Mayor Irby called the regular meet-
ing of the City Council of the City of Huntington Beach
to order at 7:30 o'clock P.M.
Councilmen.Present: Sark, Terry, Waite, Irby,
Councilmen Absent: Lambert. (Councilman Lambert arrived at
- 7;40 o'clock P.M.)

the City Planning Commission relative to Conditional Except-
ion Use Variance No. 190. Petitioner being Francis Herrera,
of 630 So. Euclid Avenue, Anaheim, California, to allow the
conversion of present structure - six units .to a motel,
together with four new units and managers apartment to -.be
constructed with swimming pool added. Location, the south
side of Eleventh Street, legal description, Lots 16, 1$, 20
and 22', Block 1101, Huntington Beach Tract, and that a public
hearing was held on February 2nd, 1960, by the City Planning
Commission to consider the petitioner's request, after the
required legal public notice was properly given prior to the
hearing. A motion was made by Commissioner Thompson and
seconded by Commissioner ',-etson to recommend approval of
Use Variance No. 190, without conditions, was papsed by the
following roll call vote:

NOES: Doutt, Chairman Bazil.

AV#191-William Wise The Clerk read letter of transmittal
received from the City Planning Commission relative to Cond-
itional Exception, Area Variance No. 191. Petitioner being
William Wise, 7412 Smeltzer Avenue, Huntington Beach, to
allow a -five foot front yard setback in the R-3 District.
Location being the southwest corner of Eleventh Street -and
Lake Avenue. Legal, description, the southerly 105 feet of
Lots 51 and 52 measured at the west property line, Black 910,
Wesley Park Tract. After a public hearing was held on Febru-
ary 2nd, 1960, by the City Planning Commission'to consider

L'VYP187-Harry Tancredi The Clerk read letter of transmittal
from the City Planning Commission, relative to Conditional
Exception, Use Variance No. 187, petitioner being Harry Tancredi,
of 1623 No. French Street, Santa Ana, California, to allow a
two apartment building of 4 units each, in the R-2 District
which allows one apartment for each 2000 Sq. Ft. of land
area, location being approximately 200 ft. southwest of
Indianapolis Street on the easterly side of Geneva Street,
legal description being Lots 301, 31, 32, and 33, Block 808,
Valley View Tract, and that a public hearing was held on
February the 2nd, 1960, by the City Planning Commission to
consider the petitioner's request, and after the required legal
public notice was properly given prior to the hearing, and the
motion was made by Letson and seconded by Stang, to recommend
to the City Council approval with the following conditions:
"All structures shall be limited to single story construction."

visors of the County of Orange to permit the County Clerk
of said County to render specified services to the City of
Huntington Beach relating to the conduct of a General Munici-
pal Election to be held in said City on April 12, 1960.

the same work as this is available elsewhere, hence, only one
quotation, and the bid submitted by the Essick Machinery Company
is approximately 20`l. off regular retail price, and the bid for
one Model 310 Essick Tandem Roller is $2,484.00, and the one
Model 31RT Trailer is $512.50, with a total bid of $2,996.50
plus applicable Local and State Sales Taxes.

of sealed bids for the construction of an addition to the Munic-
ipal Court Building in accordance with the plans and specifica-
tions on file in the office of the City Engineer.

the water hole adjacent to his property.
City Engr__& Fire Chief The City Engineer and the Fire
Chief=i,nforme&'the City Council the water hole has been
there for a good many years and -it is one of the drainage.
problems, but that the Fire Department with the Street
Department will relieve the situation whenever a water
condition arises, and until, such time as the condition can
be remedied by future flood control construction.

Mr. Severin appeared before the City
Council and presented an excerpt of the Constitution of Calif-
ornia, under Article I, which the City Clerk read and further
stated that he was prepared to dedicate the property of and
bordering his lease through the cooperation of the owners,
Mr. and Mrs. M. E. Heaston and to bond for two years perform-
ance of improvements of Huntington and Delaware Streets,
providing the City, within that period, shall have arranged
Jor.completion of improvements to include the three sides of
the Block extending from the improvements, that he'wi2t'have
equal proportiouate _ f ii3apcing , arrangements without discrimin-
ation to that accorded other owners in the block extending
from the leasehold.

tion sites as recommended by acquisition by the Recreation
Commission.and the Planning Commission.

West Orange County Water Board that $284.32 be transferred
from the General Fund to the West Orange County Water Board
Maintenance and Operation Fund, for expenditures made by the
Board for the benefit of the City, be approved. Motion carried.
Reso.-Co. Board. of The Clerk read a Resolution of the
Supervisors -Airport
PLanaing Study__._ Board of Supervisors of Orange County,
California, requesting that the entities of the cities of
Orange County give their full cooperation to the Lockheed Air
- Terminal, Inc., William L. Pereira and Associates and Quinton
Engineers, Ltd., in supplying such information and data as
may be available and necessary for the successful completion
of the Airport Planning Study.

to drawup proposed plans for the re -construction of the present
quarters of the area of the City Hall now occupied by the
Chamber of Commerce that will house the General Office require-

Building Department the City Administrator be authorized
with the City, Attorney to drawup the, necessary amendments to
the Huntington Beach Ordinance Code to provide for additional

Clerk Dutcher Administrator and the Personnel
Committee the request of the Chief of Police for certain
changes in the job description for the classification of
"Clerk. Dispatcher".
Condemnation settle- On motion by Terry seconded by

P.E.R.R. Lambert in accordance with the
suggestion of the City Attorney, the City Administrator
be instructed to organize a meeting with the Pacific
Electric Railway Company, the Mills Land & Water Company
and the designated City Officials to discuss the condemna-
tion settlement as offered by the Pacific Electric Railway
for certain areas of interest to the City on Highway #101
between "A" Street and the intersection of Highway #39 and
Highway #101, be approved. Motion carried4
