F;IINUTES: On motion by Stang and seconded by Presson the Minutes of the Planning Commission meetings of July 14th, and July 19th, 1960, as transcribed and mailed by the Secretary were accepted as mailed. FIRST PUBLIC HEARING: MASTER PLAN OF DRAINAGE. The City Engineer made a presentation of the proposed Master Plan of Drainage 1960. He explained how the several districts as outlined were established on the basis of natural drainage basin areas. He pointed further that areas not included in the plan were to be slated for future districts which could not be established until more comprehensive studies were made. The hearing was opened to the audience, there being no comment, it was closed. Further discussion 'study was held on the plan concerning such problems as financial participation, off -site im- provements, and reimbursement clauses. Located at the northeast corner of Pine Street and Quincy Street and legally described as the S 2 of Lot 2, Block 1700, Tract 12. The hearing was opened to the audience. Gerald Tart, applicant, addressed the Commission and explained that he needs the room to expand his existing house for his growing family. The 'Planning Director reported on the construction proposed. There being no further comment the hearing was closed. The hearing was reopened to the audience. Mr. Robert M. Bushnell, applicant, addressed the Commission and stated that he still definitely planned on leasing the property for two automobile agencies from the local area. There being no further comment the hearing was closed. Further discussion was held concerning the establishment of a fifty ft. front set- back line. RESOLUTION NO 129 A Resolution of the Planning Commission of the City of Hunt- ington Beach Making -Recommendation for Zone Case No 126. A MOTION WAS MADE BY THOTIPSON AND SECONDED BY STANG TO ADOPT RESOLUTION NO 129. ROLL CALL VOTE: AYES: Presson, Thompson, Kaufman, Stang, Chairman Bazil. NOES: None. ABSENT: Letson, Doutt. THE RESOLUTION WAS ADOPTED. ZONE CASE NO 131 Resolution of Intent as adopted by the City Planning Commission for CHANGE OF ZONE, relative to proposed district boundary and use classification from: R-1 Single Family Residence District TO M-1 Light Industrial District. AREA I: Located on approximately 25 acres generally bounded by Hamilton Avenue on the north, Newland Street on the east, and the Orange County Flood Control Channel D-1 on the south, and on the west by N'ly line extending north of the WI ly end of the existing Channel D-1. AREAR II: Located on approximately ¢0 acres generally bounded by Hamilton Avenue on the north, Newland Street on the west, Cannery Street on the east, and to a depth of approximately 660 ft. from the centerline of Hamilton Ave. 6. 474. Planning -Commission Tuesday, August 2nd, 1960 AREA III: Located -on approximately 25 acres and gen- erally bounded by Cannery Street on the east and currently recognized as a rotary mud dump. AREA IV: Located on approximately 40 acres and generally bounded by Cannery Street on the east and Banning Avenue on the south. The hearing was opened to the -audience: Saul Deeble, 3939 Gardena Avenue, Long Beach, identified himself as the existing property owner representative. He addressed the Commission and explained that the property was in escrow for potential develop- ment of a subdivision. He protested the proposed M-1 for his land. Ernest Gisler, 760 Main Street, Huntington Beach, addressed the Commission and -ident- ified himself as a farmer and land owner of several acres in the general area. He spoke for himself and his brother Alan Gisler in favoring the proposed zoning M-1 etc. He argued that the existence of the rotary mud dump was a serious deteriment to proposed residential development and that residential develop- ment would ruin the present sewer water irrigation system thus depriving the farmers the right to farm their land. Farm operations on the nearby lands are wholly dependent upon the treated sewer water for irrigation. Evans Koppe, 5835 So. Denker Avenue, Los Angeles 479 California, addressed the Commission and explained that he was associated with the purchasers.and planned to acquire the property for subdivision purposes. He argued that the location in relationship to the beach was ideal for his planned development. 7. 