Mayor Gisler called the regular meeting of
the City Council of the City of Huntington Beach to order at 7:30
o'clock P.M.
The Pledge of Allegiance was given by all
present in the Council Chamber. -
Invocation was given by Reverend J. D.
Andrews,Pastor of the First Southern Baptist Church of Huntington
Beach.
Councilmen Present: Wells, Lambert, Stewart, Gisler
Councilmen Absent; Waite
Voting by The City Clerk addressed the Council to
Lights
inform the members that the lights would
be used for voting, and explained the operation of the system.
He stated that a green light would indicate a YES vote, a red
light a NO vote, and that all votes would be registered in the
audience view panel simultaneously when he threw the switch.
Reports of Ueoart. On motion by Stewart, seconded by Lambert,
Heads - Received
and. Filed the reports of Department Heads for the
month of December, 1960, were ordered received and filed. Motion
carried.
License Fees The City Administrator reported to Council
lnvesti^ation
that he had made an investigation of
license fees for businesses similar to the rental of motor scooters,
and that the coverage was generally similar to that required for
auto rental business.

Scooter 'dental the Clerk was instructed to accept an
application from Mr. Barry Taylor, for license to operate a motor

scooter rental with a fee of $65.00 per year, with insurance
requirements to be the same as for taxicabs; owners and opera-
tors to be required to accept all liability; and all operators
be required to have legal driver's licenses. Motion carried.
Mr. Barnie Ritchie On motion by Stewart, seconded by Wells,

a communication from Mr. Barnie Ritchie
requesting permission to operate a pony ride on the City beach,
was ordered received and filed. Motion carried.

License Avenue, Westminster, addressed the Council
to'request that his application for a Taxi License in Huntington
Beach be given favorable consideration.
On motion by Lambert, seconded by Stewart,
the request of Mr. Price for a Taxi License be referred to the
City Administrator and the Chief of Police for study and report
to Council. Motion carried.
Orville Butler Mr. Orville Butler, owner of the
Protest of Taxi
License Huntington Beach Cab Company, addressed
the Council to protest the licensing of another Taxicab Company
in the City. He stated that his company had always been, and
would continue to be in a position to provide adequate taxi
service for the entire City.
Casey I. Hy1a On motion by Lambert, seconded by Stewart,

the Clerk to read the legal notice.

petition for change of zone relative to a proposed change of

located approximately five hundred feet south of Heil Avenue, and..

the City Engineer was granted permission
to attend the thirteenth California Streets and Highway Conference
in Berkley on January 26th through 28th, 1961, together with two
days additional time to study municipal engineering projects in the
Bay Area; reasonable expenses and use of City vehicle to be allowed.

accepted and the Clerk ordered to file of same; Grant Deeds for
Underground Water Rights and Street Right -of -Way for Tracts No.
3933 and 4021 were accepted and the Clerk instructed to record
same with the County Recorder of Orange County; and Subdivision
Agreements on Tracts No. 3933 and '4021 were approved and the Mayor
and City Clerk authorized ID execute same on behalf of the City.

monthly payroll effective January 1st, 1961; and that the Payroll
Department be instructed to accomplish these re -classifications.

On motion by Wells, seconded by Gisler,
the Purchasing Agent was instructed to purchase a ticket for the
Chief of Police on the Southern Pacific Daylight Limited to Palo
Alto. When put to vote the motion failed.
Heimbursement On motion by Stewart, seconded by Wells,

Class fare reimbursement, with permission to drive his own car in
attending the All Zone Meeting. Motion carried.

as indicated in the proposal of Mr. Thomas Talbert, except for

Station Sites
The Council held a discussion of proposed
Fire Station sites.
On motion by Stewart, seconded by Lambert,
the City Administrator and the Engineer make an investigation and
present the Council with information on proposed sites at Winter-
sburg and Nichols Streets and on Springdale Street, at the next
meeting of the Council. Motion carried.
