of the City Council of the City of Huntington Beach to order at
7:30 o'clock P.M.

in accordance with the recommendation of the Planning Commission,
Area Variance No. 199 be granted without conditions. Motion

UV#162 amended - The Clerk read transmittal from the
W.H. Bradley
Planning Commission to the Honorable
City Council relative to Use Variance #162 amended. Petitioner,
W. H. Bradley, 7914 Holt Street, City, to allow a 10 unit motel
and coffee shop as granted by variance to be amended to allow
addition of a cocktail lounge in conjunction with the coffee
shop. Location 75 feet north of MacDonald Avenue on the west
side of Beach Blvd., Legal description being Lots 116, 117, 118,
Tract 417. Following a public hearing held by the Planning
Commission on March 15th, 1960, to consider the petitioner's request
a motion was made by Thompson seconded by Kaufman to recommend
to the City Council for approval with the following conditions:
1. OFF STREET PARKING
There shall be required 18 parking spaces as indicated by
the applicant on the resubmitted plot plan.
2. CURB AND GUTTERS
There shall be required curb and gutters construction along
the entire 75 feet of frontage with an ingress and egress
ramp permitted for a maximum of 32 feet of width.
3. PAVED OFF STREET PARKING
There shall be required the asphaltic paving of all parking
areas proposed.
4. REAR WALL
There shall be constructed on the rear property line, a six
foot high masonry wall the entire length of said property
line.

5. NEON SIGN
There may be permitted one sign of maximum of 80 sq. ft.
within the front yard area but not closer than 10 feet to
any side property line.

Easement Deed - On motion by Lambert seconded by Waite
Harriet Wachs
the City Council on behalf of the City
accept easement deed from Harriet Wachs, a married woman, Reva
Alban, a married woman, Esther Alban, a married woman, Sydell
Alban, a married woman, and Rose J. Jaffe, a widow, each as to
an undivided one -fifth interest granted and conveyed to the
City of Huntington Beach covering the property described as
follows:
"The Westerly 20 feet of the Southwest quarter of the Northwest
quarter of the Northeast quarter of Section 34, Township 5
South, Range 11 West, in the Rancho La Bolsa Chica, as shown
on a map recorded in Book 51, page 13 of Miscellaneous Maps,
Records of Orange County, California." and the City Clerk be
instructed to record the easement deed with the County Recorder
of the County of Orange, be approved. Motion carried.
Public Hearing - Mayor Irby announced that at 8:00
Zone Case #110
o'clock P.M. on this day was the date
set for the Public Hearing on Zone Case No. 110 and requested
the City Clerk to read the legal notice.
The Clerk read notice of Use District
Hearing Zone Case No. 110 as published in the Huntington Beach
News March the loth, 1960, setting a hearing for 8:00 o'clock
P.M. on Monday the 21st day of March, 1960, for the purpose of
considering a petition for a change of zone relative to proposed
change of district zoning in use clAssification from M-2-0
Industrial District to R-5-0 and R-5 District with Oil Drilling
permitted on the forty acre parcel surrounded by Quincy Street,
Memphis Street, Delaware Avenue and Beach Blvd.
The Clerk reported that there were no

Plans & Specs. - The City Administrator Doyle Miller,
Harry A. Overmyer
Municipal Reservoir reported to the City Council that
the Plans and specifications for the Harry A. Overmyer Munici-
pal Reservoir prepared by Lowry and Associates Engineers and
which was subject to a few minor changes in the bond wording
and specifications was now in order and recommended it's
approval.
On motion by Terry secondddc?by Sork
the plans and specifications for the Harry A. Overmyer Munici-
pal Reservoir in accordance with the recommendations of the
City Administrator, be approved. Motion carried.
Reso. #1414 - Hourly The Clerk read Resolution No. 1414,
wages - Harry A. Over-
myer Municipal Reservoir A Resolution of the City of Hunting-
tqn Beach establishing the general prevailing hourly wages
for each craft or type of workman or mechanic needed for the
construction of the Harry A, Overmyer Memorial Municipal
Reservoir in the City of Huntington Beach, California.
City Engineer James Wheeler reported
to the City Council that the prevailing hourly wages for
each draft or type of workman or mechanic needed for the
construction of the Harry A. Overmyer Memorial Municipal
Reservoir as read by the City Clerk in Resolution No. 1414
' are the prevailing hourly wages for each type of craft or
type of workman in this area of Orange County.
On motion by Lambert seconded by
Waite Resolution No. 1414 was passed and adopted by the follow-

