On motion by Presson and seconded by Letson, the hlinutes of the Huntington Beach Planning Commission of October 18th, 1960, as transcribed and mailed by the Secretary were accepted as mailed. USE VARIANCE: UV 7f233 Applicant - George Tintle (Macco Corp.) To allow the erection of a 10 f t. x 24 ft. double faced sub- division directional sign to be located at the SW corner of Hamilton Avenue and Brookhurst Street. Legally described as portion of the N L of the SE _,IQ of Section 18, T. 6. S. , R.10.71. , SBB & Id. Agricultural District. Present zoning is-A-1 General The hearing was opened to the audience. Tad Carter, applicant, addressed the Commission and explained the need for a sign -for the sales of a Costa 1esa Tract. There being no other comment the hearing was closed. Chairman Bazil explained that he was opposed to the sign, stating that the City has enough problems with signs -now without providing further space for outside city tract development. Dr. Kaufman_ stated that he did not see the sign as that objectionable inasmuch as it would be granted on a temporary basis. James Crowther, applicant, addressed the Commission and explained that he had already received tentative approval from State Department of Welfare, and had checked with the City Fire Department Officials. Glenn Heypock, addressed the Commission and was in favor of the proposed variance. the hearing was closed. REASONS FOR GRANTING APPROVAL ARE SPECIFIED: 1. Property lies within 330 ft. of Beach Blvd. 2. Property lies across the street from a Vetenary Hospital, and boarding kennels. 3. Property lies adjacent to a commercially zoned district. 4. Unique size of the parcel lends itself to the proposed use, in contrast to strictly residential use. 5. No fully developed or recently developed residential use lies in proximity to the property. 6. Located approximately 2300 ft. north of Smeltzer Avenue on the east side of Bolsa Chica Street. Legally described as future lots 23 thru 28, Tract 3469 (metes and bounds description on file at the Planning Department Office). The Secretary read a letter submitted by the Ocean View School District, protesting the location of the school site on the school district boundary line. The School District emphasized that the school site had not received approval of the district and that Tentative Tract No 4009 was a portion of Tentative Tract No 3862. The hearing was opened to the public. Mr Harold Pedersen, Superintendent of Ocean View School District, addressed the Commission, and explained that the present school site location was not acceptable. 5• 68 M. Page #6 PTinutes - H. B. Planning Commission Tuesday, November lst, 1960' Dr. William Knife, representing the State School House Planning Board, stated that his board opposed the school site at its present proposed location and further recommended a change in location. Jeff Taiillet, Engineer re- presenting the developer, stated that he was under the impression that the location had been approved, and that a change would be costly in terms of time and money. William Lyon, applicant, requested to the Commission that action be postponed to the next regular meeting in order that the problem could be resolved between himself and the school district. Planning Commission Tuesday, November 1st, 1960 A LOTION IAS MADE BY PRESSOIT AND SECONDED BY LETSON TO APPROVE SCHOOL SITE NO 2 WITH THE FOLLOWING CONDITION: 1. Prior to physical development of Huntington Beach Elementary School Site No 2., the Huntington Beach Elementary School District shall financially partici- pate on a proportionate acreage basis in the local drainage assessment district as preliminarily established on the T,Zaster Plan of Drainage. ROLL CALL VOTE: AYES: Presson, Letson, Doutt, Florthy', Kaufman, Chairman Bazil. - ITOES : None. ABSENT: Stang. THE I,ZOTION CARRIED. MASTER LAND USE PLAIT - Chairman Bazil announced that the C012HISSION STUDY Master Land Use Study was now in session. Commissioner Stang, who was absent on business, was slated to make his recommend- ations at the next regular session. Commissioners: Worthy, Kaufman, and Bazil gave presentations of their recommendations for proposed changes of the basic layout of the proposed !,!aster Land Use Plan. Commissioners Doutt, Letson, and Presson stated that they had studied the basic proposal and had no immediate ideas for changes. They reserved the right to make changes during future study changes. The changes proposed were recorded upon the proposed Taster Land Use Plan as an overlay. Chairman Bazil announced that he would appoint a special three man committee to review the changes proposed 1,7ith the idea of consolidating the various proposals to the most satisfactory compromise possible. 71 Page r�9 PSinutes — H. The Planning Department was instructed to coordinate the meeting and provide the necessary maps, materials and studies as Night be requested.
