Commissioners Present: Liles, Davis, Schryer, Bazil, Stang,
Presson, Bork.
Commissioners Absent: None.
Minutes: On motion by Davis and seconded by
Schryer, the minutes of the Huntington
Beach Planning Commission of Tuesday, October 7th, 1958, as
transcribed and mailed by the Secretary were accepted as mailed.
USE VARIANCE: UV 130 A petition was submitted by the -applicant
Applicant -
R. E.-Morehouse requesting a variance to allow a 6000 sq.
ft* addition to an.existing sheet metal shop in an A-1 General
Agricultural District. Located approximately 800 ft. south of
Smeltzer Avenue on the west side of Springdale Street, and legally
described as the east 4 acres of the S -j of the NE 4 of SEC. 21,
T.5.S.9 R.1l.W.9 S B B & M.
The public hearing was held open -to
the audience, theli was no comment, the hearing was closed. A
discussion by the Commission followed. The Planning Department
report recommended approval. The.applicant'property was complet-
ely devoid of surrounding residences.
A MOTION WAS MADE BY PRESSON AND
SECONDED BY STANG TO RECOMMEND APPROVAL WITHOUT CONDITIONS.

NOES: None.

.Formal presentation of proposed zoning and districting regulation.
C. E. Tripp, Planning Director made a brief report and
presentation of Sectional Districting Maps comprising the old

10-6-11, 9-6-11, 4-6-119 3-6-11.
Lawrence Wise, representative, planning consultant firm of
HAHN, WISE, & BARBER, was available to review zoning problems
as they were brought up.
TENTATIVELY PROPOSED CHANGES:
The following changes were proposed by the Planning Commission
for the above maps. General changes were suggested for the
golf course area, making it R-A-02; the Ocean Avenue area
between 17th and 12th Street, making it R-4-03; the downtown
town lot area, making it R-3 and C-2-01; other changes were
made including some in the area commonly described as the City's
52 acres.
The Planning Commission agreed unanimously that these
changes were mere suggestions of the current trend of thought.
However it was pointed out that the Commissioners would have the
perogative of reversing their earlier opinions without obligation,
especially on borderline cases.

The seventh of a series of public hearings was held.
The first public hearing was held for the following Sectional
Districting Maps:
MAPS: 14-6-11, 11-6-11, 10-6-11, 9-6-11, 4-6-11, 3-6-11.
There was no comment from the audience. A final
hearing for the overall Precise Plan of Zoning and Districting
Regulation was scheduled for 7:30 P. M., November 18th, 1958.
DIVISION OF LAND:_ DV 115 The appliants property and home
Applicant - Paul R. Holstein
address is 319 Geneva Street,
Huntington Beach, California. The applicant is asking permission
to divide the premises at his home address as follows:
Division I: The east 55 ft. of Lots 1 & 2, Block
703, Vista Del Mar Tract
Division II: The west 72.5 ft. of Lots 1 & 2, Block
703, Vista -Del Mar Tract

The public hearing was held open to the audience, there
was no comment.
The Commissioners pointed out that the proposed lots would
only contain approximately 2800 sq. ft. and 3600 sq. ft. res-
pectively. Under these circumstances each lot would become
far below minimum standards of 5000 and 6000 sq. ft. lots. On
the premise that approval would deny any future basis for
density control, and would tend to lower values of the neighbor-
hood, A MOTION WAS MADE BY SCHRYER AND SECONDED BY LILES TO
RECOMMEND DENIAL.

THE MOTION CARRIED.

The Planning Director requested that the Planning Commis -
lion make a general policy ruling where the code was vague and
uninterpreted. It was pointed out that R-1, R-2, and R-3,
were all acceptable in C-3 according to the code. However the
R-49 being the most logical choice, was omitted. It was felt
that this discrepancy was a mere oversight which ac curred-.when
the code was revised several years back. A MOTION WAS MADE
BY LILES AND SECONDED BY PRESSON TO RECOMMEND APPROVAL OF R-4
in C-3 ZONING DISTRICT.
THE MOTION WAS CARRIED.
REVIEW OF SUBMITTED PLANS FOR UV 120 - Applicant - Robert Ingram
The Planning Commission reviewed the final plans for a
motel, which were submitted for a building permit, as a condition
of the original variance. Upon comparison of the submitted
plans with the preliminary plans for the proposed -freeway in-
terchange at Highway 39 and Highway 1019 it was -noted that there

was a discrepancy between plans and that the Motel development
would encroach upon the proposed interchange.
ON MOTION BY LILES AND SECONDED BY SORK, THE PLANNING DIRECTOR
WAS ORDERED TO SUBMIT THE MOTEL BUILDING PLANS FOR UV 120 TO
THE PROPER STATE HIGHWAY AGENCY FOR SCRUTINY: IN EVENT THERE
IS NO PROTEST FORTHCOMING FROM THE STATE, THE PLANNING DIRECTOR
SHALL -AUTHORIZE PLANNING COMMISSION APPROVAL.
THE MOTION CARRIED.