Water Reservoir and said bids to be received by 7:30 o'clock
P.M. on April the 15th, 1960 and said bids to be -opened at

published in the Huntington Beach News on.March the loth, 1960
setting a hearing at 8:15 o'clock P.M. on Monday the 21st day
of March, 1960, relative to amending Article 924 of the Hunt-
ington Beach Ordinance Code by revisions of Sections 9241,
9241.12 9244, 9247 and the additions of Sections 9241.2,
9241.32 9241.4, concerning the procedure for granting cond-
itional exceptions.
The Clerk read the letter of trans-
mittal from the Planning'Commission relative to Resolution
No. 94, A Resolution of the Planning Commission recommending
that conditional exceptions be granted or denied at Planning
Commission 'level with right of appeal.
The Clerk reported that there were no

Beach Ordinance Code relating to conditional exceptions by
amending sections and adding new sections thereto.
Clarence I. Nishizu- Clarence I. Nishizu appeared before
Tract # 3659_________
the City Council and presented a
pc,ot plan showing Tract No. 3659 and stated his purpose of
presenting this Tract and appearing before the City Council
was to request the Council to forego the proposed acquisition
of the 5 acre parcel site for recreation purposes within this
37 acre tract for reasons that the Ocean View School District
is taking a fourteen acre parcel out of the 37 acres for school
site and for the City to take an adjacent five acres would
make the 37 acrdeparcel uneconomical to proceed with the
proposed Subdivision and asked the City Council for relief.
Mayor Irby referred the request of
Clarence I. Nishizu relative to the request to forego the
5 acre parcel within Tract No. 3652 proposed to be required
by the City, to the City Administrator for a study with the
Recreation Commission and report findings to the City Council.

City of Hope - On motion by Waite seconded by
solicitation of funds
Lambert the City bf Hope's request
for solicitation of funds for the City of Hope to be conducted
on Sunday, June 5, 1960, be granted subject to registration of
all solicitors with the Chief of Police prior to solicitation,
be approved. Motion carried.
Roy Haysuda-- Roy fttsou:dra appeared before the City
solicitor license
Council and requested consideration
to be relieved of the requirement to take out a license for
solicitor at $50.00 a year, 'as he has only three (3) customers
in the north area of the City limits where he delivers his
products and does not solicit business from door to door.
The City Clerk reported that the
license request of Roy M-k&utfais one that is difficult to
define and as he is not directly soliciting openly but is
delivering a product to customers he has had which service
could be considered as coming under the classification of a
Whhhl Tax.
Mayor Irby informed Roy tkf4c�A to
contact the License Inspector for further review and consider-
ation.
Volunteers of America On motion by Terry seconded by Sork
Solicitation
the request of the Volunteers of Amer-
ica for permission for their solicitors to pickup discards
which includes the activity of collecting household salvage,
furniture, clothing, rage and newspapers in the City about
once every six weeks, be approved subject to the registration
of the solicitors, prior to the solicitation, with the Chief
of Police. Motion carried.
Huntington Beach Co.- The Clerk read a request from the Hunt -
curbs & gutters for
Huntington Shores ington Beach Company in which they
point out that the development of the Huntington Shores project
has reached the stage where it will soon require curbs and
gutters along the west side of Huntington Avenue from Atlanta
to Ocean Blvd. and requested the City to prepare the necessary

