Applicant -

Located 600.25 ft. north of Slater Ave., and east of Beach Blvd.,
in Tract No. 3862, and legally described by metes and bounds on
file in the Planning Department Office.
The hearing was opened to the audience,
there being no comment the hearing was closed.
A MOTION WAS MADE BY KAUFMAN AND SECONDED
BY WORTHY TO APPROVE USE VARIANCE UV #243 WITH THE FOLLOWING
CONDITIONS.
1. That a 1000.00 performance bond be posted for each model home
to guarantee removal of each model home upon the expiration of
one year of final inspection of each home.
2. That UV #243 shall expire one year from the date of final
inspection and that UV #243 may be extended one additional
year with Planning Commission consent.
REASONS FOR APPROVAL SPECIFIED:
1. That the erection of model homes are a necessary and normal part
of the subdivision development.
2. That the proposed variance would not be detrimental to surrounding
property owners.

Applicant -
George C. McCracken of four apartments as an
attached multiple dwelling unit. Present zoning is A-1
General Agricultural District, which allows two units.
Located approximately 250 ft. west of Beach Blvd., on the
south side of Stark Street, and legally described as Lot 88,
Tract 417, better known as the Boulevard Gardens Tract.
The hearing was opened
to the Audience. George C. McCracken, applicant, addressed
the Commission and explained the general plans of the
developer. There being no further comment the hearing
was closed. Commission discussion at length was held
concerning the lot area of 10,000 sq. ft. and the proposed
density.
A NOTION WAS MADE BY
STANG AND SECONDED BY PRESSON TO APPROVE USE VARIANCE
UV #244 WITH THE FOLLOWING CONDITION:
1. There shall be required a 12 ft. driveway along the east
side of Stark St.
REASONS FOR GRANTING APPROVAL SPECIFIED.
1. That the area has been Master Land Used for multiple
units.
2. That the proposed unit density of four is not excessive
for the area.
3. That the proposed development is not detrimental to the
neighborhood.

District. Located approximately on 1.25 acres, 330 ft.
south of Garfield Avenue and west of Beach Blvd., and
legally described as Block 3008, East Side Villa Tract.
The hearing was opened to the public.
Richard LaRue, Coast Realty Co., addressed the commission
and explained the proposed development that was planned
as a small neighborhood commercial center. There being
no further comment, the hearing was closed.
Commission discussion followed.
The following factors were weighed: Lack of supporting
population, no intersecting arterial highways, no access
through divider along Beach Blvd., Master Land Use Plan
indicates prematurity of proposed development.

addressed the Commission and stated that he was of the
belief that the applicant was

1911 Improvement Act which was
pending

Newport Blvd., Newport Beach addressed the Commission
and stated that no concrete plans were yet formulated.
He stated that they were contemplating the possibility of
a service station or convenience shops.
Bill Hartge, Senior
Design Engineer, addressed the Commission, and explained
the 1911 Improvement Act, that the applicant had stated
his intentions to proceed development without waiting for
the 1911 Improvement Act to develop Ronald Rd.

Dale Sheinholtz, representative for the applicant, addressed
the Commission, and pointed out the problem which was caused
by the proposed freeway and logical use for the proposed
change to C-2 District.
William Rardin, assistant
Fire Chief, addressed the Commission, and opposed against
the proposed change of zone to C-2 Community Business District,
on the premise that the Fire Dept. would not be able to
provide adequate protection.
Fred Swenson, 8541
Donald Circle, Huntington Beach, addressed the Commission,
and stated that he was opposing the proposed change of zone
because the proposed zone change would allow bars and
packaged liquor stores too close to his subdivision.
Commissioner Kaufman
stated that he would like a further report on the status
of the freeway, and survey of proposed and existing subdivisions.

addressed the Commission to explain that the areas involved
were at intersections of arterial highways and were
planned for churched And professional business offices.

