Mayor Irby called the regular meeting of
the,City Council ofthe City of Huntington Beach to order at
7:30 o'clock P.M.
Councilmen present: Lambert, Waite, Bryant, Irby.
Councilmen absent: Terry. (Councilman Terry arrived at
8:10 o'clock P.M..)
Business Licenses On motion by Waite seconded by Bryant the
following applications for license to conduct business in the
City of Huntington Beach were granted:

Ordinance Code: adopting a zoning plan being a precised sect-
ion of the band Use Plan unit of the Master Plan and an offic-
ial plan of said City: Specifying the purposes and effects
of the adoption of said plan whereby various districts are
established in said City: Specifying the uses of land and of
buildings permitted in said Districts: Requiring certain -yards
and other open spaces within said Districts: Prescribing for
the erection, construction, alteration and maintenance of
buildings, structures and other improvements in said Districts,
including the requirements that certain permits shall be se-
cured for certain of such buildings, structures and improve-
ments, and for the use thereof and of land: Defining the terms

allow a model home with offices to be built in an R-4 Suburban
Residential District, location being approximately 450 feet
north of Ellis Street on the west side of Highway #39, and
after a public hearing was held by the Commission on February
3rd, 1959, the following motion was made by Stang and seconded
by Presson to recommend approval with the following conditions:
1. CURBS AND GUTTERS:
That the installation of curbs and gutters shall be re-
quired according to policy, except that the required bond
shall be waived upon certification by the Engineer of the
impracticability of such construction at this time or in
the near future.
2. SIGNS:
Only permanent lighted or unlighted signs as submitted to
and approved by the Planning Commissionshall be permitted.
3. PROVISIONS OF NEW C-1 DISTRICT:
The provisions of the C-1 neighborhood Commercial District
of the newly adopted faster Zoning Ordinance effective on
March 17th, 1959, shall apply and prevail, approved by -
the following roll call vote:
AYES: Liles, Schryer, Bazil, Presson, Sork, Davis, Stang.
NOES: None.

the Commission after a Public Hearing that was held on Febru-
ary 3rd, 1959, passed a motion made by Schryer and seconded
by Liles to recommend approval with the following conditions:
1. 0-1 PROVISIONS:
All provisions of C-1 Zoning District as outlined in the
new zoning ordinance effective on March 17th, 1959 shall
prevail, except that the requirement for a use permit is
waived.
2. NO GARAGE WORK:
No garage repair work nor motor tuneup operations
permitted.
3. OUTDOOR DISPLAYS:
All temporary or moveable signs or other types of outdoor
displays shall be permitted subject to the discretion of
the City Council. The City Council reserves the right to
revoke the permit for temporary signs or other outdoor
displays for any cause at any time.
4. SIGNS:
All permanent lighted or unlighted signs as submitted in
this variance and approved by the planning Commission
shall be permitted, a motion was approved by the following

and also he would be interested in purchasing the property

Recreation Comm. Mayor Irby referred to the Recreation
request re: Parks
referred to Comm. Committee for study and report the request
of the Recreation Commission for the City to accumulate funds
for which to purchase future Park areas in accordance with
the Master Plan of Parks and Recreation that was adopted by
the City Council in December of 1958.

Councilman Waite made the following re-
commendations that all Ordinances, Reso-

Huntington Beach News be printed in 6 point; The quarterly
financial statement of the City be discontinued for publicat-
ion; all proclamations to be approved by the City.Council
and checked by the attorney for legal form; and that all
advertising of the Chamber of Commerce for publication in the
Huntington Beach News be reviewed by the City Attorney for
legal form.
