MINUTES: On motion by Doutt and
seconded by Presson, the
Minutes of the Huntington Beach Planning Commission
of April 19th-, 1960, as transcribed and mailed by the
Secretary were accepted as mailed.
ZONE CASE NO 123-- To consider a petition for
Initiated by Reso. 109
a CHANGE OF ZONE, relative to
proposed change of district
boundary and use classification from: M-2-0 District
TO R-2 District.
The following parcels of real
property included in Resolution of Intent No 109 and
affected by the proposed change of zone are described
herewith:
Located on approximately
40 acres of four city blocks with various boundaries
lying approximately between Beach Blvd., Huntington
Avenue, Utica Street, and Clay Street.

AND FURTHER INCLUDED IS A LEGAL DESCRIPTION OF THE
FOLLOWING: Lots 7 thru 16, Block "A", Tract 837,
Lots 7 thru 26, Block "B", Tract 837, and the W. 2 of
Block "C", Tract 837.
The hearing was opened to the
audience. Pat Lyons, 2324 Florida Street, Huntington Beach,
protested the proposed Zone Case on grounds the property
should be developed industrially.
Mrs. Floyd Annin, 717 west Valley View Drive, Fullerton,
California, protested the rezoning pro -
Dosed because she felt her land was
more valuable as industrial.
Aldon Finley, 600 N. Wilson Street, Fullerton, California,
protested the proposed rezoning because
she felt the area was blighted and should
be used for industrial purposes.
Mrs. Verda Orrell, 2713 Beach Blvd., Huntington Beach,
requested that the one half lot of hers
be eliminated from the border area.
Otherwise favored the rezoning.
Glenn Hyepock, 721 E. Utica Street, Huntington Beach,
favored the proposed rezoning to help
upgrade an established residential area.
T,Irs. Carl Stewart, 2721 Beach Blvd., Huntington Beach,
asked that her one half lot included
in the border of the zone case area be
excluded. Otherwise she favored the
rezoning.
Pars. Clara Copeland, 704 Huntington Avenue, Huntington
Beach, wholeheartedly favored the
proposed rezoning.
L. R. Peterson, 912 Florida Avenue, Huntington Beach,
favored the proposed rezoning to protect
the established residential areas.
Vernon Vallercamp, 2509 England Avenue, Huntington Beach,
stated that he had built in good faith
in an area which had been represented
as soon to be rezoned residential. He
favored the proposed residential zoning.
Le-s Potts, 602 Yorktown Street, Huntington Beach, favored
the proposed rezoning stating that he
had built several units in the area and
that the area was predominately residential.
There being no further comment,
the hearing was closed. Commissioner Thompson abstained
from participation in Zone Case No 123, giving the reason

that he had property in the area.
A history of the case was
discussed during which it was pointed out that many
of the residents in the area under consideration have
approached the Planning Commission for aid in rezoning
their area out of industrial and back to residential to
protect the established residential district. It was
pointed out that in September of 1959 a post card survey
was sent out to property owners of record in the general
area and the results of the survey indicated that a ma-
jority of property owners hacl an interest in rezoning to
residential zoning. In March,1960 a petition for re-
zoning to R-2 Residential District was signed by 24
petitioners and submitted to the Planning Department. On
the basis of the petition, the Planning Commission re-
quested a public hearing to determine the sentiment of
the area. A committee of the Planning Commission chose
the general area upon which to hear the public hearing.

AND SECONDED BY PRESSON TO CONTINUE THE HEARING TO THE
MEETING OF MAY 172 1960.
THE MOTION CARRIED.

The Planning Director re-
ported that this request was a revision of a previous
site request which originally was to front on Heil
Avenue. However at the request of the Planning Commission,
the school district willingly relocated the site 660 ft.
north and 660 ft. to the east. The request for relocation
was made by the property ovmers involved:

The hearing was opened to the
audience. Mr Curtis Bluemke, Business Agent for West-
minster Elementary School District explained to the
Commission that the size of the proposed tract would
required a minimum of a ten gross acre site for a Kinder-
garten through 8th grade elementary school to serve the
tract itself. There being no further comment, the hear-
ing was closed.
Commissioners agreed upon the
desirability for a school site with such a large tract,
and that a 10 acre site was reasonable.

feiture of the performance bond. The City shall
retain the right for entry and removal of sign upon