It was noted by the Commission, in their
discussion at length, that the zoning was the fringe
areas of a large subdivision of almost a quarter section.
It was declared desirable to provide areas such as these
for potential church sites.

was opened to the audience. Mr. Weisel, representative for
the applicant, addressed the Commission, and explained that
the recreation lot would be owned on a shareholders basis
among all the apartment units.

proposed development would be high quality and would definitely

addressed the Commission and wanted to know exactly how the

Tract No 4037. Mr. Hartge explained that the tract is
contingent upon tract dev&lopment immediately to the south
in -order that access can be obtained to the Flood Channel.
Vic Kramitbauer,
engineer representing the applicant, stated that he would
request continuance of the map only if -it were deemed an
absolute necessity.
Chairman Bazil,
upon weighing the City Engineers report, asked Kramitbauer
to make the continuance request formally, which was so done.

Code by permitting 55.8 ft lot frontages or greater in
lieu of required 60 ft frontage. In all cases lots shall

The hearing was
opened to the audience. Tim Talbert, applicant, addressed
the Commission to give reasons as to why a hardship
existed. He stated that the subdivision of such a small
parcel presented many more hardships than that confronted:
by a big developer.
Jeff Millet, Engineer
for the Subdivider addressed the Commission to answer all
questions concerning the proposed tract and the requested
variance.
The Secretary reported
to the Commission that the lots with less than 60 ft
frontage would contain approximately 6,700 sq. ft. of lot

is above the minimum standards.

is not available for development and -thus places a
hardship on the adjoining developer.

PUBLIC HEARING: MASTER LAND USE PLAN '
The Planning Dept. presented
the proposed Master Plan including several proposed park
sites.

addressed the Commission and wanted to know if there would
be a park site immediately east of Beach Blvd. and north
of Wintersburg Ave. He stated that he was from the Los
Angeles area, and that there was a big problem of main-
taining open spaces in any rapidly growing city.
The Chairman explained to
Swenson that the City was cooperating with the several
school districts to provide joint recreation programs at
the school plant facilities. And to duplicate the school's

recreational facilities would in most cases be too costly
and could only be accomplished on a gradual and limited
basis.
There being no further comment,
the hearing was closed to the audience. Discussion was
held at length. The Commission agreed to hold a second
hearing before their recommendations were forwarded to
the City Council.
A MOTION WAS MADE AND SECONDED
TO SET THE 2nd HEARING FOR THE MASTER LAND USE PLAN REVISED
TO TUESDAY, DECEMBER 20th, 1960.
THE MTION CARRIED.
PUBLIC HEARING: REVISION OF SUBDIVISION CODE SECTION 9741.6
The Secretary reported that the
proposed change was necessary in order that front yard
access could be controlled along arterial highways where
subdivisions were to be developed. To make the minor
change would be in compliance with the County Arterial
Highways Financing Committee requirements which require
that access to arterial highways be controlled. With the
accomplishment of this minor revision and the setback -
ordinance almost completed, the city will have fully met
the County requirements and will be in a good position to
participate in matching funds projects.

PROPOSED REVISION OF CHAPTER 93 HUNTINGTON BEACH ORDINANCE
CODE.
RESIDENCE DISTRICTS
Further action of the proposal
was postponed 60 days.
STUDY PROPOSAL OF NEW HIGHWAY COMMERCIAL ZONE
Tfih Secretary was instructed
to begin work immediately to adopt as soon as possible
a new Highway Commercial zone which would retain better
city control on highway frontage.
APPOINTMENT OF NEW SUBDIVISION COMMITTEE:
Due to conflict of time
schedules, Dr. Kaufman reported that he would have to
formally resign from the Subdivision Committee which
he enjoyed participating in.
CHAIRMAN BAZIL appointed
Commissioner Paul Doutt to replace Dr. Kaufman. Commissioner
Stang was reappointed by the Chairman to continue as in
the past as part of the Subdivision Committee.
