Monday, October 26, 1959
Pursuant to adjournment of the meeting of October
the 19th, 1959, for lack of a quorum, the regular adjourned
meeting was called to order by Mayor Irby at 7:30 o'clock P.M.
Councilmen Present: Sork:, Lambert, Irby.
Councilmen Absent: Waite, Terry.
Councilman Terry arrived at 7:40 o'clock P.M.
Councilman Waite arrived at 8:29 o'clock P.M.
Business Licenses . On motion by Lambert seconded by Sork
the applications for Business Licenses to conduct business
in the City of Huntington Beach as approved by the Chief
of Police, Fire Chief, Building Inspector, Health Inspector
and Planning Director were granted as follows:

termination of the Pacific Employers Insurance Company, Cleanup
Bonds No. 01-B-57915 and 01-B-57952, covering wells Newland
No. 1 and Newland No. 2, located on the Newland Estate, north
of Adams and east of Highway 39, having complied with Section
2448.1 of the Huntington Beach Ordinance Code, and the bonding
company and the operator be notified of the bond termination,
be approved. Motion carried.
UVP168 filed by The Clerk read transmittal from the
William L. Turpbow
Planning Commission relative to Use
Variance #1681, filed by William L. Turnbow, of 7941 Aldrich
Street, Huntington Beach, to allow two unattached single family
dwellings in the existing A-1 General Agricultural District,
Location, approximately 400 feet west of Highway #39 on the'
north side of Aldrich Street, legal description being Lot 33,
Tract 417, and following a Public Hearing held on the 6th day
of October, 1959, a motion was duly made by Commissioner Stang
and seconded by Commissioner Presson, recommending approval of
Use Variance #168 without conditions, and the motion carried.

Variance #169, Petitioner being Amy D. Grant, of 7899 Cypress

frontage 100 feet west of Elm Street on the north side of
Cypress Avenue, legal description being the West 171 feet of

Planning Commission a motion was duly made by. Commissioner
Davis and seconded by Commissioner Schryer, to recommend
to the City Council denial for the following reason: The
intent is to obviously circumvent the subdivision lot size
requirements. Motion carried.
AT2 . Grant Amy D. Grant, petitioner for Use
Variance #169, appeared before the City Council and informed
the City Council that her old home was on the place and wants
to build an additional home for her son on the adjacent area.
Councilman Sark Councilman Sork pointed out that it
was well to look into the future as there would no doubt be
demand for someone if the property was resold or by the
present owners at a later date requesting a Division of Land,
Councilman Terry arrived at 7:40

on Use Variance #169, Councilman Terry moved and Councilman
Lambert seconded the motion, that in accordance with the
recommendation of the Planning Commission, Use Variance #169

discussion and deliberation on the matter of granting Mrs.

"Commencing at a point in the City Boundary of the City of
Huntington Beach, said point being also the point of inter-
section of the South line of Gerhart (Heil) Avenue, said
street right-of-way now being 40 feet in width, and the
West line of Bolsa Chica Road, said street right-of-way now,
being 60 feet in width; thence Southerly on the West line
of Bolsa Chica Road a distance of 1321 feet, more or less
to the point of intersection of said West line of Bolsa
Chica Road with the prolongation of the South line of
Block 1, Tract Number 861, M.M. 10 - 35, 36, County of

Ocean. View School The Clerk read a communication received
District: 'fie: Bees
from the Ocean View School District
Superintendent, reporting the problem of bees stinging children
during the school hour sessions and asked if the City could
assist in the solving of this serious problem.
On motion by Sork seconded by Lambert
the City Clerk be instructed to address a communication to the
Department of Health, County of Orange, relative to the bee
problem in the Ocean View School District, be,approved. Motion
darried.
Hearing - Re.: dame The Clerk read a notice receeved from

to Beach Blvd. on the Board of Supervisors of Orange
County, giving the time and place
for hearing on the proposed changes of certain areas of State
Highway #39 to Beach Boulevard, and Fullerton Road to Harbor
Boulevard, and said hearing to be held at 11:00 o'clock.A.M.
on the 18th day of November, 195.9, at which time the Board
will hear and consider the proposed changes of the names --of
streets mentioned and objections to such proposal.

A Resolution of the City Council of the City of Huntington Beach
adopting a revision of the Master Plan of Streets and Highways.
On motion by Lambert seconded by Terry
Resolution No. 1396 was passed and adopted by the following roll
call vote:

reference, the Uniform Sign Code, 1958 Edition of the Inter-
national Conference of Building Officials," and said public
hearing will be held on the said proposed Ordinance No. 733,
on the 26th day of October, 1959, in the Council Chamber, City
Hall, -of the City of Huntington Beach at the hour of 8:30
o'clock P.M. -at which time -any and all persons interested may

Agreement between The Clerk read an Agreement between the
City & Orville W. Nelson
City of Huntington Beach, referred to as
City and Orville W. Nelson, referred to as developer, an agree-
ment whereas the developer at his own cost and expense has caused
the construction of a sewer line for the disposal of sewage on
Delaware Avenue, from 590 feet north of Garfield Street to Gar-
field Street, a portion of which sewer line may be available to
property on Delaware Avenue, for which to date no payment has been
made by abutting property owners, and which sewer line is to be
dedicated to the City by developer, and providing for future re-
fund to developer for connection to line by other users.
On motion by Lambert seconded by Waite
the Mayor and the City Clerk be authorized to execute the agree-
ment between the City and Orville W. Nelson, be approved. Motion
carried.

California, for authority to extend service to areas in and

ordered paid. Motion carried.
Councilman Waite - Re: Councilman Waite brought up the

lease the City acreage available adjacent to Highway #39, and
Highway 101, and requested the City Council members to get
together in order to formulate the final conditions of the
lease, in order that the area can be advertised .for develop-
ment.
The Council agreed to adjourn to
6:00 o'clock P.M., Wednesday, October 28th, 1959, to discuss
the lease proposal.

Engineer was instructed to check and report on the area he
considers not needed by the Signal Gas & Oil Company covering

canal through the City property and the City Attorney be in-
structed to frame the letter"to the Signal Gas & Oil Company

claim on the area not required, be approved. Motion carried.
Purchasing Agent Re: On motion by Waite seconded by Lambert

for Police Dept.. �_ the City Purchasing Agent be instructed -
to get the exact charges from the General Telephone Company,
covering the zone system changes requested by the Chief of
Police, be approved. Motion carried.
On motion by Waite seconded by Lambert
the meeting of the City Council be adjourned to 6:00 o'clock
P.M., Wednesday, October 28th, 1959, be approved. Motion
carried.
