verson was informed that the proposed parking was adequate
for the bowling alley, but that he would be limited to
less retail store space planned for the future as indicated
on the plans because of future limitation on the parking.
A MOTION WAS MADE BY STANG AND
SECONDED BY PRESSON TO APPROVE USE VARIANCE UV #221
WITH THE FOLLOWING CONDITIONS:
1. Where frontages as indicated on the plot plan abut
Garfield Avenue, there shall be required dedication
to the Master Plan of Arterial Highway width of 50
feet to the centerline of the street.
2. Where frontage as indicated on the plot plan abut
Garfield Avenue and abut Beach Blvd., there shall be
required curbs and gutters and pavement out to the
existing pavement in accordance with the City or
State Specifications whichever is applicable. Ex-
ception may only be made where the City Engineer
certifies that the required improvement, -are not
practical from the viewpoint of street design.
3. Where the plot plan indicates proposed aprons for
ingress and egress to abutting streets, such aprons
shall be fully improved to City or State Standards.
4. Parking provisions shall comply with parking re-
quirements as outlined in the "C-2" Community Bu-
siness District.

Chico Company, Inc' proposed change of district

from: M-1 Light Industrial District and A-1 General
Agricultural District as adopted by Interim Ordinance No
668 TO M-1 Light Industrial District.
Located on approximately
70 acres immediately west of the Bouleyard`Gardens Tract,
bounded on the south by Heil Avenue, on the west by the
P.E.R.R. R/W, on the north by Smeltzer Avenue, and on the
east by the Boulevard Gardens Tract.
The Secretary reported that
because of a miscue, the Commission has the choice of two
alternatives. Either deny the case without predjudice
or reinstitute the zoning proceedings by readvertising.
The concensus of the Commission
was that they desired to reinstitute the proceedings for
rezoning to M-1-A rather than M-1.

The hearing was opened to the
audience. Ralph Riggs, manager of the local branch of
Ferro Corporation, addressed the Commission and explained
the needsof the Company and how it was planning for ex-
pansion. It was further explained that the demand for
the company's products because of the extreme and constant
changes in technological processes created an expansion
schedule that could not be accurately planned for more
than one year in advance. Consequently the company felt
that it needed enough latitude to be prepared for any
eventuality. -
Wm. H. Gallienne, Chamber of Commerce
executive spoke on behalf of the applicant.
There being no further comment the
hearing was closed to the audience.
Discussion among the Commission re-
solved itself to granting the M-2-0 Zoning temporarily until
such time as the M-1-A Zoning District could be revised
to provide for all situations the plastics and glass com-
pany might encounter.. It was resolved that the M-1-A
Zoning should be applied as soon as possible, inasmuch as
the M-2-0 District was vague to the extent that the district
did not provide the necessary detail to protect the company.

She further objected to the City Attorney's previous ruling
that a minor error in the legal description did not void
the intent of the notice inasmuch.as the proposed zoning
classification was indicated.
William Cardinall, 18662 Florida
Avenue, H. B., addressed the Commission and asked for
further details on the limits of the proposed zoning.
Thomas Linton, 7882 Kartron Street,
H. B., addressed the Commission and wanted to know how
both sides of Kartron Street were to be zoned. He also
asked about the status of an existing non -conforming use.
Delphino Perez, Fountain Valley,
addressed the Commission and wanted to know what the
previous zoning of County R-4 Suburban Residential District
allowed in comparison with the new proposed zoning.
Daniel Contreraz, 19042 Delaware
Avenue, H. B., addressed the Commission and protested
that he could not develop his curbs and gutters because
of proposed street widening. The Chairman explained
that the problem.did not concern the zoning case.
Mr Contreraz then asked that a city official visit hiq on
Sunday and straighten his problem out.

the hearing was closed to the audience.

PROPOSED MRINA ZONING
The hearing was opened to the
public there being no comment the hearing was closed.
The Chairman asked that the hearing be continued to
allow Commission members more time to read and study the
new chapter. The Secretary reviewed briefly the ob-
jectives of the proposed ordinance and somefthe major
controls which were featured within the ordinance.

DENIAL TO THE REQUEST: BUT NOT-YREDJUDICE FURTHER
CONSIDERATIONS FOR ANNEXATION.
1. In terms of revenue to the City the proposed trailer
park would be a liability rather than an asset.
2. Sufficient control over the trailer park was lacking.
3. Five acres of annexation would serve no real advantage
to the city and would be costly in terms of time and
effort. That annexations which considered by the city
should be of an area large enough to be of consequence to
the city.

DOG CLIPPING SERVICE:

Discussion was held on the question.
Chairman Bazil pointed out that a dog clipping service
was operating in the middle of a prominent Costa Mesa
Shopping Center. It was suggested that the Planning
Director seek out the results and problems of the currently
existing Dog Clipping Service in Costa Mesa.
