None. On motion by Schryer and seconded by Davis the Minutes of the Huntington Beach Planning Commission Meeting of Tuesday, August-18th, 1959 as transcribed and mailed by the Secretary were accepted as mailed. PUBLIC HEARING: Proposed Classification of "1•I-1-Alt RESTRICTED MANUFACTURING DISTRICT. Chairman Bazil asked the Planning Director for a report and a revised version of the proposed M-1-A Zoning Classification. The Planning Director re- viewed the revised edition of the proposed Ordinance explaining that question marks were inserted in some in- stances where there were controversial issues involved. Chairman Bazil opened the hearing to the audience. Mr Ray 0. Kushe, President Quinton Engineers LTD., 812 W. Eight Street, Los Angeles 17, California, addressed the Commission and reviewed the points of interest with which his firm took issue. He requested that industrial or emergency hospitals be in- cluded within the ordinance. Members of the Commission felt that a portion of the tract should be rezoned specifically for such uses as motels, professional offices and industrial hospitals. Mr. Kushe conceded that it could be worked out in this manner and refrained from further comment. Under the topic of Use Permitted, Mr. Kushe stated that he:had no objections to deleting automobile rebuilding, blacksmithing, but that he wished further discussion on the topics of electric or gas foundarys, electroplating processes. Mr. Kushe admitted that electroplating was a dirty operation but advised the Commission that it could easily be screened from surround- ing properties. He requested that the electric or gas foundry be a permitted use as a subsiderary process. Members of the Commission expressed the opinion that they would approve of the three uses as'permitted subsiderary processes. Mr. Kushe suggested revisions both in landscaping and performance standards. Both revisions were acceptable to the Commission. Mr. Kushe stated that he -was quite satisfied with the proposed zoning except for the minor revisions which were compromised by the Commission. There being no further comment from the audience the hearing was continued. Chairman Bazil ordered the Secretary to make the agreed upon revisions and represent the proposed ordinance for resolution adoption at the next meeting. AMENDMENT - USE VARIANCE: UV - 151 (Continued) Applicant - Warren Crafton To allow a 28 unit apart- ment to be constructed in an R-4 Suburban Residential Zone. Located at 18092 Huntington Beach Blvd., and legally described as the S 94 feet in the N 567.71 feet of W 330 feet of NW 4 of NW 4 of NW 4 of Section 36., T. 5. S., R. 11. W., S. B. B. & M. Chairman Bazil opened the hearing to the audience. Warren Crafton, applicant, told the Commission he felt he could redesign the layout to 2. 213 Page 7#3 Minutes - H. B. Planning Commission Tuesday, September 1st, 1959 provide the 28 spaces. Discussion was opened on the subject of inadequate parking available. It was suggested that he be permitted to build as many units as can be provided with garaging. A MOTION WAS MADE BY SCHRYER AND SECONDED BY DAVIS TO RECO&1END APPROVAL WITH THE FOLLOW- ING CONDITIONS: 1. REQUIRED GARAGING: There shall be required garages or carports provided for 2$ units to be located in-aconveniant manner according to City Specifications as approved by the Building Inspector. 2. STREET DEDICATION: There shall be required the offer for dedication of frontage Right-of-way to a width of 42 feet for future service road purposes. ROLL CALL VOTE: AYES: Presson, Davis, Sork, Schryer, Stang, Liles, Chairman Bazil. NOES: None. ABSENT:- None. THE MOTION CARRIED. USE VARIANCE: UV 160 To permit beer and wine to be Applicant - Allie Pasini sold in conjunction with restaurant food service. Cafe located at the northwest corner of Aldrich Street, and Huntington Beach Blvd., legally described as Lots 11, 12, 13, Tract 417. Present zoning is A-1 General Agricultural District. A report and recommendation was read by the Planning Director. The hearing was opened to the public. Mrs. Pasini, applicant, addressed the Comm- ission and stated that she had no objections to the curb and gutter requirements nor to the parking requirements. CURBS AND GUTTERS OR PATAMS Curbs and gutters shall be required along all property frontage of Highway 39 and Aldrich.Street. Curbs shall be required for at least 405o of the lenial footage required. 2. PARKING Six (6) spaces in accordance to City Specifications shall be required for customer parking. ROLL, CALL VOTE: AYES: Schryer, Davis, Sork, Liles, Presson, Stang, Chairman Bazil. NOES: None. ABSENT: None. THE MOTION CARRIED. USE VARIANCE: UV 161 Applicant - Charles W. McCandless To allow a nursery apprati.on together with a general landscaping merchandise business within the C-1 Local Business District. Located at the SE corner of Wintersburg Avenue and Huntington Beach Blvd., and legally described as Lots 2, 41 69 82 10, 12, 14, 16, 18, 20, 24, Tract 298. EXCEPTING the portion thereof deeded to the State Division of Highways. A report was read by the Planning Director. The hearing was opened to -the public. Fred Swartz, 17022 "A" Street, Huntington Beach, California, addressed the Commission and explained that a petition containing the signatures of 38 property owners had.been filed with the Secretary in order to protest.the granting of UV 161.•-He stated that he felt no one in the area would object to a good -class of business enterprise, but that this was a shoddy operation. 4. 