MINUTES: On motion by Presson and seconded by .Stang, the Ifinutes of the Huntington Beach Planning Commission of March 7th, 1961, with correction on page #3, UV 267 Condition #4 as transcribed and mailed by the Secretary were accepted as mailed. Correction to read: Restricted hours: Go -Karts or other activities shall be permitted to operate on the premises between the hours of 9:00 A.M. to 9:00 P.M. each day. USE VARIANCE: UV #283 = To allow the construction•of a A-oblicant - Richard Boucher duplex_ unit in addition to existing single family dwelling in the A-1-X General Agricultural District. Located south of Sycamore St., and west of Beach Blvd., and legally described as the E. 103 ft. of the W. 203 ft. of Lot 1, J Block B of Tract 436. The hearing was opened to the public. Richard Boucher, applicant, addressed the -Commission, and explained the proposed development. There being no further comment, the hearinc- was closed. The Chairman warned the applicant that it was not likely a lot split would be granted, In the event the applicant attempted -to split the land at a later date. The hearing; was opened to the public, there being no comment it was closed. Commission discussion followed. The Commission reviewed the case with reference to the proposed sign location. It was found that the proposed sign location would constitute a traffic hazard and that the application should be revised. Plannin Commission Tuesday, M rch 21st, 1961 USE VARIANCE: UV ";-Ir'285 To allow a gasoline service station in the Applicant - Freeman L. Thomas R-4--X Suburban Residential District. Located at the northeast corner of Beach Blvd. and Yorktown St. and legally described as the S 230 ft. of the W 160 ft of the Slif 4 of MW 1 of Section 1, T.6.S., R.11.W., SBa & ICI. EXCEPTING THEREFROM the North 50 ft. Don Robertson, representative for. -the applicant, addressed the Commission and explained the proposed development. Howard Trabant, 8051 Yorktown,. H. B., addressed the Commission and stated that he did not object to the proposed service station. There being.no,further- comment, the hearing was closed. . Upon questioning by the Commission, Don Robertson, agent for the applicant, stated that he would prefer not to construct the wall in rear of property. The Commission indicated their feelings that -they would go along with the standard requirements which required a. block wall separating a residential and commercial use. A MOTION WAS MADE BY KAUFMAN AND SECONDED BY STANG TO APPROVE USE VARIANCE rr285-WITH THE FOLLOWING CONDITIONS: l.- Dedication shall be required for all frontage adjoining Yorktown St. to a width of 42 ft to the centerline of Yorktown St. in accordance with the Ivaster Plan of Arterial. Highways. 2. There'shall be required curbs and gutters, approach aprons, and paving to existing pavement along all frontage adjoining Beach Blvd. and Yorktown St. in accordance to City Standards.. 3. There shall be required a six-ft. block wall or equivalent at rear property line (front property line designated as Beach Blvd), except within required yard areas which shall be stepped down to four (4) ft in height. 4. Ingress and egress approach aprons shall be in accordance to submitted plot plan. 5. No trailer rentals or equipment rentals shall be permitted. 6. No tuneups or auto repairs shall be permitted. 7. UV #285 shall be restricted to the general business of retail sale of gasoline, oil, related accessories and lubrication service normally incidental to service station use. Located approximately 150 ft. southerly of the southeast corner of the intersection of Smeltzer and Springdale St. -with 160 ft, of frontage on the easterly side of Springdale St. to a deptli of approximately 500 ft. Legally described as being-4 portion of the.S 2 acres of the I1 4 acres of the 1;1 16 acres of the NW 4 of the I11-1 of Section 22, T.5.S., .R.11.W., SBB & DI. The hearing was opened to the public. Rev. Ralph E. Jason, representing the Baptist Church, addressed the Commission and stated that he could not provide definate plans regarding the structure of the proposed church building, because sale of property was based upon approval of the requested variance. He referred -to the plot plan which was submitted with the requested Conditional Permit. There being no further comment, the hearing was closed. Commission discussion was held at length. PUBLIC HEARING• REPEAL SECTIO142900.4 HOME OCCUPATIONS - H. B. ORDINANCE CODE. The Secretary reported that the public hearing for repeal of Home Occupations was requested of the City Council by a number of residents of the Sol Vista Tract. The Horne Occupations Section was read by the Secretary. The Secretary reported that the Home Occupations Ordinance was very difficult to administer and enforce.
