Mayor Gisler called the regular meeting
of the City Council of the City of Huntington Beach to order at
7:30 o'clock P.M.
Councilmen Present: Wells, Lambert, Stewart, Waite, Gisler
Councilmen Absent: None
The Pledge of Allegiance was given,by all
present in the Council Chamber.
Reverend Harry Leland of the Wintersburg
Methodist Church offered the invocation.
Report of Police On motion by. Stewart, seconded by Waite,
Lenart. Filed.
the report of the Police Department for
the month of November, 1960, was received and filed. Motion
carried.
"r. Berry Taylor = Mr. Berry Taylor addressed the Council to
request for License
request a license for the operation of
a Motor Scooter Rental Agency - a business not specifically
covered by the Huntington Beach Business License Ordinance.
The Clerk informed the Council that this
matter had been brought before them because the nearest coverage
of this business in the License Ordinance was Section 2103.195
Passenger Car Rentals, and that it was felt by the License
Department that his situation differed considerably.
On motion by Stewart, seconded by Wells,
. the request of Mr. Taylor be deferred until the next meeting of
the Council, and the Administrator was instructed to make a
study of the License'Ordinances of surrounding cities to see how
they cover this business. Motion carried.
Mr. Ro er Rowell - Mr. Roger Howell, Attorney of Santa

addressed the Council and requested a continuance of the hearings

Edinger Avenue, be referred to the City Planning Commission for
study and report to Council. Motion carried.

Communication

W. U. Jones, submitting their proposal for construction and operation
of a proposed beach concession, was ordered received and filed. Motion
carried.
Bon6s .released A report from the City Engineer that final
Tracts 3616,
644,3645 inspection had been made on Tracts No.
3616, 3644, 3645, and recommending acceptance, was presented to the
Council.
On motion by Lambert, seconded by Waite,
Council accepted the improvements dedicated for public use.on
Tracts No. 3616, 3644 and 3645, and authorized the release of
the subdivision bonds. Motion carried.

Sandblasting & Metallizing Company,.for renewal of his lease on
a five year basis, be referred to the City Administrator, City -
Attorney, and Councilmen Wells and Stewart for study and report at
the next meeting of the Council. Motion carried.

a letter from Mr. Issac Parnakian protestingi
Mr. Thomas Talbert's proposed building project at California and
Baltimore Streets, be received and filed in connection with a
study being made by the City Engineer. Motion carried.
On motion by Lambert, seconded by Stewart,
the Administrator be authorized to discuss a preliminary appraisal
to determine damage sustained by the City through County Flood
Control Channels near the Southern California Edison Plant, and
to employ an appraiser if necessary, with the City paying one
half the cost and Mr. R. T. Watkins, Sr., paying one half.

On motion by Lambert, seconded by Waite,
Subdivision Bonds for Tracts No. 3789, 3908 J
and 3889 be accepted and ordered filed,
and the Mayor and City Clerk be authorized to execute Subdivision
Agreements for these Tracts on behalf of the City. Motion carried.

1958, as'requested by the Council at the meeting of December 5th,
1960, regarding requests from the First Church of Christ for improve-
ment of Loma and 16th Streets.

Council and requested that the City blacktop and oil these streets.
On motion by Wells, seconded by Gisler; the
Engineer was instructed to take preliminary steps for the paving of
Loma and 16th Streas. Motion carried.
Req. for Projects On motion by Lambert, seconded by Waite,
for A.H. F. r3. 1961-
62 Budf et__,. requests by the City to the County of
Orange for the inclusion of the paving of Goldenwest Streets from
Mansion Avenue to Summit Avenue, and from Talbert Avenue to Slater
Avenue as recommended by the City Engineer, be included in the Arter-
ial Highway Financing Program of the County for the fiscal year
1961-62. Motion carried.

granted to Mr. Joseph Irvine and Mr. Cecil Wheat; that the City
Attorney be instructed to prepare leases covering the rental
of these concessions, and the City Engineer be instructed to prepare
metes and bounds descriptions for their location. Motion carried.

-No. 152, 156, 128, 131, 155, 158 and 159,
which were continued to this meeting from the meeting of November
21st, 1960, were called by Mayor Gisler, Attorney Roger Howell,
Mr. Robert Wynn and Mr. Robert F. Waldron, addressed the Council
and requested further continuance on all Zone Cases scheduled.

that he had been given some protests
against charges being made by the General Telephone Company
for service to some of the outlying areas of the City, and
requested that the matter be investigated.
On motion by Stewart, seconded by Wells,
the City Attorney was instructed to prepare a Resolution
protesting the charging of mileage and excessive rates by the
General Telephone Company for service in outlying areas of the
City. Motion carried.
ir. G. ix. The City Administrator informed the
Jones - Appraiser
Council that the Pacific Electric Rail-
way Company had employed Mr. George Hamilton Jones of Newport
Beach as appraiser to evaluate property along Pacific Electric
right-of-way, jointly owned by their Company and the City, and

recommended that Council authorize employment of Mr. Jones to
also make an appraisal for the City.
On motion by Stewart, seconded by Wells,
the Administrator was authorized to employ Mr. George H. Jones,
as appraiser under the conditions which had been set forth for
the previous appraiser. Motion carried.
j'ol_ice. Chief - The Administrator informed the Council
Co. Peace Off.
.Assoc. Pres. that Police Chief Clinton H. Wright
had been elected by the County Peace Officers Association as
President for the coming year.
On motion by Waite, seconded by Stewart,
the Council commended Police Chief Wright for his service to the
County Peace Officers Association and his election as President
of that body. Motion carried.

Accetitee Federal Insurance Company Bond No.
80041457, in the amount of $10,000. effective December 19th,
1960, insuring the Wilshire Oil Company of California, be
accepted, and the Clerk be instructed to notify Travelers

cancelled effective December 19th, 1960. Motion carried.
