seconded by Davis the Minutes
of the Huntington Beach Planning Commission 11eeting of
Tuesday, August 4th, 1959, as transcribed and mailed by
the Secretary were accepted as mailed.

The conditions as recommended
by the Fire, Engineering and Planning Departments were
read to the Commission.
The applicant was requested
to state his opinion and objections to the conditions -
if any.
Paul Calvo, the applicant's
engineering representative, addressed the Commission and
stated that he had no objections. The Commission stated
that they were in accord with the recommendations.

PUBLIC HEARING TO REVISE IUSTER PLAN OF STREETS AND
HIGHWAYS:
The proposed revisions were re-
viewed by the Planning Director.
Some of the changes -pointed out
were: Reduction of Quincy Street from Primary to a
Secondary Highway from Highway #39 to Hain Street.
The Reduction of Adams'Avenue from a Major to a Primary
from Brookhurst east to City Limits. Extension of
Bushard as a Secondary to align with 17th Street in Costa
Mesa in the future. The extension of Hamilton Avenue
as a Secondary to align with 19th Street in Costa Mesa
in the future.
The elimination of Magnolia and
Olive Avenues as Secondaries in the downtown section,
and the designation of Ward Street as a Secondary running
north, plus other minor changes.
The hearing was opened to the public,
there being no comment it was closed. It was explained
by the Planning Director that these proposed revisions
were made as a compromise agreement with the Orange County
Planning and Road Departments in order to better co-
ordinate the County road system and to help qualify the
City for the new -County -City Mutual aid program which
distributes state gas tax funds in accordance with needs

and matching funds of participating cities.
The Commission Trent on record
as both favoring the mutual aid program and the minor:
revisions in the blaster Plan of Streets and Highways.
RESOLUTION NO 68 A motion was made by Schryer
and -seconded by Davis to adopt
Resolution No 68, a resolution adopting revisions to the
Master Plan of Streets and Highways.

PUBLIC HEARING PROPOSED 1,1-1-A RESTRICT T,IANUFACTURING
DISTRICT CLASSIFICATION.
The Secretary relayed a
communique from a zoning applicant - Title Insurance
and Trust Company which stated that they would appreciate
an extension of time prior to taking action on this class-
ification adoption. They stated that they would like
to submit further additions to the classification, in
spite of the fact they had originally approved the
Planning Department's submitted form.
The Planning Commission Chairman
granted the request of Title Insurance and Trust Company
and announced that the hearing would be continued pending
the hearing this evening.
The hearing was opened to the
audience for comment, there being none, the hearing was
closed.
The hearing was continued to
the following meeting at 7:30 P. I;i.
The Commission held a study
session of the proposed classification.

The Commission stated that they
would cant subsections (a) (b) (c) and (d) re-
inserted under subsection (1) of the first Section of
M-1-A.
Under parking restrictions, the
Commission recommended one space for each 350 square
feet of gross area for buildings of 5000 square feet
or under.
Under Building Construction Section
the Commission recommended that the following paragraph
be applicable:
All structures erected within the
M-1-A zone shall, with the exception of trim and other
minor architectural features, be constructed of ceramics,
masonry, concrete, stucco or other materials being similar
in nature, or metal panels, approved by the Planning
Commission.
Under landscaping, the Commission
recommended the following be applicable:
1,11inimum landscaping approved by
the Planning Commission shall be maintained along all
setback areas and all such required landscaping shall be
made a part of any plans submitted prior to issuance of
any building permits, and compliance made therewith be-
fore notices of completion are issued by the building
department.
Under height limitations, the
Commission recommended that a maximum height of 40 feet
or two stories be applicable, with variations subject
U6' Commission approval.
Also the Commission recommended
that the County version of Ordinance 916 be included
within this zoning classification. Ordinance 916 states

that within the C-1, C-2, or II-1, all new structures
constructed thereon shall require the improvement and
dedication of right-of-way to the ultimate width of the
Master Plan of Streets and Highways and according to
City specifications.
A new version of the proposed
classification was ordered submitted from the Planning
Department.
PUBLIC HEARING - Chairman Bazil requested the
IJASTER LAND USE PLAN
Planning Director to make
a presentation of the proposed Easter Land Use Plan
Revised. The proposed plan was submitted for public
scrutiny. The major features of the new map were the
proposed Planned Industrial Park on the 1000 acres of
the Peck Estate located on a section and one half north
of Smeltzer Avenue and bounded by Bolsa Chica Road,
Springdale and Edwards Streets.
Other features included the
area for a proposed refinery north of Atlanta Avenue
between Newland and Cannery Streets. Also included was
a new shopping center area of the Community type at the
southwestern corner of Heil and Highway ;r39, adjoining
the Flood Control Channel.
The hearing was opened to
the public, there being no comment, the hearing was
closed.

Master Land Use Plan Revised
September 1959.

AIJENDMENT TO W 151 Legally described as the S 94 feet
Applicant -
Warren Crafton in the N 567.71 feet of tit 330 feet
of NW of NVV 4 of NW 4 of Section
369 T. 5. S., R. 11. Vr., S. B. B. & M., and located at
18092 Huntington Beach Blvd.
The applicant had originally sub-
mitted his request for 28 apartment units and was granted
with/
the units the provision that a rear alley access be
maintained. Applicant has since learned that access of
an alley to the property is not feasible at this time.
Applicant is requesting an amendment to allow a 15 feet
side alley with the necessary parking in the rear.
The Chairman asked for comment
from two adjoining property owners, they voiced no
opposition to the requested change, providing that the
parking requirements were met.
The Commission went on record as
being in favor of the amendment providing certain cond-
itions could be met. They asked for the following
revisions:
1. That parking be rearranged to provide 28 carport
spaces to be more suitably located at the rear of
the property.
2. That the front setback shall be increased to the
50 feet mark.
3. That redesigning the building should be investigated
to determine whether a block C shape would not be
more practical.
The hearing was continued to the
next meeting, in order to allow the applicant to resubmit
his plot plans. The Chairman requested the Secretary to

notify all property owners in the surrounding area of
the next meeting.
DISCUSSION OF The Director of Building and
TRAILER PARK CONTROLS
Safety attended the meeting and
requested that the Planning Commission support the Building
Department in their efforts to strengthen the Trailer Park
Ordinance regarding single trailers on private property
zoned for other than trailer parks.. The City Attorney
advised the Building Director that he could proceed without
Planning hearings and merely as a Building Department
Ordinance. The Planning Commission stated that they were
wholeheartedly in accord with the proposal and that they
would endorse any action the Building Director takes to
curb the flagrant violations of illegal trailer parking.
RESERVATIONS:
Chairman Bazil instructed the
Secretary to make reservations
for the League of Cities Convention in San Francisco this
coming October.