475 Page -n8 Minutes— H. B. Planning Commission Tuesday, August 2nd, 1960 Fire Chief Higgins addressed the Commission and stated that he was advising the Commission that there was a serious noise factor in the areas ad- jacent to the Edison Company.Generating Station. He further advised them that the fire hazard of locating a residential development adjacent to the generating station was far beyond any reasonable safety limits. He pointed out that at present there was two 222,000 barrel fuel storage tanks completed, one under con- struction and another soon to be built, making a total of 880,000 barrels of fuel storage. In addition to this he stated that there was a small 5000 barrel storage tank for cutting oil. The Fire Chief stated that in his opinion, the present 100% diking system was not any- where near sufficient to allow residential occupancy within 1500 ft. of the station due to high life hazard. He gave an explanation that the fuel oil held in storage was a low grade crude type, of about a specific gravity 8, somewhat'heavier than the crude oils handled in the local oil fields. He elaborated that boilovers or foamovers as caused by the oil and heated water would cause the oil to froth and increase in volume as much as 1700 times it original volume. Gerald Bronstein, purchaser in escrow, addressed the Commission and gave arguments why the pro- perty should be retained as R-1. He declared that the one well as currently operated by Standard Oil Co. would be soon abandoned or turned into a minor gas production well. He stated that he believed that the arrangements for shielding the other three independent wells could be worked out. He formally protested the industrial zoning primarily on the basis of proximity to the beach. 8. 4 7 6 Page t9 Minutes - H.-B. Planning Commission Tuesday, August 2nd, 1960 Jeffery Millet, Engineer for future developer of R. C. A.:property, addressed the Commission and asked if the situation of the fire hazard would not equally be prohibitive for industrial. Fire Chief Higgins contended that industrial plants with central shut off valves for gas and switches for electricity would greatly reduce the hazard in a disaster situation. He also ex- plained the difference in time -it would take to evacuate an industrial plant which seldom would operate at night versus the evacuation of hundreds of homes and the locating individual gas mains. J. A. Patterson, Tech Engineering representative, addressed the Commission and explained that his client was Mr Bronstein. He gave a report on soil conditions in the area which he said for the most part was capable for bearing 1000 lbs per.sq. ft. or over. This he described as satisfactory for residential single family housing, but stated that industrial uses could conceivably require greater expense in preparing necessary foundations. John Knudsen, representative for real estate broker involved with Deeble property, addressed the Commission and argued that his firm had spent con- siderable time and money in assembling the property for escrow. -He argued the merits of R-1 due to the close proximity of adjoining R-1 land to the south and the beach. There being no further comment the hearing was closed. The Planning Director reported to the Commission that a previous statetment that Standard Oil Company was willing to participate in an eventual well abandonment program was confirmed. Planning Commission Tuesday, August 2nd, 1960 problems inasmuch as the city would have only limited authority to impose conditions onto an already ex- isting well. Therefore he concluded that the well location problem should be approached with caution. Commission discussion on the case was heard. RESOLUTION 110 131 RECOMLENDING ZONE CASE NO 131 FOR APPROVAL. Legally described as the E 2 of NE 4 of Section 18, T.6.S., R.10.W.9 SBB & M. audience: The hearing was opened to the Evans.Koppe, 5835 So. Denker Avenue, Los Angeles 47, California, stated that the proposed subdivision development was also within por- tions of this zone case. He.requested that the pro- perty -he was involved with be excluded from M-1 Zoning. . Al Farnsworth, 130 E. Main Street, Tustin, California, addressed the Commission and explained that he owned a large acreage to the north adjoining of -this zone case and that he was , highly in favor of the proposed zone change. Wallace P. Weirick, 1415 Pasqualito Drive, San Marino., California, addressed the Commission and stated he too owned a large acreage adjoining the zone case area. He favored the proposed zoning which in his opinion was better suited for in- dustrial use. There being no further comment the hearing was closed. The City Administrator addressed the Commission and stated that in his opinion 11. 479 Page '7#112 Minutes- H.-B.-Planning Commission Tuesday, August92,1960 if the residential subdivision were developed, then the Edison Co.,the Sanitation District and especially the city fathers could expect to hear a constant flood of complaints and objections to the surrounding existing but permanent -physical features of the area which are notorious for being obnoxious to residential use.
