by Presson the Minutes of the
Huntington Beach Planning Commission Meeting of Tuesday,
July 21st, 1959, as transcribed and mailed by the Secretary
were accepted as mailed.

Jackson, representative for the
applicant, addressed the Commission
and displayed several large pict-
orial perspectives representative of the type of in-
dustrial uses which are proposed for this industrial park.
1,1r. Jackson gave a brief resume of planned developments
within the requested rezoning area. The area lies within
the major portions of Sections 9, 10, and 16-5-11.
Mr. Jackson was asked by the
Commission whether they were adversed-to the idea of re-
stricted development. He stated that definitely he was
not. He distributed regulatory requirements of other
industrial parks which he felt would be applicable to the
case at hand. He responded to a Commission question, by
stating that a minimum site of one acre would be applicable
for the area.
The Commission `vent on record as
being whole heartedly in favor of the proposed development.
The Chairman ordered the Secretary
to draw up a proposed IIM-1-A" zoning classification by

working in cooperation with the Quinton Engineering firm.
The public hearing date for rezoning was set for the
first meeting following the adoption of the required
zoning classification. The public hearing date for

the Street and wanted a big rear yard for the adjgining

1. There must be proven type of hardship, such as
not sufficient land available, etc.
2. Grounds for a variance to the subdivision were
either nonexistent or not _presented. To deviate
from the ordinance without justifiable cause
would be to denounce the existing subdivision code.

PUBLIC HEARING - The hearing was held at request

to Beach Blvd.

The hearing was held, open to the

11anager, addressed the Commission and stated that it was
his belief that Bolsa Chica Road should remain as the
street name in view of its historical significance and the
fact that the road deadends at the Bolsa Chica Gun Club.
He pointed out that the road does
not connect with Culler Street to the north. He gave his
support to the name Beach Blvd. as a replacement for
Hampshire Avenue and Huntington Beach Blvd. There being
no further comment the hearing was closed.

PUBLIC HEARING: Adoption of additional use
district classifications for
OLD CITY ZONING ORDINANCE NO 495.
And adoption of residential
parking requirements.
Proposed: C-1 Neighborhood Commercial District.
C-2 Community Commercial District.
M-1 Light Industrial District.
Proposed: Residential requirement of one garage or
carport per dwelling unit within every
zone classification.
The hearing was opened to the
public. There being no comment it was closed. A letter
was read by the Secretary sent by the Southern California
Edison Company with several recommendations for revisions.
It was decided by the Commission to adopt items 1, 2, and
3 and incorporate these suggestions into the new proposed
classifications.
Other discussion was held
on the parking requirements for 14-1. It was moved and
seconded to require offstreet parking within the 14-1
District at the ratio of one space for each 400 sq. ft.
of floor area. The motion carried.

read to the Commission.
The applicant was requested to
state his opinion and objections to the conditions - if any.

abutting a sewer easement which in turn abuts the railroad.
He further requested that the betterment agreement clause

variance to the required 60 feet or shall be altered
to become a 60 feet R/'U.
2. Necessary abutments and approaches shall be constructed
by the subdivided for the S N of Heil Avenue railroad
RZVI crossing.
3. All lots within the subdivision which abut the
proposed Flood Control Channel No C-5 shall be fenced
at the R11"W line with 5 feet high chain link fence, in
accordance with Flood Control standards.
4. Vehicular access rights to Heil Avenue from all lots
abutting Heil Avenue shall be dedicated to the City
and shall be so marked on the final map.
5. There shall be required for the final map a covenant;
deed restricting all lots within the proposed sub-
division to single family dwelling use.

7. "A" Street shall be named Lincoln Street to coincide
with Lincoln Street to the south.
8. It shall be required that the subdivider and the
OCFD make the arrangements necessary for construction
of the south one-half of the intersection of Heil
Avenue with Huntington Beach Blvd., to its ultimate
width, at no expense to the City.
9. Street slopes shall meet City standards. Deviations
shall be subject to the approval of the City Engineer.
10. Delete.
11. Final map approval shall be conditioned upon the
availability of the adjoining Flood Control Channel
which in the opinion of the City Engineer has reached
sufficient completion for control of runoff water.
12. Water shall be furnished by the City of Huntington
Beach and shall be so stated on the final map.
13. There shall be connected sewers in compliance with
the subdivision ordinance, and such improvement
plans shall be so submitted with the final map.

The Conditional Exception
was requested for following items:
1. Exclusion of Dry Line Sewer Requirement - variance to
Section 9751.2 (e)
2. Exclusion from 50 feet minimum R/W requirement -
variance to Section 9741.4
An oral engineering report
was made stating reasons why it was not feasible to re-
quire dry line sewers. The report further indicated the
lack of necessity for a 50 feet R/W in this particular case
situated on a bluff site.

RESOLUTION NO 67 A resolution of the Planning Commission
determining that the status of a wholesale - retail candle -
making shop was within the limitations of the C-3 use.
A Condition was attached, that the moulding of candles
shall be conducted within no other areas other than the
rear 3/4 of the building.

COTYMUNITY PARK PROPOSAL A proposal has been submitted
FOR TRACT 392
to the Commission to acquire
2/3 of remaining independently owned lots if the original
1/3 of the lots are dedicated to the City for park
purposes.
The land is located on 20
acres north of Wintersburg Avenue on the east side of
Golden West Street.
Discussion centered around
the total cost of acquisition of the remaining 2/3rds of
independently owned lots. A question was raised -whether
the city condemnation action mould stand up in court
where there is currently no population to support a park.
-The City Attorney feels that condemnation would be
possible by presentation of a study of the area and by
submission of statistics showing the parks geographical
importance in relationship to the surrounding potential
residence areas.
The City Attorney recommended
a minimum estimate of 200 above the cost of the land for

acquisition purposes. He ;,arned that such action could
be lengthy and drawnout.
The Secretary was instructed to
investigate the current appraisals being done for Orange
County Right/`play Department within the sane tract area.
The Commission withheld official
action until such time as a cost study could be concluded.
LEAGUE Or CITIES: Following a discussion, the
Chairman instructed the Secretary
to forward a request for four reservations for the annual
League of Cities to be held in October.
