Commissioners Absent: None. Minutes: On motion by Davis and seconded 'by Schryer, the Minutes of the Huntington Beach Planning Commission Meeting of Tuesday, March 17th, 1959, as transcribed and mailed by the Secretary were accepted as mailed. USE VARIANCE: UV 148 To consider a Use Variance to Applicant: John F. Thompson - By Homer lvlay regulations of the Districting Ordinance to permit exception to the R-3-0 provisions of Ordinance 495• To allow the light manufacture of ceramic figurines and art objects. Located at 411 15th Street and legally described as Lots 9 and 11, Block 415, Huntington Beach Tract. Chairman Bazil opened the hearing to the audience. Homer May, agent of the applicant, addressed the Commission and explained that he himself is the party who would operate a ceramics at the proposed location. He described his present operation and that he would be willing to dress up the building he proposes to use. There being no further comment the hearing was closed. It was brought out in Commission discussion that the building had an original variance for oil tool maintenance and supply that the ceramics manufact- ure would be considered of lighter use. USE VARIANCE: UV 149 To allow a triplex to be built Applicant - Samuel Sapparow by the addition of one resident- ial to an existing duplex in an existing A-1 General Agricultural District. Located 200 feet west of Highway #39 on the south side of Holt Street, and legally described as Lot 123, Tract 417. Chairman Bazil opened the hearing to the audience, there being no comment, the hearing was closed. A discussion was held by the Commission pointing out the large size of the lot and the proposed zoning. A MOTION WAS MADE BY LILES AND SECONDED BY DAVIS RECOTBIENDING APPROVAL WITHOUT CONDITIONS. DIVISION OF LAND: DV 124 DIVISION I: Lot 8 and the S'ly _Applicant - Leo Farwell 15 feet of Lot 10, Block 705, Wesley Park Tract. DIVISION II: Lots 12, 14, and N'ly 10 feet of Lot 10, Block 705, Wesley Park Tract. The hearing was opened to the audience, there being no comment it was closed. A lengthy discussion was held by the Commission concerning the 2. 18J Page #3 Minutes - H. B. Planning Commission Tuesday, April 7th, 1959 problems involved with undersized lots proposed in land divisions. In this particular case, one of the lots was proposed to be 40 feet by 121 feet for approximately 4800 square feet. A majority opinion argued that a large deviation in the required frontage could be tolerated under extreme hardship if the square footage requirement was fully met. However it was stated by majority opinion that to deviate from both the square footage requirements and the frontage requirements in same lot would be too severe deviation and would destroy the purpose and intent of a subdivision ordinance. It was further pointed out that the applicant would still be allotted the privilege of building his home on the property irregard- less of the outcome of this Division of Land, rather he would be denied permission to sell off his house separate- ly as a separate lot at a later date. On the basis that the proposed Division of Land did not fulfill the purpose and intent of the subdivision code, A MOTION WAS MADE BY SCHRYER AND SECONDED BY BAZIL TO RECOMMEND DENIAL: ROLL CALL VOTE: AYES: Liles, Davis, Schryer, Stang, Presson, Sork, Chairman Bazil. Commission discussion brought out that in this case where the applicant requests deviation of the frontage requirement he fully met the square foot- age requirea.Me smallest of the two lots would contain 7,300 square feet. 3. 134 Page #4 Minutes - H. Be Planning Commission Tuesday, April 7th, 1959 A MOTION WAS MADE BY SCHRYER AND SECONDED BY DAVIS TO RECOMMEND APPROVAL WITH THE FOLLOWING CONDITION: CURBS AND GUTTERS: The installation of curbs and gutters shall be assured by the posting of a $230.00 . surety bond with the city clerk on the basis of $2.00 per running foot. The surety bond shall be redeemed if the applicant constructs curbs and gutters along the frontage of his lots according to city standards within the specified period. The surety bond.shall-be forfeited and the City Engineer shall order the required construction accomplished at no additional expense to the applicant, in the event the curbs and gutters are not constructed within 120 days after the City Engineer has officially notified the applicant of established grades and elevations. SITE APPROVAL - Ocean View School District Site No 3 LEGAL DESCRIPTION: Parcel I: E Z, NW 4f NW 47 NW 47 Sec. 36, T.5.S.1 R.11 W., SBB & M., bounded on the N by Talbert Ave., containing 4.78 acres net, with 20 feet of road to be dedicated on Talbert Avenue. Parcel II: NE 4, NW 4, NW a, Sec. 36, T.5.S., R. 11 W., SBB & M., bounded on the N by Talbert Ave., containing 9.56 acres net, with 20 feet to be dedicated on Talbert Avenue. SEWAGE DISPOSAL: Possible to connect with Huntington Crest trunk line which is served by Midway Sanitation District. SOIL CONDITION: Sandy loam. PRESENT ZONING: R-4 Suburban Residential District. PROPOSED ZONING: R-1 Single Family Dwellings ADJACENT PHYSICAL Gasoline Service Station to the west FEATURES: Cemetary to the north - housing tract to the south and east. MASTER PLAN STREET Talbert Avenue proposed for a 100 ft WIDTHS right-of-way Primary Highway in accordance with both the City and County Plaster Plan of Streets and Highways. SLATER: Sources available. POTENTIAL LAND USAGE: In the opinion of the Planning Department the land use in the north- west quarter of Section 35-5-11 has the greatest potential as single family residential with schools and churches, Highway frontage excepted. SPECIFIC PROBLEMS: Ample parking facilities should be planned for. The City should con- sider the possibility of a park site in conjinction with the proposed school site. A MOTION WAS MADE BY DAVIS AND SECONDED BY SORK TO GIVE SCHOOL SITE APPROVAL OF SITE NO 3 WITH THE FOLLOWING CONDITIONS: 1. The 990 feet frontage along Talbert Avenue shall be dedicated and improved with curbs and gutters to a width of 50 feet to the centerline of the street. 