MINUTES: On motion by :Zetson and seconded by Doutt, the Minutes of the Huntington Beach Planning Commission of November 1st, 1960, as transcrihed'and mailed by the'Secretary were accepted as mailed. TENTATIVE TRACT IVIAP NO 4009 - REVISED Resubmitted Number of Lots: 227 Subdivider: William Lyon Total Acreage: 54 Engineer: Millet, King & Assoc. Located north of Slater Avenue and 659.39 feet east of Beach Blvd., and legally described as portion of the S ; of the NW 4 of Section 25-5-11. The hearing was opened to the audience. There shall be required one loft. x 20ft. parking space for each bed within the permitted Sanitarium. Said parking area shall be required to be paved with minimum 3 inch asphaltic concrete or equivalent. 2. There shall be required dedication of Delaware Avenue to 42 feet to centerline along entire length of frontage as described by UV #237. 3.- There shall be required installation of curbs, gutters, sidewalks and approach aprons along the entire Delaware Avenue frontage as described by UV #237. 4. There shall be required the improvement of Delaware Avenue, along entire length of premises as described by UV #237 to centerline of Delaware Avenue. 5. There shall be required a six foot masonry wall surrounding the premises; except where the front yard area is located, which shall be a 3 ft. masonry wall. 6. Planning Commission Tuesday, November 15th, 1960 THE FOLLOWING FINDINGS OF FACT WERE ESTABLISHED: 1. The proximity to the Five Points Shopping Area. 2. The adjoining Secondary Highway with the intersection of Main Street provide easy -access to the location. 3. The area is -basically an apartment house area, which would not be adversely affected by the Sanitarium. 4. There was no protest heard from adjoining property owners. Wamhoff Jr. kitchen and two car carport to existing garage in the R-2 Zone. Located on the east side of Delaware Street, and legally described as Lot lfi, and 17, in Block 805, Vista Del Mar Tract. x The hearing was opened to the public. Mr. Wamhoff, applicant, addressed the Commission - the proposal was explained. A lengthy Commission study follow- - ed. A MOTION WAS MADE BY•DOUTT AND SECONDED BY WORTHY TO APPROVE UV #238. FINDING OF FACT: UV #238 emulates previous variance cases approved where side yard area was substituted for rear yard in cases which -a hardship existed. Located 534 ft. north of Wintersburg Avenue and legally described as the SW a of the SE 4 of SW a of Section 22-5-11. The hearing was opened to the public, there being no comment it was closed. Study held by the Commission revealed that the banks of the flood control channel obscured the trailer park. Thus it was felt that a chain link fence in this case was adequate. A MOTION WAS MADE BY STANG AND SECONDED BY DOUTT TO APPROVE VP #239 WITHOUT CONDITIONS. ROLL CALL VOTE: AYES: Letson, Doutt, Worthy, Kaufman, Stang, Chairman Bazil. NOES: None. ABSENT: Presson. THE 14MOTION CARRIED. VARIANCE PERMIT VP #240 To allow the addition of s Applicant - Francis J. Martin family room with attached garage in the R-1 Single Family District. Located on the east side of P:Lne.Street, and legally described as Lot 4, Block 1701, Wesley Park Tract. The required rear yard would be replaced by equivalent side yard. The hearing was opened to the public, there being no comment it was closed. Commission discussion followed. A MOTION WAS MADE BY LETSON AND SECONDED BY STANG TO APPROVE VP #240 WITHOUT CONDITIONS. FINDING OF FACT: 1. No protests were heard from adjoining property owners. 2. VP #240 emulates previous variances granted where the side yard area was provided in lieu .of .the rear yard area. 3. Kenneth Miller, 17140 Elm Street, Huntington Beach, addressed the Commission and opposed against granting UV #241. Mr. R. C. Boucher, agent for the applicant, addressed the Commission, and explained the proposed construction. There being no further comment the hearing was closed. Legal description on file in the Planning Dept. Office. The hearing was opened to the public. George Mott, 901 Wilshire Blvd., L. A., Coldwell Banker & Co, real estate agent for the applicant, addressed the Commission. He gave a comprehensive review of the proposed