215 Page' #5 Minutes - H. Dickey representing the 'First Baptist Church stated to the Commission that his concregation'opposed such a nuisance operation being permitted to operate across from the elementary school and their church. They had no objection to an enterprise more suitable for the corner. Charles 71. McCandless, applicant, addressed the Commission and appologized for irritating the neighborhood. Bradley coffee shop to be constructed in an A-1 General Agricultural District. Located 75 ft. north of I.IacDonald AVOnU@ on the west side of Highway 39, and legally described as hots 116, 117, 118, Tract 417.` The Planning Department report recommended resubmittal of the plot plans in order that adequate,parking might be provided. The hearing was opened to the public. G. V. Bra.dley, applicant, addressed the Commission and discussed his plans. The Commission noted that there was in:suffibient area for the proposed buildings and required parking. USE VARIANCE: UV 163 To allow the IJanufacturing Applicant - Henry George operation of small boat assembly, no painting or finishing to be done, in the C-1 Local Business District in variance to Land Use Ordinance 351. Located at 17441 Huntington Beach Blvd., and.legally described as the N 132 *ft of the 'S 264' ft. of the E of the S 2 of the SE 4 of the NE 4 of Section 26, T. 5. S., R. ll. W. , S.- B.- B. & ICI., EXCEPTING those portions dedicated to State Division of Highways for roadway purposes. The Planning Department report -recommendations was read. Chairman Bazil opened the hearing to the public. C. L. Corcoran, 17441 Hunt- ington Beach Blvd., Huntington Beach, California, addressed the Commission and asked for clarification of the curb and -gutter requirement. He stated he had no objections to the proposed conditions as the lessor. There being no further comment the hearing was closed. A MOTION WAS I &DE BY SORK AND SECONDED BY STANG TO RECOI,9JEND APPROVAL WITH THE FOLLOiTING CONDITIONS: 1. UV 163 shall expire within three years of the date of approval. 2. Curbs and gutters shall be installed the 132 ft. length of the property frontage in accordance with city specifications. There may be allowed two curb break approaches of 32 ft. each. This condition may be waived on -recommendation of the City Engineer that such construction would not be practical in view of existing drainage ditch. 3. UV 163 shall allow boat assembly only and such act- ivity shall be conducted only between the hours of dawn and dusk and shall be conducted on the rear 160 ft. of the property. 6. 217 Page #7 Minutes - H. PARK PROPOSAL - Tract 392 The Planning Director reported Random Parcels that he had contacted Mr. Bursh of the Orange County Right-of-way Department and had re- ceived some rough draft appraisals from his department. The Planning Director was advised that the cost of acquir- ing the necessary parcels would be about 5 o under the going acreage prices in the area if the parcels were lumped together. The city legal counsel estimated that legal expenses could equal the cost of the land itself. The Commission stated that they would like to see a comprehens- ive study of the problem to determine whether it would be economically feasible to condemn the lots. They noted however that they were not optimistic. REZONING QUESTIONAIRE The Planning Director re - TRACT NO 3510 ported the results of a recent popular opinion survey. The area covered the northern portions of the Eastside Villa Tract. There were 104 properties involved in the survey. Recent count of the returns indicated 26 responses, of which 13 requested R-1 Single Family Districting and 10 requested assorted var- iations of R-2, R-3, R-4 Districting. 3 persons requesting PJI-2-0 were out of towns residents.- The Planning Director proposed to develop a property ownership map to indicate which property requests what zoning. The map is to be presented in the near future. 7. 218 Page #8 Minutes - H. B. Planning Commission Tuesday, September 1st, 1959 REVISION TENTATIVE The map was revised at the last TRACT MAP NO 3420 Applicant - minute and presented to -the Alco Construction Commission. Members of the Commission noted several discrepancies on the map. Chairman Bazil set the action of approval over to the next meeting pending the proper corrections. ORANGE COUNTY STREET The Orange County Street Naming NAMING C011MITTEE Committee requested in a formal letter that a member of this City Planning Commission.be a representative at the next committee meeting this month. Commissioner Schryer was appointed as the representative by the Chairman with unanamous consent. PROPOSED REVISIONS A discussion was held on the topic FOR R-5 DISTRICT of revising the R75 District class- ification to require that trailer park minimum sites be 2 2 acres. Other revisions suggested were that per- sonal services,.and professional offices be allowed within the trailer park confines. The Planning Department was instructed to prepare such proposed changes for. further consideration by the Commission. WESTMINSTER ELEIJEN- The Secretary reported to the TARY SCHOOL DISTRICT REQUEST: _ Commission that it had a formal request by the Westminster Elemen- tary School to approve a portion of its Master Plan of School sites lying within the jurisdiction of this City., The Secretary presented the map and explained that all but one of the proposed, sites were located within the_ proposed 1000 acres industrial tract. The Commission legal counsel advised members.that if they were to approve the proposed sites within the proposed industrial tract. they might be jeopardizing themselves in future action ' 8. 219 Page .#9 Minutes — H. The Commission reached the unanamous decision of disapproving all proposed sites submitted except one, which lies outside of the proposed industrial park.