2. Ample offstreet bus loading ramps shall be provided. 3. A minimum of 50 parking spaces should be planned for in the ultimate development of the school. Planning Commission Tuesday, April 7th, 1959 PUBLIC HEARING: REVISION OF The Chairman informed the MASTER PLAN OF STREETS AND HIGHWAYS: audience that a public hearing was scheduled for this evening for the proposed revision of the Master Plan of Streets and Highways 1957-1958. It was explained by the Secretary that the proposed revisions were the result of reports and re- commendations of the City Engineering Department. The Chairman opened the hearing to the audience, there being no comment it was closed. The Secretary explained that the revised Master Plan of Streets and Highways would in - elude the following changes and additions to the existing Plan: LIMITED ACCESS ONLY WOULD BE GIVEN FOR ALL DEVELOPMENT ALONG SECONDARY, PRIMARY AND MAJOR ARTERIAL HIGHWAYS. Limited access is method used to restrict the breaking of curbs for driveways, encouraging the use of alleys for driveway purposes along Arterial Highway frontages. OLD REQUIREMENTS: Secondary Primary Major Highways Highways Highways 88 feet 96 feet 112 feet NEW REQUIREMENTS: 84 feet 100 feet 120 feet Changes affecting the map would include the abandammerit of Highway requirements west of Bolsa Chica Street along Smeltzer Avenue. The extension of -Graham and Edwards Streets as Secondary Highways, and the extension of Bolsa Avenue as a Major Highway. Gothard Street was proposed a northerly extension of a Secondary Highway to be located on centerline 330 feet from the Pacific Electric Railroad right-of-way. A MOTION WAS MADE BY PRESSON AND SECONDED BY STANG ADOPTING THE lst REVISION MASTER PLAN OF STREETS AND HIGHWAYS AND RECOMMENDING ITS ADOPTION BY THE CITY COUNCIL. ROLL CALL VOTE: AYES: Liles, Davis, Schryer, Stang, Presson, Sork, Chairman Bazil. NOES: None ABSENT: None. THE MOTION CARRIED. TENTATIVE TRACT 11AP 3126 The applicant - Ralph Davis, REVISED APRIL lst, 1959 Uptown Park Inc., requested Planning Commission approval of revisions of the pre- viously approved Tract Map. After lengthy review and discussion, A MOTION WAS MADE BY LILES-AND SECONDED BY STANG RECOMMENDING APPROVAL WITH THE FOLLOWING CONDITIONS: 1. Either connected or dry sewers shall be installed. 2. Lots 1, 24, shall dedicate limited vehicular access to Garfield Street to the City of Huntington Beach. 3. Street lighting, tree planting, park requirements, and all other requirements specified in the sub- division code shall be mandatory requirements. 4. Katherine Street shall be named Katherine Avenue. 5. No dedicated Right-of-ways shall be encumbered with previous pipeline easements. ORANGE COUNTY STREET NLL-LING COI�ZIITTEE REQUEST: The Secretary read a letter from the Orange County Street Naming Committeerequesting 7. 138 Page #8 I'Unutes - H. B, Planning Commission Tuesday, April 7th, 1959 that the Huntington Beach Planning Commission take ap- propriate action to change the name of Bolsa Chica Road to Miller Street in conjunction with the Master Plan of Street Names for Arterial Highways. Sentiment in favor of the re- quested change was divided among the members of the Comm- ission. Pros and Cons of the subject were discussed. Commissioner Sork stated that he would like to see all such possible controversial action be postponed until after the Month of June in order that the Commission may concentrate its time and effort towards the referendum election set for June 9th, 1959. The Chairman concurred and postponed any future action to the month -of July, this year. REVIEW REVISED PLOT PLAN Legally described as the FOR UV 120 - Applicant Robert Ingram Easterly 25 acres of that portion of the fractional Southwest quarter of Section 13, T.6.S., R.11.W., in the Rancho Las Bolsas, lying Northwesterly of the Northwesterly line of the 40.00 foot road easement granted to the City of Hunt- ington Beach by deed recorded in Bbok-- 3693, Page 130 Official Records, records of said county; Westerly of the Westerly line of Newland Street 40.00 feet wide; Southerly of a line making an angle of 87°01'2911, measured in the Northwest quadrant at a point on the East line of said Southwest quarter distant Southerly 665.45 feet from -the center of said Section_13; and Northeasterly of the North- easterly line of a proposed freeway as shown on maps on file in the office of the City Engineer of Huntington Beach, California. Planning Commission Tuesday, April 7th, 1959 Highway. The proposed revision consists of changing the plans to include a 37 space trailer park development only. THE MOTION CARRIED. REVIEd BUILDING PLAITS Members of the Planning Commission FOR RESERVING KITCHEN Applicant - W.R. Rayle reviewed detailed plans drawn for the applicant. The preserving kitchen was to be located directly north of the City Yard on property which fronts on Alabama Avenue. The building is scheduled to be a lift slab structure to be built in a presently zoned L2-2-0 District. No offical action could be taken, however it was informally the consersus of opinion that the area would be favorably considered for Planned Manufact- uring, public sentiment permitting. Clifford E.
