MINUTES: On -motion by Doutt and seconded by Stang the Minutes of the Huntington Beach Planning Commission Meeting -of June 7th, 1960, as transcribed and mailed by the Secretary were accepted as mailed. USE VARIANCE: UV #209- " : To allow the construction of Applicant - Harry Shafer a 50 bed hospital and drug store as an accessory use thereto in deviation to R-1 Single Family Residence F„ t '-, • District. ` Located approximately 600 ft. south of Heil Avenue on the east side of Bolsa•Chica' Road' on a five acre parcel...,. Legally described as Lot 3, Block 1, Tract 86, Coast Blvd Farms. The hearing was opened to the audience, there being no comment it was closed. The Planning Director re- ported that the necessary plot plans and maps had not been filed at the Planning Office and asked the Comm- ission to continue the hearing to the next regular meeting'.' Located on approximately 4 acres on the SE corner of Beach Blvd., and Yorktown Avenue, frontage 300 ft. on Beach Blvd. Legally described as the N 310 ft. of E 690 ft. of SW a of Section 1-6-11, EXCEPT THE FOLLOWING: 1. The N 165 ft. of E 264 ft. thereof. 2. All parcels dedicated for streets purposes or ac- quired by State Division of Highways. The hearing was opened to the public. Mrs Marion Sallade, 940 Yorktown Avenue, Huntington Beach, addressed the Commission and asked for more specific details. R. A. Russell, Bolsa Realty firm representing the applicant, explained to the Commission that he had previous experience in developing a pet cemetary and that it would be an attractive development for the neighborhood. E. J. Shipsey, applicant, addressed the Commission and reviewed the history of the case. He further discussed his ideas in regards to fencing the property. A MOTION WAS MADE BY LETSON AND SECONDED BY STANG TO APPROVE UV #210 WITH THE FOLLOW- ING CONDITIONS: 1. There shall be required additional dedication of Yorktown Street to 40 ft. from centerline of street along entire length of applicant's property where property abuts Yorktown Street. Planning Commission Tuesday, June 21st, 1960 TENTATIVE TRACT MAP I10 3848 Subdivider - Leon Savitch (Ross Cortese) Number of Lots: 438 Engineer - Millet, King Total Acreage: 95.7 & Assoc. Located North of Smeltzer Avenue, south of Sugar Avenue and East of Springdale Street, and legally described as a portion of the SW 4 of Section 15, T.S.S., R.11.W.9 SBB & M. The Secretary read a letter from Ocean View School District stating that the school board had filed imminet domain on a portion of the pro- posed tract which was scheduled for subdivision. The letter requested that the Commission observe the school site which had previously been granted site approval. Harold Pedersen, Ocean View District Supt., addressed the Commission to substantiate the request of the school board. Jeffery Millet, Subdividing Engineer, informed the Commission that a much more suit- able site had been proposed on the tract. He requested approval of the tract map subject to approval of Ocean View School District approval. The City Engineer stated that the proposed site as advocated by the subdivider would be much more satisfactory from a traffic en- gineering point of view. The Commission felt that more time should be allowed for the school site pro- blem to be worked out. A MOTION WAS MADE BY DOUTT AND SECONDED BY KAUFMAN TO CONTINUE ACTION TO THE NEXT REGULAR MEETING. Kimmich Tract 5229 making each parcel 57 2 ft. x 120.27 ft. Located north of Heil Avenue and approximately 920 ft. west of Beach Blvd. A MOTION WAS MADE BY STANG AND SECONDED BY DOUTT TO RECOMMEND APPROVAL WITH THE FOLLOWING CONDITIONS: CURBS AND GUTTERS: The installation of curbs and gutters shall be assured by the posting of a $230.00 surety or cash bond (or BANK Guarantee) with the City Clerk on the basis of $$2.00 per running foot. The surety or cash bond (or Bank Guarantee) shall be redeemed if the applicant constructs curbs and gutters along the frontage of his lots according to City Standards within the specified period. The surety or cash bond (or Bank Guarantee) shall -be forfeited and the City Engineer shall order the required con- struction accomplished at no additional expenses to the applicant, in the event the curbs and gutters are not constructed within 120 days after the City En- gineer has officially notified the applicant of established grades and elevations. This condition shall become null and void in the event the City Engineer has not provided established grades and elevations within 24 months of approval. A MOTION WAS MADE BY KAUFMAN AND SECONDED BY LETSON THAT THE COMMISSION SHALL RULE THAT THE PROPOSED USE WAS PERMISSIBLE AND PROPER WITHIN THE EXISTING M-2-0 DISTRICT ORDINANCE. He further recommended that an 110" District be adopted in its place in order to simplify the creation of future zoning districts. RESOLUTION OF INTENT 116 A Resolution of Intent of the Planning Commission Initiating Action to amend Article 943 Huntington Beach Ordinance Code. RESOLUTION OF INTO,',' iT 117 A Resolution of Intent of the Planning Commission Initiating Action to Amend Present R-1 Zoning to Establish Alternate Lot Sizes and Yard Requirements. PROPOSED REVISION OF 111-2-0 The Planning Commission DISTRICT ZONING discussed the need for revising M-2-0 District Zoning in order to include more specific uses and to institute Use Permits for all.heavy type of uses. RESOLUTION OF 115TENT 118 ROLL CALL VOTE: A Resolution of Intent of the Planning Commission Initiating Action to Amend M-2-0 District by Establishment of more Clarity of Uses Permitted together with Use Permits Required for Heavy Uses. Planning Commission Tuesday, June 21st, 1960 PROPOSED REVISION OF Chairman Bazil requested the R-5 P.M.T. DISTRICT Commission consider the possibility of revising the existing R-5 District re- stricting trailer parks as an allowed use conditioned upon a use permit. The argument was given that some areas were much more satisfactory than others and that the Commission would like to encourage the construction of professional business office and motel type uses along many major highways and along areas which may not be adequate for good trailer park type development. RESOLUTION OF INTENT 119 A Resolution of Intent of the Planning Commission Initi- ating Action to Amend Article 939, R-5 P.M.T. District. PROPOSED REZONI1JG TO Discussion was held on the R-1 SINGLE M ILY RESIDENCE DISTRICI' possibilities of rezoning that 10 acres which immediately adjoins Tract 3563 to the east. In reviewing the study maps it was pointed out that -the abutting 10 acres was logical for R-1 use similar to 3563. It was the opinion of the Commission that this area could also be included within the Griswold Case. RESOLUTION NO 120 A Resolution of Intent of the Planning Commission Initiating Action to Re- zone 10 acres within Specific Area East of Tract 3563. 14. 44G Page #15 Minutes- H. B. PROPOSED REZONING TO R-2 DISTRICT The Commission dis- cussed the idea of rezoning from County R-4 as adopted by Interim Ord. No 668 to R-2 District a general area bounded by one lot depth south of Main Street on the north, one half block between Beach Blvd., and Florida Street on the east, Clay Street on the south and Huntington Avenue on the west. It was deemed desirable to have the zoning committee review and submit a general area for publuc hearings. RESOLUTION NO 121 A Resolution of Intent of the Planning Commission Initiating Action to Rezone a General Area south of Main Street, east of Huntington Avenue from R-4-X to R-2.
