Commissioners Absent: Sork.
Minutes: On motion by Schryer and seconded by Stang, the minutes of the
Huntington Beach Planning Commission of Tuesday, September 18th, 1958, as
transcribed and mailed by the Secretary were accepted as mailed.
DIVISION OF LAND: DV 112 Located approximately 500 feet easterly of
Applicant = Self Built Homes:
Highway 39 and fronting on the north side
of a private easement commonly called Patterson Way, and legally described as
follows:
Division I: That portion of the SW4 of the SWµ of the NW4 of
Sec 36, T.S.S., R.11.W., SBB&M, except the East
60 feet thereof, described below:
Division II: The East 60 feet of that portion of the SWµ of the
SWµ of the NWµ of Sec 36, T.5.S., R.11.W., SBB&M,
described below:
Beginning at a point of the South line of said SW4 of the SWµ of the NWµ
E'ly 540 feet from the SW4 corner of said SWµ of the SWµ of the NW ;
thence N'ly 462 feet parallel with the W'ly line of said section to the
S line of the N 33 feet of the S 3/4 of said SWµ of SWµ of NW ; thence
E'ly 120 feet along said S line of said N 33 feet to the E line of said
SWµ of SWµ of NWµ; thence S'ly 462 feet along said E'ly line to the S
line of said SWµ of SWµ of NWµ; thence 120 feet to the point of beginning,
EXCEPT the S 300 feet thereof.
A public hearing was held, there was no comment. Patterson Way being
a private easement, it was the consensus of opinion that the applicant should
offer ample street width for dedication even though it probably will not be
accepted for many years to come.
A motion was made by Schryer and seconded by Stang to REC01,2,MD
APPROVAL WITH THE FOLLOWING CONDITION:
1. The applicant shall offer to the City for dedication for roadway
purposes, all that portion of the property lying on the south side of
the described property and which is 25 feet from the centerline of the
easement commonly called Patterson Way.

COVSIDERATION OF TRACT 2558: The planning Commission reviewed the proposed
subdivision as outlined on Tentative Tract Map 2558. The following recommendations
were made by the Planning Department as a condition of approval.
1. Proposed Lisa Street shall have a 60 feet right-of-way with 36 feet of
pavement.
2. Proposed Lisa Street shall be extended to a dead end at the south boundary
of said proposed tract with proper street end barriers to be furnished by
the sub -divider in accordance to the City Engineer's specifications.
3. All street intersection radii shall be in accordance with the sub -division
code.
4. All street drainage slopes shall not be less than 0.2% in grade.
5• "D" Street as indicated on tentative map shall be named Taylor Avenue.
6. "Alt, "B", "C" Streets shall be given other names and which will be
called Circles.
7. Lots 16, 30, 39, 40, 49, 50, 59, 63, and 79 shall be an average minimum
width of 70 feet.
8. Sidewalks shall be required on both sides of all streets including
Cul-de-Sacs, in accordance with City Engineer's specifications.
9. All fill to be compacted to 90'It relative density.
10. Street lighting, street signs, and street lighting shall be furnished by
the sub -divider, in accordance to the City Engineer's specifications.
The Planning Commission was in general agreement of the map on the basis of the
revised conditions, except that water shall be furnished by Southern California
Water Company.
The developer,,Robert L. Wetzler, 10002 Stanton Avenue, Anaheim, pro-
tested only the proposed street and gutter grades which would be required. The
Secretary stated that 0.2% grade came as a recommendation of the Assistant City
Engineer for good engineering design. The Commissioners were in accord with the
Assistant City Engineer's recommendation, but,also recognized that a definite
hardship would be placed upon the developer.
The Chairman gave the applicant developer two alternatives; having
the map approved with the stated conditions including grade, whereupon he could
appeal to the City Council, or having the Com fission postpone action until a
satisfactory agreement could be worked out with the Assistant City Engineer.
The latter choice was made by the developer, and the action taken was to continue
the hearing as agreed upon by the developer until a solution was reached.

FORMAL PRESENTATION OF PROPOSED ZONING AND DISTRICTING REGULATIONS:
Clifford E. Tripp, Planning Director and Secretary of the Planning
Commission, made a brief report and presentation of Section Districting Maps:
5-6-10, 6-6-10, 7-6-10, 8-6-10, 17-6-10, 18-6-10, 19-6-10, 12-6-11,
13-6-11, 24-6-11.
PUBLIC HEARINGS FOR PRECISE PLAN OF Z01111MG AND DISTRICTING REGU ITIOii :
A first public hearing was held for the following listed Sectional
Districting Maps.
MAP 5-6-3.0: The Secretary read a letter requesting Planned Manufacturing
districts for this section and section 6-6-10 which was submitted by the -
Harper Bros., Harold and Ivan, 8341 and 8311 Garfield Avenue, Huntington -Beach.
Ivan Harper, commented from the audience that he had definite plans
for development of two parcels, one 80 acres and the -other 40 acres, for high
types of industry.
Ralph Golder, Newport Beach, acting as Harper's representative also
spoke of the possibilities for development and requested an opinion from the
Planning Commission.
The Chairman stated that the Planning Commission would consider the
request only if concrete plans for development could be -furnished, in the form
of a tentative subdivision or other matter of proof that definite plans existed
for the project. In this event, it was explained, not only Harper's land, but
surrounding property would simultaneously be considered.
MAP 6-6-10: Ivan Harper, Huntington Beach, commented on the location of his
40 acres and its relationship to the 80 acres located in Sec. 5-6-10.
MAPS 7-6-3.0, 8-6-i0, 17-6-l0, 18-6-10, 19-6-10, 12-6-3.1. and :L3-6-11: There was
no comment from the audience during the hearing for the above listed sections.
The Planning Commission held a round table discrussion on the above
listed maps and agreed in general that it would strive to preserve a proposal
for no oil drilling zone strips along Highway 39 and to be no deeper than 330
feet from the boundary line of the section, making the setback for oil drilling
on the east side of the highway 202 feet in most places.
MAP 24_6-11: There was no comment from the audience. City Attorney Bauer
recommended that a portion of land east of the Edison steam plant, and bounding
on Highway 39 with the flood control channel bounding on the north, be proposed
for zoning other than M-2. The Secretary -Director agreed that this would be a
proper revision as well as the Commission. Commissioner Stang proposed P-M for

the area which some day may be a parking pad for the State Beach. The Commission
agreed to the change, and the Chairman instructed the Secretary to indicate the
change on the maps.
Hearings Adjourned: The public hearings for the Sectional Districting Maps
were -adjourned until October 216t,-1958^4it which time the following maps will be
considered: 3-6-11, 4--6-11, 10-6-11, 11-6-11, 14-6-11.
OIL STUDY SESSIGII: A discussion -study was held on the Oil Zoning problems
and the accomplishments of the present Oil Code study committee was reviewed.
A good period of tire was devoted to the subject of eliminating variances for
oil drilling, and accomplishing the original intent of site drilling.
A further study session was set for Commissioners Stang and Liles and'
other city representatives at 1:30 P.M., Friday, September 26th, 1958.
The meeting was adjourned.
