk read the transmittal received Edison Co., heating station from the Planning Commission relative to conditional permit CP#106 filed by the Southern California Edison Company of 309 Main Street, Huntington Beach, to permit a landscaped heating station to be built on an approximate 120 feet by 200 feet site in an A-1 zoning district as was adopted by an Interim Ordinance No. 668, the location approximately 1202 feet west of Springdale Street on the north side of Wintersburg Avenue, the legal description being the south 237 feet of the west 120 feet of the east half of the southeast quarter of Section 21, Township 5 south, Range 11 west, in the Rancho Bolsa Chica, except the south 30 feet thereof, and that a public hearing was held by the Planning Commission on August 19, 1958, to consider the petitioner's request and the required legal public notice was properly given prior to the hearing, and after due discussion on the Conditional Permit ` CP#106, the following motion was made and carried by a roll call vote, to recommend approval with the following conditions: 1. All appurtenant accessory features of the main structures such as towers and exhaust stacks shall not be greater than 43 feet in height. 2. All landscaping as indicated in the submitted plot plane, shall be planted as a fulfillment of this condition. ****(SEE BEIOW-Page #15) Councilman Waite Councilman. Waite arrived at 6:50 o'clock P.M. arrived 3. 14 Page #4 -.Minutes, August 25th, 1958 Proposed contract Mayor Irby opened the discussion of the for collection of trash proposal of the Rainbow Disposal Company to contract for the collection of waste and refuse in the City of Huntington Beach. Price & Rainbow Mr. Price of Price Disposal Company and Mr. Disposal Companies_ Loumena, representative of Rainbow Disposal Company were present and indicated their desire to bid for the collection of waste and refuse in the City of Huntington Beach, and that it would help them in making an offer if the City could furnish them with the approximate units to be serviced in the City. Trash Survey Following the discussion Mayor Irby appointed Committee appointed a committee comprised of the Mayor, Street Superintendent Wm. Lewis, Mr., Price of Price Disposal Company and Wm. Loumena of Rainbow Disposal Company to meet on Thursday morning and cover the City within the boundaries as existed prior to August 1, 1957, and to make an actual count of the units of the City to be served. On motion by Bryant seconded by Terry that a count be made of the actual unit trash pickups required within the City limits ae't he City limits existed prior to August 19 19579 and the survey committee appointed by Mayor Irby compile the actual count of units existing and report to the City Council at the regular meeting of September 2, 19589 be approved. Motion carried. Dr. Kowitt - On motion by Lambert seconded by Bryant the restricted park- in € zone request of Dr. S. N. Kowitt, 307 Main Street, for a restricted parking zone for emergency vehicles in front of his office at 307 Main Street, be granted. Motion carried. Removal of trees On motion by Waite seconded by Terry the Street Superintendent be instructed to remove trees in the follow- ing locations: I Eucalyptus on 13th Street between Crest and Main l,Pine tree on Crest between 13th and 14th Streets 1 Eucalyptus on Acacia at loth and Main Street 2 Palms at the southwest corner of Indianapolis and Delaware 4• Page #5 — Minutes, August 25th, 1958 SS� and the Street Superintendent be instructed to replace with appropriate trees, be approved. Motion carried. Demands On motion by Bryant seconded by Terry the demands as approved by the Finance Committee be ordered paid. Motion carried. On motion by Terry seconded by Bryant the ad- journed meeting of the City Council adjourn.