project. Representatives of the Broadway Dept. Stores addressed the Commission and offered to answer any questions. A large display of renderings of similar type projects was exhibited 79 Page ##8 Minutes - H. B. Planning Commission - Tuesday, November 15th, 1960 by Mr. Mott, who accompanied them with explanations. Mrs. Applebury, 8982 Thorp Street., Westminster, addressed the Commission and requested that the property known as Boulevard Gardens be taken into consideration as to rezoning it to R-3. There being no further comment the hearing was closed. FINDING OF FACT: The finding of fact was outlined and reviewed by the Planning Commission to be established by Resolution. RESOLUTION NO 132 A Resolution of'the Planning Commission making Recommendation of approval of Zone Case No 132 To the City Council. THE RESOLUTION WAS ADOPTED. ZONE CASE NO 157 Initiated by Resolution of Intent. CHANGE OF ZONE, relative to proposed change of district boundary and use classification from: R-1 Single Family Residence District TO M-1-A Restricted Manufacturing District. Located on approximately 46 acres lying adjacent and north or Pacific Coast Highway 101-A west of Newland Street; south of Huntington Beach Channel. Legal description on file in the Planning Dept. Office. S. Page ##9 Minutes - H.-B. Planning Commission Tuesday, November 15th, 1960 The hearing was opened to the audience. Carl Wynn, 417 So. Hill Street Los Angeles, addressed the Commission, and introduced himself as representing the land owner. He opposed rezoning the property to M-1-A. He stated that he was requesting an extension of time to allow more feasibility studies to be made. Art Best, 305 Iris. Street, Corona Del Mar, addressed the Commission and stated that he was interested in developing a golf course on a major portion of the property. He was told that the use would be permitted in the M-1-A District. John O'Brien addressed the Commission and stated that he had interest in developing the property as residential. Mr. Eaton, 1920 West Balboa Blvd., Newport Beach, real estate agent, addressed the Commission and stated that he had a client who wanted to develop the property resident- ially. Bud Higgins, Fire Chief, addressed the Commission and stated that he had several months previously made a fire hazard study report on the area. He outlined the areas where residential use would lie within an abnormally high fire hazard area. R. C. Adams, 80 Huntington Drive, Huntington Beach, addressed the Commission and gave opinions of what he felt should be developed on the property. John O'Brien, 354 South Spring Street, Los Angeles., appraiser gave 9. Page ##10 Minutes - H. B. Planning Commission Tuesday, November 15th, 1960 the Commission a brief sketch of what he thought should be developed on the property. THERE BEING NO FURTHER COMMENT THE HEARING WAS CLOSED. A MOTION WAS MADE BY STANG AND SECONDED BY DOUTT TO CONTINUE -THE HEARING TO THE SECOND MEETING IN FEBRUARY, 1960 ROLL CALL VOTE: AYES: Letson, Doutt, Worthy, Kaufman, Stang, Chairman Bazil. NOES: None. ABSENT: Presson. THE MOTION CARRIED. CONSIDERATION OF PROPOSED ORDINANCE CHANGING VARIOUS SETBACK REQUIREMENTS FOR R-1, R-2, R-3, R-4 ZONE The Planning Commission, at the request of the Planning Director, scheduled a public hearing for the review of proposed revisions to the R-1, R-2, R-3, and R-4 Zoning Districts. MASTER LAND USE PLAN - COMMISSION STUDY Dr. Henry Kaufman, Commissioner, was appointed as Chairman of the Master Land Use Plan Study Committee. Commissioner Kaufman outlined the proposed changes on the Master Land Use Plan - Revised, which is currently in the formulation stage. Several changes were indicated for the lower Talbert Valley area, the Huntington Beach Country Club area, the Huntington Beach High School area, and the Town of Wintersburg area. Upon presentation by Dr. Kaufman, the study groups proposals were ratified 10. R Page ##11 Minutes - H. B. Planning Commission Tuesday, November 15th, 1960 by the Commission body as a'whole. A discussion of the Master Land Use Plan was held at length. A MOTION WAS MADE BY DOUTT AND SECONDED BY LETSON TO SET DECEMBER 6th, 1960, AS PUBLIC HEARING DATE FOR THE MASTER LAND USE PLAN.
