None. On motion by Schryer and seconded by Davis, the Minutes of the Huntington Beach Planning Commission of Tuesday, December 16th, 1958, as transcribed and mailed by the Secretary were accepted as mailed.' Carson Market Reviewed: At the request of the Sec- retary, the Commission heard an informal review of the problems existing at the Carson's Farm Market, located approximately 400 feet southeast of State Highway 39 along the northerly side of Highway 101. Mr. A. L. Best, the new owner of the premises discussed the various issues of the past. The official public hearing for the Best variance was set for January 20th, 1959• Review of Variance: Chairman Bazil asked the Sec - Applicant - Orange County Ceramic Tile retary to read the report: The report emphasized the condition which was stipul- ated in the original granting of the variance. The condition read: 1. To provide and utilize off-street parking. The condition No 1 was dis- cussed at great length, however it was concluded by the Commission that although the intent was clear, the condition was not explicitl37 enforceable. It was also determined that the grocery market across the street 97 Page ;r2 Minutes- H. B. Planning Commission Tuesday, January 6th, 1959 at the southeast corner of Frankfort and Alabama was adding to the problems of parking in this residential neighborhood. However it was conceded that the Grocery store parking was more of a short -time nature and not all day long as it was with the Ceramic Tile employees. Commissioner Presson pointed out that there was a vacant lot to the rear of the Orange County Ceramic Tile Company and that this might be a possible idea to create off-street parking to alleviate the present situation. Commissioner Stang suggested that the Secretary be requested to interview the Orange County Ceramic Tile Manager and suggest the possibilities for the off street parking project. Chair- man Bazil assigned this task to the Secretary. Freeway Route Study The possibility for a Freeway Route running north and south paralelling Highway 39 was again taken under study. ­ThP_*1Zecretary_° reported that several cities had proposed agitation groups to help formulate a possible route and that he thought this City might be asked to participate at a later date. In this event, the Secretary advocated that a Forbidden Zone for the Freeway Route be established around the areas comprising the beaches which would extend as far north as the high school. There was x2 further discussion. Adoption of Official The Secretary reported to the Plan Lines Commission that following the adoption of the new comprehensive zoning ordinance there will become a need for the establishment of an "Official Plan Line Ordinance". The Commission indicated that they would give the plan consideration pending adoption of the new master zoning regulation. Motion was made by 2. 98 Page ;#3 Minutes - H. B. Planning Commission Tuesday, January 6th, 1959 Stang and seconded by Davis recommending -that the Planning Director commence with preparations for an "Official Plan Line Ordinance". The motion carried. Review of Past It was noted in the Planning Commission Year of Progress discussion that the following Master Plans were adopted: in 1957 -.1958 MASTER PARKING PLAN MASTER LAND USE PLAN - MASTER PLAN OF STREETS AND HIGHWAYS MASTER PLAN OF PARKS AND RECREATION THE SUBDIVISION ORDINANCE WAS AMENDED THE MASTER PLAN OF PUBLIC BUILDINGS WAS ADOPTED BY THE PLANNING COMMISSION AND IS UNDER STUDY BY THE CITY COUNCIL. REVISION OF Discussion was held concerning the MASTER PLANS: need for revising the existing Master Plans. It was generally concluded that the Master Plan of Streets and Highways and the Master Land Use Plan should both receive considerable study this coming year with the intention,of bringing both plans up to date with the current trerid of thought. The Secretary reported that the City Engineer had already begun studies for the revision of the Master Plan of Streets and Highways and that any such re- visions should be based on his recommendations. The Commission agreed and a motion was made by Davis and seconded by Liles requesting the City Engineer submit his formal recommendations to the City Planning Commission at his earliest convenience.
