Be Petition re s The - Clerk read four petitions filed with trash disposal the City Clerk containing the signatures of 829 residents in the City of Huntington Beach in the area of the City that existed prior to August 11, 1957 whereby petitioners protested to the City Council the disposal of trash by contract as their findings are that the collection of trash under the present methodsie very satisfactory and especially the City Employees were doing a first class job of both trash and litter disposal and were found to be most courteous when:d-ealing with the -public, and that before the contract for disposal of- trash be awarded to ~the Rainbow Disposal Company, ask that serious consideration be given to the request of property owners who pay the taxes. Audience - Mayor Irby announced that any one present addressed the .Council in who wished to address the City Council to opposition .1„ give their'nane and address as the meeting is now open on the discussion covering the proposed contract for the collection of trash in the City limits of the City of Huntington Beach that existed prior to August 1, 1957. Mr. Frost of 1010 Delaware Avenue, Mr Sresovich of 309 - 12th Street, and Robert Hosmer of 217 - 6th Street, and a resident of 1802 Main Street,.and Mrs.:Helson . of 114 Ocean Avenge, and Ray Spencer and Fred Herman of 408 15th Street, addressed the City Council in opposition to placing the trash oat for collection by oontract. Audience Homer Potts of 220 - 12th Street, Stewart addressed the ....Council in Gibbons of 18051 Huntington Beach Blvd-., favor and , Joe Apple of 8071 Ellis Avenue, firs.. Maynard Jenkins, and Airs. M. reconvened Robert Hosmer re: Hobert Hosmer appearedbefore the City Council Gambling and spoke at great length on the subject of gambling in the City and presented to the Clerk a proposed ordinance to permit gambling for future consideration and left the document with the Clerk in an envelope and said document was not read at the meeting. David Baker David Baker, a resident of Garden Grove, request to lease City addressed the City Council and reinteratei �acr„ ease that he still desired to discuss with the City Council the prospect of leasing the -City acreage adjacent to High- way #39 and Ocean Avenue for development, and asked for permission of the City Council to prooeed with the plans to present to the City Council. Mr. Baker was -informed by the City Council that they had no objections to him filing any plans for development that he desired and would be received without committing the City - to any proposal. There shall be at least a 25 ft by 40 ft paved parking pad located on the south side of the structure with pavement thickness a minimum of 2 inches asphalt and 2 inches of -de- composed granite or-3 inclies of asphalt. There shall also be 15 foot driveway of similar construction to provide access to a street. CONCRETE CURB & GUTTER 2. Proposed dedicat- The Clerk read a letter of transmittal from the ion of Patterson Way ._ ��.. Planning Commission relative to the proposed dedication of private easement, Patterson way, pursuant to a submitted petition and -subsequent referral from the City Council, the Planning Commission held a public hearing on September 3, 19589 on the adjoining property owners request that the City accept the dedication of Patterson -Way which is presently a 30 feet easement. Five of the property owners fronting on Patt- erson Way were represented at the hearing. No official action was taken, however, and it was the consensus of,opinion of the Planning 7. •33 1 Page #8 - Minutes, September 15, 1958 Commission that if and when the property owners along the private easement were able to improve the proposed street on their -own initiative and expense, the Planning Commission would under the circumstances consider-4-2-feet sufficient right-ofw way width and recommend acceptance of Patterson Way as'a City Street. 1 further recommendation was made requesting the City Engineer to 'survey and -establish grades prior to any construct- ion of the street. Mayor Irby referred the report of the .Planning Commission relative to the dedication of private easement, Patterson Way, to the Streets and Parks Committee for study and report. Ord. #694 - The Clerk gave Ordinance:Wo. 694, an dreating class titled adopted ordinance of the City of Huntington Beach creating class titles and setting forth the number of employees by adding new sections to the Hunt- ington Beach Ordinance Code and by amending certain seetions thereof its second and final reading by title. Ord. #696 - The Clerk gave Ordinance No. 696, an erdin- Enforcement of City Ordinance anee of the City of Huntington Beach amend- lst readzr& ing the Huntington Beach Ordinance Code by adding new sections thereto providing for the issuance of citations for violations of City Ordinances, its first reading. 8. 34 Page #9 - Minutes, September 15, 1958 The City Attorney explained to the City Council the contents of Ordinance No. 696 and what it should accomplish. Agreement - On motion by Bryant seconded by Lambert the Floyd E. Engram Ambulance. Service Mayor and the City Clerk be authorized to execute the agreement between the City of Huntington Beach and Floyd E. Ingram to provide for financial assistance in the ambulance service in the City of Huntington Beach and the Mayor and the City Clerk be authorized to execute the agreement on behalf of the City, be approved. Kary Harrison On motion by Waite seconded by Terry in reclassified to Pulltime Life- accordance with the request of Vincent G. guard Moorhouse, Chief Lifeguard, and the recom- mendations of the Personnel Committee and Personnel Officer, that Kary Harrison Jr. be reclassified from Lifeguard Seasonal to Lifeguard Pulltime in the -appropriate classification salary and bracket of salary, in accordance With the Huntington Beach Ordinance Codev and to be effective September 160 19589 be approved. Rainbow Disposal The Clerk was requested to read the Co. -- proposal for trash collection proposal of Rainbow Disposal Company 14.- 40 Page ##15 — Minutes, September 15, 1958 submitted by the City Council on September 2, 1958, Attorney Bauer presented the agreement between the City of Huntington Beach and Phil Hohnstein and Paul Loumena dba Rainbow Disposal Company as had previously been ordered prepared by the City Council in accordance with proposal of the Rainbow Disposal Company as read by the City Clerk. The Clerk read the agreement between the City of Huntington Beach and Phil Hohnstein and Paul Loumena dba Rainbow Disposal Company to provide for the collection of trash and garbage for the entire City of Huntington Beach as the present boundaries exist. On motion by Waite seconded by Bryant the Mayor and the City Clerk be authorized to execute the agreement between Phil Hohnstein and Paul Loumena dba Rainbow Disposal Company for the collection of trash and garbage in aceordan,ce with, the proposal filed by the Rainbow Disposal Company to service the entire City of Huntington Beach as the present boundaries exist was approved by the following roll call votes AYES: Councilmen: Lambert, Bryant, Waite.
