Mayor Irby called theCity Council of the
City of Huntington Beach to order at 7:30 o'clock P. M.
Councilmen present: Lambert, Bryant, Waite, Irby.
Councilmen. absent: Terry ( Councilman Terry arrived at
8:15 o'clock P. M. )
-Business -0n motion by Lambert seconded by Bryant
Licenses
applications for license to conduct
business in the City of Huntington Beach as approved by
the Health Officer, Building Inspector, Chief of Police,
and the Fire Chief, were granted as follows:
John H. Gill, auto parts at 311 Walnut Avenue.
Jack and Jim's Garage, garage at 710 Yorktown, Building #1.
A. L. Best, P. 0. Boa 391, Corona Del Mar, produce only
at the junction of Coast Highway and Highway #39.,

#1, located on Lot 91 Tract 73, having complied with the
requirements of Section 2448.1 of the Huntington Beach
Ordinance Code and the owner .and the bonding company be
notified of the termination, be approved. Motion carried.

Ri gl,e 4 _ Waite the request of D. W. Elliott
for termination of the Fidelity and Deposit Company of
Maryland drilling bond No. 7268832 for well Riggle No.4,
located on Lot 25, Block 1902, Vista Del Mar Tract,
having complied with Section 2427.3 of the Huntington
Beach Ordinance Code, and the owner and the bonding
company be notified of the termination, be approved.

Atlantic Oil Co. term. On motion by Bryant seconded by
drlg. Bond - Well -
Bartlett ki Lambert the request of the
Atlantic Oil Company for termination of the Fidelity and
Deposit Company drilling bond No. 7268539, and cleanup bond
No. 7268540, for Bartlett #1 well, located on Lots 26 and
28, Block 320, Huntington Beach Tract, having complied
with Section 2427.3 and 2448.1 of the Huntington Beach
Ordinance Code, and the bonding company and the operator
be notified of the bond termination, be approved. Motion
carried.
Petition - Parking The City Clerk presented and read
District No. 1
to the City Council the petition
on Parking District No. 1, together with his Certificate
and that of the City Engineer to the effect that said
petition had been duly signed and was sufficient.

The Petition and Certificates as presented to the City
Council were ordered filed.
1dr. Ernest A.Wilson Mr. Ernest A. Wilson, of the law
firm of Kirkbride, Wilson, Harzfeld,
and Wallace, addressed the City Council and explained to
the City Council the next steps to be taken in the form-
ation of a Parking District.
Reso. #1356 The Clerk read Resolution No. 1356,
a resolution of approval and
agreement of terms of petition for the formation of parking
district No. 1 and directing the preparation of report.
On motion by Lambert seconded by
Waite Resolution No. 1356, was approved by the following
roll call vote:
AYES: Councilmen: Lambert, Bryant, Waite, Irby.
NOES: Councilmen: None.
ABSENT: Councilmen: Terry.
Report on Parking The Clerk presented and read the
District 11
report on Parking District No. 1
of the City of Huntington Beach prepared by the City
Engineer.•
Reso. #1357 The Clerk read Resolution No. 1357,
a resolution of preliminary approval
of Engineer's report pursuant to Ordinan.c.e No. 689, Parking
District No. 1.
On motion by Bryant seconded by
Lambert Resolution No. 1357 was approved by the following
roll call vote:

the cost and expenses thereof, and setting a hearing thereon.
Following discussion of Resolution
No. 1358, and on motion of Waite and seconded by Lambert,
Resolution No. 1358 was approved by the following roll
call vote, wherein a public hearing on the question of
the formation of the parking district was set to be held
in the Council Chamber in the City Hall at 8:00 o'clock
P. M.-.Monday, March 2nd, 1959.

NOES: Councilmen: None.
ABSENT: Councilmen: Terry.
Public Hearin; re: The Mayor announced that 8:00 o'clock

dr1g. bonds P. M. was the time and date set for
public hearing on request for termination of oil well
drilling bonds, and requested the Clerk to read the notice
of public hearing.
The Clerk read the notice of public
hearing published in the Huntington Beach News on January
8, 1959, setting a hearing at 6-600 o'clock P. M. on Monday
the 19th day of January, 1959, for the purpose of considering
the request for termination and cancellation of drilling
bonds in accordance with provisions in Section 2427.4 of
the Huntington Beach Ordinance Code for wells located
on property described as lots 10, 12, and 14, Block 615,
Huntington Beach Tract, 17th Street.Section, and that all
interested persons are invit.ed to attend said hearing and
express their opinions for or against the request.
There being no response from the
audience for or against the request for termination of
drilling bonds as requested by the Bank of America,
Administrator of the Estate of Henry S. Woolner, the Mayor

Appraiser's report re:The Clerk read the appraiser's re --
Lots 12--13, Block
813, +AMP Tract. port covering the undivided 2/3
interest in Lots 12 and 13, Block 813, Wesley Park Tract,
wherein the value of the entire lot wasappraisedat
$5,000.00 and the 2/3 undivided interest of the entire

Agreement between City & The Clerk read Memorandum of
Dept. of Pub. Wks. fiscal
year 1958-59 agreement to be entered into
by and between the City of Huntington Beach and the
Department of Public Works, State of California, covering
the engineering project agreement for the fiscal year
1958 - 1959•
Reso. #1359 The Clerk read Resolution No.
1359, a resolution of the City
Council of the City of Huntington Beach adopting budget
and approving memorandum of agreement for expenditure of
funds allocated under Section 2107.5 of the streets and
Highways Code.

of going out of town for the purchase of two auto-
mobiles for the Police Department, and requested the
Council to go on record in favor of making all purchases
commensurate with good sense and good judgement from
legitimate Huntington Beach firms.

Chief of Police to attend the Police Chiefs Meeting at El
Centro on February 28th and 29th, with expenses permitted,
be approved. Motion carried.
