Mayor Irby called the regular meet-
ing of the City Council to order at 7:30 otelock P.M.
Councilmen Presents Lambert, Bryant, Waite, Irby.
Councilmen Absents Terry.
Minutes On motion by Bryant seeonded-by Waite
the Minutes for the meetings of May the 4th, May the llth,
and May the 18th, 19590 as transcribed and mailed by the City
Clerk to members of the City Council, Department Heads, Boards
and Commissions,, be accepted without changes and ordered
filed. Motion carried.
Monthly Reports The Clerk read the reports of the
Department Heads for the month of May, 1959•
On motion by Waite seconded by Lambert
the reports of the Department Heads as read by the City Clerk
be received and ordered filed. Notion carried.
Business Licenses On motion by Lambert seconded by
Bryant the applications for license to caaducti bnmies .in

Term. cleanup bond --

ation for termination of the Pacific Ihdemnity Company cleanup
bond No. 2301579 for well Dabney #89 located on Lot 19, Block
1803 Vista Del Mar Tract, having coMplied with Section 2448.1
of the Huntington Beach Ordinance Code, and the operator and
the bonding company be notified of the bond termination, be
approved. Motion carried.
Appeal filed - The Clerk read an appeal filed by John
John F. Thompson -
DV #129 & DV #130 F. Thompson, relative to conditional
Exception for DV 129 and DV 130 as denied by the Planning
Commission of the City of Huntington Beach, at meating held
on May the 19th, 1959. The City Attorney j nfArm&Atha_ City.
Council that it is necessary to hold a Public Hearing on the
appeal filed by John P. Thompson in regards to the Conditional
Exception to Division of Land request #129 and 130, denied -by
the Planning Commission and the City Clerk was instructed to
publish a legal notice in the Huntington Beach News setting
a public hearing on the appeal of John P. Thompson, and said
hearing to be held at 8s30 o'clock P.M., on June the l5th�-1959&

being Southern California Edison Company, to allow certain
additions and changes to the existing Ocean View Electric
Utility Substation without further expansion of the site. The
location being the northwest corner of "B" Street and Winters -
burg Avenue, Huntington Beach. The legal description being
Lots 2--4-6-8-10-12-»14--16, in Block "B" of Tract 5289 and pur-
suant to the Conservation and Planning Law of the State Govern-
ment Code, a public hearing was held on May 19th, 1959 by
the City Planning Commission to consider the petitioners re-
quest and the required legal public notice was properly given

the petitioner and the general public, the following re-
commendation was made by the Planning Commission. A motion
was made by Stang and seconded by Davis to recommend approval
without condition. Motion was passed by the following roll

in accordance with the recommendations of the Planning Com

" to Conditional Exception to tentative
tract maps No. 3429 and 3431, petitioner being Continental

Sac streets with a minimum of 56 feet in width instead of the

over 350 feet in length. The following streets are included

Waite the bids opened and read by the City Clerk be referred
to the City Engineer for checking and report.
R.M. Watkins - g.M. Watkins, architect 4ppeared
Res Karl Kandler -
out curb for garage before the City Council and stated
that he represented Karl Kandler, who had made a request to
break the curb for garage purposes at 1107 Park Street, as
the alley access for the particular house construction was
not conducive to good planning and requested that they be
permitted to break curb for driveway from the street.
Councilman Waite reported for the
Council Committee on the request of Karl Kandler and stated
that he had made a survey in the area and checked with re-
sidents adjaoent to the proposed home location and said that
they had no objections to permit driveway access from the
street and recommended the approval of the request.

the request of Karl Kandler for per-
mission to cut the curb for driveway purposes at 1107 Park
Street, subject to the supervision by the City Engineer

James Wheeler re: On motion_by Bryant seconded by
Lifeguard base station
& mobile unit Waite the request of Janes Wheeler,
the City Engineer, for transfer of the base station and
mobile unit radio equipment of the Lifeguard equipment that
is to be replaoed, be transfered to the Engineering depart-
ment, to provide the nucleus for radio communication for
the public works function and ultimately serve the Street,
Water, Engineering and Building Departments, be approved*
Motion carried.
LL. Co. Fair Assoc. On motion by Waite seonnded by Bryant
to hang banners on
Main St. .the request of the Los Angeles County
Pair Association for permission by the Foley Decorating Come.
�pany of El Monte, to hang advertising banners from the
light standards on Main Street during the period from Sept-
ember 18th, through October the 4th, be approved, subject
to the supervision of the Street Superintendent and subject
to adequate insurance being filed with the City Clerk, be

On motion by Lambert seconded by Bryant
the City accept the offer of Loie Moore and Ferne Gaunt for the
City's interest in Lots 12 and 13, Block 813, Wesley Park Tract,
City of Huntington Beach, and the City Attorney be instructed
to draw up the deed and the Mayor and the City Clerk be author-
ized to execute the deed on behalf of the City, motion carried
by the following roll call vote:
AYES: Councilmen: Lambert, Bryant, Waite, Irby.
NOES: Councilmen: None.

Job's Daughters re: On motion by Bryant seconded by Lambert
4th of July stand
the request of the International Order

H.B.-Elks Lodge On motion by Bryant seconded by Lambert
#1959 re: 4th of
July stand the request of the Huntington Beach
Elks bodge No. 1959 for permission to have stands for the sale
of Hot Dogs and Soft Drinks during the July 4th, 1959 parade
at the following locations:
741 Main Street, 702 Main Street, Triangle Service at 5th"and
Main Street, 614 Orange Avenue, and Terry's Buick at 5th and
Walnut be granted. Motion carried.
V.W. Conn - Re: The Clerk read the Communication received
License fee - weighing
machines from V.W. Conn of 3218 Meade Avenue,
San Diego, California, requesting the City Council to reduce
the annual license fee on weighing machine. scales as it is un-
profitable to pay an annual $12.00 license, and that the annual
rate of such weighing machines is far in excess of other cities
throughout the State. The communication was ordered received
and filed.

Re: Switchboard the City Purchasing Agent be author-
ized to issue a purchase order to the General Telephone Com-
pany to provide for the necessary Switchboard to include
Four Trunks and Nine Stations, in accordance with the pro-
posal of the General Telephone Company, in the City Hall
Building, be approved. Motion carried.

Road awarded contract City Council that he had checked
the bids received for the construction of the beachfront
service road extension and finds that the Goode & Schroeder,

Inc. bid being the lowest and beet qualified bid and recommends
the acceptance of the bid.
On motion by Bryant seconded by Lambert
the City Council in accordance with the recommendations of the
City Engineer accept the low bid of Goode & Schroeder, f+or
the vonstiuction of the beachfront service road and that all
other bids be rejected and the bonds of the bidders be returned
and the Mayor and the City Clerk be authorised to execute the
contra t agreement with %oede & Schroeder,Inc; was approved by
the following roll call vote:
