MINUTES: On motion by Presson, and seconded
by Letson, the Minutes of the
Huntington Beach Planning Commission of November 15th, 1960,
and December 6th, 1960, as transcribed and mailed by the
Secretary were accepted as mailed.
USE VARIANCE UV #248
Applicant -
Richard C. Nelson
To allow two single family
dwellings to be permitted in the
A-1 General Agricultural District. Located 318.00 ft west
of Beach Blvd., and north of MacDonald Street and legally
described as Lots 138 and 139, Tract 417.
The hearing was opened to the
audience, there being no comment it was closed. Commission
discussion followed.
A MOTION WAS MADE BY LETSON AND
SECONDED BY STANG TO APPROVE USE VARIANCE UV #248 WITHOUT
CONDITIONS.
Reasons For Approval Specified
1. Two units per lot is in harmony with
the neighborhood.
2. Variance is not detrimental to
adjoining property.
3. A hardship was definitely established.

R-1 Single Family Residential District. Located approxi-
mately 660 ft south of Heil Avenue and approximately 500 ft
east of Beach Blvd., and legally described as Lots 12 thru
20, Tract 3920.
The hearing was opened to the
public. Dale Scheinost, representing the applicant,
addressed the Commission and expressed the need for the
model homes which are normal to all subdivisions.

District. The additional dwelling would provide an excess
of side yard in replacement of the required rear yard area.
Located at 1111 Lake Avenue and legally described as Lots
16 and 17, Block 1113, Wesley Park Tract.

Mr. Anderson, Engineer, V-T-N, addressed the Commission and
stated he wasn't very receptive to either choice of denial or
continuance. He chose to request a two week continuance in
order that the map could be changed as-r•requested by the Planning
Commission. Planning Commission request was to extend "E"
Drive to meet "B" Street.

CONDITIONAL EXCEPTION
TENTATIVE TRACT MAP NO 4039
No of Lots: 576 Subdivider: Buccola Inv. Co.
Total Acreage: 170 Engineer: Lowry & Assoc,.
Located west of Edwards Street
and south of Slater Avenue, and legally described as Portion
of Section 27 and 28, T.S.S., R.11.W., SBB & M.
The Secretary read a letter
submitted by Buccola Investment Co.
The Planning Department Report
was read by the Secretary on which included approximately
19 items which were to be evaluated.
The Secretary read two letters
submitted by the Ocean View School District. The School
District requested a school site from within the proposed
tract.
The hearing was opened to the
audience. Mr. Charles Dougan, Orange County Water and
Air Pollution representative, addressed the Commission
and stated that he was merely in attendance to obtain a
background on the case before it went to the Water Pollution
Control District's review board on the 3rd of January,
1961. He stated that there could be serious problems in-
volved with a development of this sort. He had no idea
to what extent they might be until all available informa-
tion was reviewed by his District board.
Milo Keith, Engineer repre-
senting Lowry & Assoc., addressed the Commission and reviewed
the Planning Dept. report step by step. He attempted to
answer as many of the problems and questions as was possible.

that a number of problems still existed unanswered and that
time was necessary to continue investigation.

ZONE CASE NO 160 CHANGE OF ZONE relative to proposed

The hearing was opened to the
audience. Dale Scheinost addressed the Commission and
explained that the San Diego Freeway off -ramp cut the property
in question down in size and left an odd shaped piece of
land which was not well suited for a logical subdivision.
There being no further comment the
hearing waa closed.
RESOLUTION NO 160 A Resolution of the City Planning
Commission Making Recommendation
of Approval of Zone Case No 160
to the City Council.
A MOTION WAS MADE BY PRESSON AND
SECONDED BY STANG TO ADOPT RESOLUTION NO 160.

Located west of Golden West Street,
and 777.42 ft north of Wintersburg, and legally described as
portion of the E i of the SE a of Section 22-5-11 SBB & M.
The hearing was opened to the
audience. Mr. Bill Hartge, Senior Design Engineer, answered
various questions as to drainage problems. It was pointed
out that Tract 4037 and 4051 would have to be developed
in close cooperation in. -,order to solve the expense of
drainage.
There being no further comment the
hearing was closed. Commission discussion followed.

SECONDED BY LETSON TO APPROVE TENTATIVE TRACT MAP NO 4051
SUBJECT TO THE FOLLOWING CONDITIONS:
1. There shall be required a 5 ft chain link fence
separating all lots of the subdivision from the
existing Orange County Flood Control Channel C-5.

PUBLIC HEARING: Master Land Use Plan
The hearing was opened to the
audience, there being no comment, the hearing was closed.
Commission discussion was held con-
cerning recent Council zoning actions and how it was applicable
to the Master Land Use Plan.
Chairman Bazil asked the Planning
Director to review the areas affected before the next meeting
with Commissioner Presson whose planning area was involved.
The Commission was then asked to
take under advisement separately the several zoning cases
which were referred back to them from the Council Meeting of
December 19th, 1960.
REFERRAL OF ZONE CASES 128, 131, 156, 157, 158
The Secretary reported that the City
Council had referred the above stated zoning cases back to
Planning Commission for further study and consideration.
The cases were reviewed separately
and considered on the basis of their urgency.
Zone Cases No 131 and 156 were singled
out as being of great urgency inasmuch as they bordered the
tank farm of the Edison Generating Station and included the

Steverson's Rotary Oil Mud Dump.
An outline of the reasons were set
by members of the Commission.
They declared their intentions to
forward Zone Case 131 and 156 to the City Council for
immediate action.
RESOLUTION NO 1310 A Resolution of the City Planning
Commission Making Recommendation
of Approval of Zone Case No 131 to
the City Council.
A MOTION WAS MADE BY KAUFMAN AND
SECONDED BY PRESSON TO ADOPT RESOLUTION NO 1310.

Chairman Bazil.
NOES: None.
ABSENT: None.
THE RESOLUTION WAS ADOPTED.
RESOLUTION NO 1560
A Resolution of the City Planning
Commission Making Recommendation of
Approval of Zone Case No 156 to the
City Council.
A MOTION WAS MADE BY KAUFMAN AND
SECONDED BY LETSON TO ADOPT RESOLUTION NO 1560.
ROLL CALL VOTE:
AYES: Presson, Letson, Doutt, Worthy, Kaufman, Stang,
Chairman Bazil.
NOES: None.
ABSENT: None.
THE RESOLUTION WAS ADOPTED.
Further discussion was held on Zone
Cases 128, 157, and 158. The Commission stated their
intentions to further review these zone cases with the intent
of reducing where possible the areas not likely to be
developed as industrial.
The Commission indicated a study
session for the forthcoming meeting would be necessary.

ZONE CASE NO 146
The Secretary reported that
Zone Case No 146 was referred back to the Planning Commission
by request of the applicant.
Zone Case No 146 was scheduled
for the meeting of January 3rd, 1961.
STREET NAMING PROPOSALS
A proposal to rename Wintersburg
Ave., to Warner Ave. was referred to the Planning Commission
by the City Council for a public hearing and study. The
proposals made by the Orange County Street Naming Committee
would be to retain the names of Smeltzer Ave. and Talbert
Ave. as they are.

SECONDED BY LETSON TO SET A PUBLIC HEARING DATE FOR STREET
.NAMES PROPOSALS TO JANUARY 17th,-1961.
