The regular meeting of the City Council of the
City of Huntington Beach was called to order by Mayor Gisler at 7:30
o'clock P.M.
The Pledge of Allegiance was given by all
present in the Council Chamber.
Invocation was given by Reverend Arlie B.
Starn, of the Huntington Beach Church of God.
Councilmen Present: Wells, Lambert, Stewart, Waite, Gisler

Pollution Control District opposing the zoning of Tract No. 3903

block 412 on Fifteenth Street, City, for the sum of six thousand
dollars ($6000) total, and including a deposit check in the amount
of five hundred dollars ($500), was presented by the Clerk.

to clear title on lots 2 and 4 and to clear slander of title to

the City accepted the offer of Mr. Coronel
for the purchase of lots 2 and 4 for the sum of six thousand
dollars ($6000), and instructed the Clerk to notify Mr. Coronel of

aries,'was presented by the Clerk.
On motion by Wells, seconded by Waite, the
proposition presented by the City of Garden Grove and. their Resolution
No. 1487-60 is to be studied, and the communication ordered filed.
Motion carried.

communication from Mr. Hugh 0. Gardner, of
Garden Grove, concerning the purchase of some tax title lots which
the City has acquired, was ordered received and filed. Motion carried.
Public Mayor Gisler announced that this was the date
1310 and hour set for a public hearing on Reso-
lution -No. 1310 of the City Planning Commission, recommending approval
of Zone Case No. 131, and instructed the Clerk to read the legal
notice.

on Zone Case No. 131 as published in the Huntington Beach News on
January 19th, 1961, setting the hour of 7:45 o'clock P.M., or as
soon thereafter as possible, on Monday, the 6th day of February,
1961, in the Council Chambers of the City Hail of the City of
Huntington Beach, as the time and place for hearing protests on
Zone Case No. 131 changing district boundary and use classification

1310 of the Planning Commission.

Robert Ingram, who was present for a protest hearing on Use
Variance No. 120, addressed the Council and stated that he wished
to present the case of his client.

and suggested that the hearing on this Zone Case be held in conjuc-

it was agreeable to have the hearing on the revocation held in
conjuction with the hearing on Zone Case No. 131.
Planning Director Tripp pointed out on a
map the area involved in this Zone Case, and explained to the
Council the reasons the City Planning Commission recommended revo-
cation of a portion of the Use Variance granted to Mr. Ingram.

to ghange a portion of the site of the trailer park, which has been
built on the land held by Mr. Ingram under the Variance.

from Mr. Ingram, addressed the Council and stated that they felt that
if they were permitted to change the location that it would still be
in compliance with the requirements with the Fire Code -and would be
satisfactory for their purposes.

The City Attorney pointed out to Mr. Adams
that any change of this type would require the granting by the Planning
Commission of a new Variance, and that this would have to be taken
up through the City Planning Commission.

on Zone Case No. 160 as published in the Huntington Beach News on
January 19th, 1961, setting the hour of 7:45 o'clock P.M., or as
soon thereafter as possible,.on Monday, the 6th day of February,
19619 in the Council. Chambers of the City Hall, Huntington Beach,
California, as the time and. place for hearing protests on Zone
Case No. 160 relative to proposed change of district boundary and
use classification from: R-1 Single Family Residence District to
C-2 Community Business District.

zone in the area indicated in this Zone Case, because of the
fact that it lay beyond the proposed San Diego Freeway, and that
it was at too great a distance from any proposed Fire Station.
Chief. Higgins informed. the Council that if such zoning were
permitted, it would cause the fire rates for this area to be
increased.
r. Hobert Holstein Mr. Robert Holstein, representing the

Anaheim Corporation, addressed the Council,
and stated that they were very much interested in being able to
develop a shopping center in this area, and that it was their
opinion that the property would be of no value for residential
development.

Mrs. Webb of Beach Boulevard, City, addressed
the Council and asked where the proposed Fire Station would be located.
Fire Chief. is!gins Fire Chief Higgins gave an approximation of
the location of the proposed station.
There being no further discussion on this
Zone Case, Mayor Gisler declared the hearing closed.

Council denied approval of the Zone change covered by Zone Case No.
160. Motion carried.
Mayor Gisler announced that this was the
date and time set for a public hearing on
Resolution No. 1041 of the City Planninn Commission recommending
approval for proposed revision of Article 942 by amending Section
9421 in adoption of C-4 District, and. instructed the Clerk to read
the legal notice.
The Clerk read notice of public hearing as
published in the Huntington Beach News, Janaury 19th, 1961, setting
the hour of 7.45 o'clock P.M., or as soon thereafter as possible, on
Monday, the 6th day of February, 1961, in the Council Chambers of the
City Hall, Huntington Beach, California, as the time and place for
hearing protests on the proposal to adopt a new commercial zoning
classification of C-4 District, as recommended by the City Planning
Commission in their Resolution No. 1041.
The hearing was declared open by Mayor Gisler.
The Clerk stated that he had received no
protests on the proposed revision setforth in Resolution No. 1041 of
the City Planning Commission.
There being no protests filed, either oral
or written, the hear ing was closed by Mayor Gisler.

that he had been requested to advertise for

Company was the only supplier who could meet the specifications.
He stated that the bid of the Lockwood Grader Company for one Beach
Cleaning Machine was three thousand nine hundred forty five dollars
($3,945.) plus sales tax.

bar site cross Highway 39 south of the west side of Hiway to Utica
Street, thence west on Utica to the trunk sewer at Utica and Dela-
ware; preliminary estimate of cost of which would be fifteen thousand
dollars ($15,000) to be shared on a 50-50 basis, be approved, and
the Engineer authorized to proceed in the project by either of the
following courses:
1. Prepare plans and specifications and advertise job.
2. Prepare plans and specifications and instruct Mr. Bassett to
arrange for the construction. Motion carried.

_S. Florida Ave l s . Mr. Miller, regarding the improvement of
an alley north of Yorktown Street, between Delaware and Florida
Avenues, received considerable disucssion by the Council.
On motion by Stewart, seconded by Gisler,
the City Administrator was instructed to contact the interested
people in this neighborhood. and request them to present a petition
to the Council signed. by 100% of the property owners adjacent to
the alley, before further action be taken in improving this alley.

Mayor Gisler appointed a committee con-
sisting of Councilmen Wells, Waite, Lambert,I
the City Engineer and the City Administrator to pass on Architec-
tural plans for new beach concession stands, as well as plans for
improvement of existing stands.

to attend the California City Managers Department of the League
of California Cities meeting in Fresno, February 15th to 17th,
with transportation by City Vehicle and reasonable expenses

contract between the County of Orange and the City of Huntington
Beach for fire protection purposes in the outlying areas and

and gave his views on the matter, stating that he felt there was
not enough business in the City of two cab companies to operate.

license, addressed the Council and stated that they would like to

area of the City, and that if such permission were granted
they would establish their place of business somewhere in the
Ocean View area.
