Monday, February 29, 1960
Pursuant to adjournment of the
City Council of the meeting of February 15, 1960, Mayor
Irby.called the regular adjourned meeting of the City
Council to order at 6:30 o'clock P.M.
Councilmen Present: Sork, Lambert, Terry, Waite, Irby.
Councilmen Absent; None.
Plans & Spec's The Final Plans and Specifications
H. A. Overmyer Mun.
Wtr Reservoir for the Harry A. Overmyer Municipal
Water Reservoir was presented for approval upon the recom-
mendation of the City Engineer.
Plans & Spec's The City Council referred the plans
referred for
Study _& aqM rt and specifications to the City
Administrator for study and report.
Claim for Damages
filed by Hugh J. Nipp
RE: Collapse of St.
Paving referred to
City Att'y & Ins.
Underwriters
On motion by Lambert seconded by
Sork the Notice of Claim for damages
by Hugh J. Nipp filed with the City
Clerk on February 19, 1960, for
damages suffered by his truck due to alleged collapse of
street pavement near the corner of Ellis Street and Golden
West Street on December 31, 1959 and said damages in the
amount of $630.12, be referred to the City Attorney and the
insurance underwriter for the City. Motion carried.
Reso. #93 - Regulating The Clerk read Resolution No. 930
& Defining Sec. Dist.
Mans. A Resolution of the Planning Com-
mission of the City of Huntington Beach recommending adoption
of proposed Ordinance regulating and defining sectional
district maps.
Planning Director Clifford Tripp
explained the purpose and what the sectional district map
system will accomplish.

Ordinance of the City of Huntington Beach amending the Hunt-
ington Beach Ordinance Code by amending and adding new sections
thereto and adopting a sectional district map system for said
City".
Bids - RE: Addition The City Engineer reported to the City
to Mun. Crt_. Bldg.
Council on the bids received for the
Construction of the addition to the Municipal Court Building,
and recommended the bid be awarded to the low bidder to be to
the best interests of the City.
Fred W. May awarded On motion by Terry seconded by Waite
bid -Addition to Mun.
Court ,31d in accordance with the recommendation
of the City Engineer the contract for the construction of the
addition to the Municipal Court Building be awarded to Fred W.
May for the lump sum price of $1.2,987.00, and the Mayor and
City Clerk be authorized to execute the agreement on behalf
of the City, and all other bids be rejected and the bid bonds
be returned. Motion carried.
Discussion re: Proposed Mayor Irby opened the continuation of
bid of Sinclair % Hanna -
Development of City the discussion on the proposed bid of
Acreage adjacent to

of the City acreage located adjacent to the junction of State
Highways 39 and 101.

sented the Council members with a
schedule showing the name of lessee, area involved, frontage,
term of lease, capital outlay, minimum rental, and per cent
rental on each phase of the development, upon which the County
of Orange and the City of Newport has leased to private enter-
prise.
The City Administrator reported that
the bidders had discussed with him an alternate proposal to
include the beach area now occupied by the Municipal Trailer
Park and should that area become a part of the lease, certain
phases of the operations could pay higher percentages.

the Council their proposed construction.and operating program.

William Gallienne, secretary of the
Huntington Beach Chamber of Commerce appeared before the
City Council and reported that the Chamber of Commerce Board
of Directors went on record as whole heartedly approving
the project in principle and urged the City Council to give
the lease offer serious consideration.
City Att.!y Bauer City Attorney Bauer recommended to
the City Council, since there has been interjected other
possible considerations not included in the bid proposal as
advertised by the City, that any proposed lease to be entered
into be adjudicated and tested in the Court to have the
questions resolved for the protection of the City as well as
the lessee.
H. J. Hanna
H. J. Hanna offered, on behalf of
the bidder, to extend to the City a two weeks extension in
order that the City Council could give further study to the
proposal.
The bidder filed with the City
Clerk a written extension of time.
Mr. Beal Mr. Seal, a renter at the Municipal
Trailer Park reported to the City Council that many trailer-
ites had paid storage rental the past winter and asked that
consideration be given to permit occupancy during the summer
months should a lease be negotiated for removal of the
trailers.
Cecil Wheat Cecil'Wheat addressed the Council
and requested that the percentages offered in proposed lease
be gone over with a fine toothed comb.
The City Council agreed to hold an
informal discussion in the Council Chambers at 8:00 o'clock
P.M. on Wednesday, March 2, 1960.

Lifeguard preliminary The City Administrator presented to
proposed Budgets
the Council preliminary proposed
budget, a budget No. 1, and an alternate No. 2, prepared by
Vincent Moorhouse, Chief Lifeguard and stated a preliminary
budget must be presented to the Board of Supervisors of
Orange County for review within two weeks in order that the
amount of subsidy to be granted the City for Lifeguard
Services to be performed by the City for the County in County
territory.
Chief Lifeguard_ The Chief Lifeguard explained the
various phases of the budget with his views as to the necess-
ary increases over the prior year..
Budget Plan No. 1 On motion by Lambert seconded by
to be presented to
Co. of Or. Terry the Lifeguard proposed Budget
Plan No. 1 be presented to the County of Orange as the tenta-
tive budget. Motion carried.
On motion by Waite seconded by
Lambert the adjourned meeting of the City Council adjourned.
