MINUTES: On motion by Schryer and seconded
by Davis, the Minutes of the
Huntington Beach Planning Commission Meeting of Tuesday,
May 19th, 1959, as transcribed and mailed by the Secretary
were accepted as mailed.
USE VARIANCE: UV 151 To allow a 28 unit apartment
Clement Fearns
to be constructed in an R-4
Suburban Residential District where only 9 units would be
allowed.
Located at 18092 Huntington Beach
Blvd., and legally described as the S 94 feet in the N 567.71
feet of W 330 feet of NW 4 of NW a of NW a of Section 36,
T. 5. S., R. 11. W., S. B. B. & M.
Chairman Bazil opened the
hearing to the audience. Clement Fearns, applicant,
addressed the Commission and asked for favorable con-
sideration.
Warren Crafton, 4430 Radford
Avenue, Studio: City, California, represented himself as
the prospective developer and answered the various questions
by the Planning Commission.
Robert Jones, 18112 Huntington
Beach Blvd., an adjacent landowner, stated to the Commission
he was in favor of the apartment development.
Sabastion Bottari, 18062 Hunt-
ington Beach Blvd., Huntington Beach, addressed the

Commission and went on record in protest of the variance,
stating that he did not wish to have his light cut off
by a two story apartment.
The hearing was closed.
Debate was held by the Commission
with the developer concerning the advisability of using
the rear alley easement to the rear if it can be extended
to Talbert Avenue and improved.
A MOTION WAS MADE BY DAVIS AND SECONDED
BY SCHRYER TO REC0M1 END APPROVAL 17ITH THE FOLLOWING CON-
DITIONS:
REQUIRED ALLEY
1. A fully improved alley of 30 feet width to City
Engineer's specifications will be required to extend
from the applicant's property to Talbert Avenue.
STREET DEDICATION
2. There shall be offered for dedication for street
purposes a parcel the width of the described lot
and to a depth of 40 feet.

THE MOTION CARRIED.
A discussion was brought to the
attention of the Commission regarding the desirability of
requiring garaging which the developer had previously been
in accord with.
A MOTION WAS MADE BY SCHRYER AND
SECONDED BY DAVIS TO REOPEN THE HEARING. THE MOTION
CARRIED.

room to his home. There being no further comment the
hearing was closed. The Commission expressed an opinion
that a 4 feet side yard would be more in line with existing
ordinances.

reached sufficient completion for control of runoff