grade on Huntington Avenue and pupervise the -installation of
the curbs and ,gutters which expense will be paid by the
property wear and request the City make the necessary install,
ation at their earliest possible time.
Mayor Irby referred the request of
the Huntington Beach Company for curbs and.getters to the
City Administrator and to have plans and specifications
prepared and costs of the installation and report back to the
City Council.
Cecil Wheat and Mayor Irby referred to the City
Nell Wheat - Beach
Concession Administrator for further study and
report the request of Cecil Wheat and Nell Wheat the applic-
cation to build a modernistic beach concession to be located
at approximately seven tit ed� f fitye (950,- feet easterly of
the present access entrance to the beach at the Municipal
Trailer Park.
Recess Mayor Irby ordered a short recess
at 9:23 o'clock P.M.
Council Reconvened The City Council reconvened at
9:35 o'clock P.M.
Appraisal Lots 3,4 & 5 The Clerk read the appraisal recei-

Block 1401, Watson's re -subdivision and said appraisal show-
ing a value of $800.00 for each twenty-five foot lot,
On motion by Terry seconded by
Lambert the City Administrator be instructed to negotiate for
the purchase of Lot 3, 4 & 5, Block &401, Watson's Re -sub-
division at the appraisal price of $800.00 for each twenty
five (25) foot lot, be approved. Motion carried.

Chamber of Commerce On motion by Terry seconded by Lambert
to cease occupancy
that the Chamber of Commerce of the
City of Huntington Beach be notified to cease occupancy of the
present quarters occupied by the said Chamber in.the City Hall
upon the effective date April the lst, 1960, of the new
agreement, be approved. Motion carried.

Agreement - City & The Clerk read the agreement between
Chamber of Commerce
Re: Memorial Hall the City of Huntington Beach and the
Huntington Beach Chamber of Commerce leasing certain portion
of -the main fr-oor of the Memorial Hall, located at Sixth
Street at Magnolia, known as the "Committee Room", and in
addition thereto, an area in the foyer approximately 81 x 16'
centered on the "Committee Room" door and abutting the •north
foyer wall and said lease to run for a term of 1 year commenc
ing on the 1st day of April, 1960 at a annual rental of $100.0(
payable in advance.
On motion by Terry seconded by Lambert
.the Mayor and the City Clerk be authorized to execute the
,agreement on behalf of the City between the City of Huntington
Beach and the Huntington Beach Chamber of Commerce, be approve(

Motors in accordance with the bid offered to furnish a Plymouth
Special Police Car in accordance with plans and specifications
submitted in the amount of $1370.38. Motion carried.
Johnson Glass Co. On motion by Terry seconded by Sork
Re: Glass doors
Memorial Hall that in accordance with the recommend-
ations of the City Administrator the Johnson Glass Company be
given the installation for the glass doors at the Memorial Hall
entrance with glass louvers above, in the amount of $615.00
and the City Purchasing Agent be instructed to issue a purchase
order for said installation, be approved. Motion carried.
Judge Baker - Re: City Administrator, Doyle Miller, read
repairs & Impwovements
Municipal Court Bldg. to the City Council a request received
from Municipal Judge, Celia Baker for certain repairs and
improvements in the Municipal Court Building.
City Administrator Doyle Miller,
stated that he would personnelly inspect and check the various
items requested for repairs and improvements in the Municipal
Court Building and would report costs and recommendations to
the City Council at a following meeting.
Proposed Lease - City Attorney Bauer reported to the
"Driftwood Inn"
City Council that the proposed Drift-
wood Inn Lease is not ready bor presentation and that the
developers of the Driftwood Lease requested that their attorney
look over the completed lease in detail before it is finally
presented to the City Council for consideration and reported
that the developer will have a letter in the mail giving the
City Council another week extension for consideration and
suggested that the City Council adjourn not latter than Monday,
March the 28th, to consider the amended lease.

Mayor Irby referred the subject
of raising minimum size lots and amending the Subdivision
Ordinance to require 7200 square foot minimum size lots for
study and report to the City Administrator.

Terry the City Council of the City of Huntington Beach
adjourn to 6:00 o'clock P.M. on Monday, March the 28th,
