Planning Commission Tuesday, February 7tr, 1961 The Secretary read two letters of protest submitted by the surrounding property owners. The hearing was opened to the public. Richard Lacey, architect for the applicant, addressed the Commission. R. C. Hamby, 12731 Lorna St., Garden Grove, addressed the Commission, protesting the proposed variance. He stated it was better planning to require all property owners to setback. Mrs. Effie Nae Neiderhiser, 1615 Center St., Victorville, addressed the Commission and protested that the gr&nting of the variance will block her adjoining property from view of the highway. She stated there was a severe parking problem existing. There being no further comment, the hearing was closed. Dr. Kaufman questioned the proposed wording of the Ordinance which would allow "R" District uses and broadly defined heavy industrial uses under a use permit basis. The Commission generally agreed that the proposed ordinance should be rewritten.to exclude completely the several undesirable.uses stated. PUBLIC HEARING: REVIEW OUTDOOR ADVERTISING AP-IEP'TDi-`ENT. The hearing was opened to the public. Marvin Harper, representing the Columbia Outdoor - Advertising Co., addressed the Commission, and pointed -16- Pa.F'e #17 Minutes - H. B. Planning Commission Tuesday, February 7th, 1961 out that the railway companies often used the 300 ft spacing requirement. He stated that closer spacing of the signs would reduce their value and often times tended to block out existing signs. Richard LaRue, representing the Coast Realty, addressed the Commission, and.asked if a survey has been made to the number of signs along highway frontage. . The Planning Director reported that a land use study had been done on sign locations, and that in several locations the excessive density of signs was detrimental to surrounding properties. There being no further comment the hearing was closed. RESOLUTION NO 1044 A Resolution of the City Planning Commission 1"Taking Recommendations of Approval for Proposed Revisions to Outdoor Advertising Code, to the City Council. DISCITSSIOIT: RENA1,1ING STREETS - Bolsa Street and Smeltzer Ave. near Reservoir Circle Palm at Wintersburg Ave. The Planning Director reported that his office had been approached by several property owners in regards to.changing the street names of several local streets which were in conflict with street names of the original town area. -17- 159 Page #18 Minutes - H. A MOTION WAS MADE BY KAUFMAN AND SECONDED BY LETSON TO INSTRUCT THE SECRETARY TO PREPARE CHANGES IN STREET NAMES FOR ALL NAMES THAT ARE DUPLICATED. THE HEARING TO BE HELD AT A REGULAR MEETING. THE MOTION CARRIED. DISCUSSION: Block Wall Requirements for "C" & "I tl District. A proposed ordinance requiring block walls to separate commercial and industrial uses from adjoining residence districts was submitted for discussion and study. The Commission upon consideration requested minor rewording before holding a public hearing. INITIATION OF ZONE CA"ES FOR SEV,RAL SUBDIVISIONS UNDER CONSTRUCTION. (TO R-1 DISTRICT The Planning Director requested the initiating of R-1 District Zoning for two subdivision tracts which were recently finaled out, but currently are zoned A-1-X and R-4-X. STUDY INITIATION OF C-2 or C-4 DISTRICT ZONING FOR SEVERAL 11-2-0 DISTRICTS BORDERING BEACH BLVD. The Planning Director indicated that a study was undenway to remove the M-2-0 District zoning which fronted on Beach Blvd. Several Zone Cases within this study would be presented at the next meeting. OIL CODE REVISIONS The Planning Director reported to the Commission that the City was lagging in efforts to bring up the Oil Code standards. Norman "Sill Williams, the oil field inspector states that he has many complaints concerning the fencing of wells close to newly constructed residential district. It was explained that the city does not have a fencing ordinance in effect requiring.the fencing of existing wells or sumps, except in limited area within the old town territory. The Oil Field Inspector emphasized the urgency to update the fencing requirement areas to keep pace with the newest and rapid residential activity.
