HomeMy WebLinkAbout1961-03-27199 MINUTES Council Chamber, City Hall Huntington Beach, California Monday, March 27th, 1961 Mayor Gisler called the regular adjourned meeting of the City Council of the City of Huntington Beach to order at 7:30 o'clock P.M. This meeting was adjourned from the regular meeting held Monday evening, March 20th, 1961. The Pledge of Allegiance was given by all present in the Council Chamber. Councilmen Present: Wells, Lambert, Stewart, Gisler Councilmen Absent: Waite (Councilman Waite arrived at 7:55 o'clock P.M.) rs.t:2nar Mrs. Bernard, 17234 Beach Boulevard, City, st "I-isic :c41ocJ_ addressed, the Council, and requested them to waive the conditions in the Building Code regarding structural requirements for a business building for a temporary period, until alterations could be made in the building in order to make it suitable for use as a music school. ::^ty Admin. City Administrator Doyle Miller explained to the Council that he had discussed this problem with Mrs. Bernard, and pointed out that before it could_be used for the purpose of a music school there were certain regulations of the Building Department which had to be complied with. He stated that the Fire Chief had also set down restrictions from the standpoint of his department in this matter. P,. rcv Courmier The Clerk presented an application from An -ply as Private Patrolman Mr. Percy J. Courmier for a franchise and license as a private patrolman in the City. Mr. Courmier then addressed the Council, and informed them of the services which are provided by special -1- ''...nut 's, Y.arch 77th, 1961 patrolmen in guarding the properties of the subscribers to this service, by making periodic checks which supplement the regular Police Department. He further informed the Council that the special patrolman service takes over such jobs as delivering messages, taking emergency calls for drug stores, doctors etc. Members of the Council questioned Mr. Courmier on the various aspects which he proposed to cover with his patrol. Talbert in the matter of a request which has been presented to the Council for the abandonment of a -street on the easterly limits of the present Pacific Trailer Park, which constitutes the westerly limit of Mr. Talberts property. Mr. Talbert stated in the communication that they had studied the matter and believed that it was not advisable for them to agree to the closing of this 'stre'et. The Purchasing Agent informed the Council Service Inter- viewee that the low bidder, Sani-Care Building Service, had been interviewed by the Purchasing Agent and the City Clerk, who was custodian of the City Hall and Memorial Hall, and it had been ascertained that their proposal for services was quite adequate; also that they have presented the necessary certificates of insurance and workman's compensation for their bid, and that it was recommended that the Sani-Care Building Service be awarded the Janitor Service Contract for the next two years, subject to the provisions set forth in their proposal. Sani.-Care Bldg;. On motion by Waite, seconded by Stewart, Service Awar6ee Contract. Sani-Care Building Service was granted a contract for Janitorial Services for the City Hall, Memorial Hall, and the Municipal Court Building per specifications in the proposal, for a period of two years beginning April 1st, 1961; and the City Attorney was directed to prepare the contract and the Mayor and City Clerk authorized to execute same on behalf of the City. Assoc. of The City Administrator reported that the County Sup_,ry isors ,:a1ut;_on Southern California Association of County Supervisors at their regular meeting had adopted a Resolution urging a revision of the Mayo -Breed Formula for Allocation of State Highway Construction Funds and had urged cities in Southern California to add their endorsement by adopting similar Resolutions. - 4- 203 Pav:c: `5 - I'Tintftes, °'arch 27r1,., 1961 He stated the proposed revision would give 607. of the State Highway Construction Funds to the Southern California cities as compared with the 55% which they presently receive. City Atty. On motion by Stewart, seconded by Waite, Prepare Reso. the City Attorney was directed to prepare a Resolution recommending that the present Mayo -Breed' Formula for the Allocation of State Highway Construction Funds be revised, as proposed by the Southern California Association of County Supervisors. Motion carried: Plans & Spec. The Administrator informed the Council Dr7 ftwooc' Inn that the next item on the Agenda would be the consideration of plans and specifications for the Driftwood Inn. x,tr. ?acts Haniza Mr. Jack Hanna of the Driftwood Corpora- Pr��~rwss �enorC Lion addressed the Council and stated ' that he was appearing to present what was more or less a progress report. He stated that the plans as presented were not at this time complete; the general details had been arranged for, but they had not had sufficient time to work out the minute details. He requested that the Council grant the Driftwood Corporation an extension of time in the presentation of detailed plans and specifications together with their perfor- mance bond, which cannot be procurred until the plans are com- pletely finaled. Driftwood Inn Following some questions by the members Granted Extension of the Council regarding the progress of the Driftwood development, a motion was made by Stewart, seconded by Waite, that the Driftwood Inn Corporation be granted a sixty day extension in the presentation ofAdetails, plans and specifica- tions, with no waiver of the time for which monthly rental must be paid. City Administrator Miller informed the Council Gas Franchise that the last regular item on the Agenda was the consideration of the application for Gas Franchise made by California Gas Transmission Company. • r. Sam Barnes, Mr. Sam Barnes, Attorney for the California Attorn wy Calif. Gas Gas Transmission Company addressed the Trans. Co. Council to inform them that the Resolution No. 1483 which had been read by the Clerk at the last meeting without the Council action, had been changed to provide in Item 9, three alternatives for the City regarding revenue. Attorney Barnes stated that these were the only changes which have been made in the Resolution as read, and that it should be considered by the Council in that light. 'r. Charles B. Runnels, Jr., Manager of Right -of -:gay Depart. aza erg_ Right -of -Way Department of the California Gas Transmission Company, when questioned by the Clerk, informed the Council thatthere had been a slight change made in the original application for franchise, and the application of record would be the one filed with the Clerk on March 20th, 1961. `x. Rol, ,rt Olson Mr. Robert Olson, Attorney for Southern So. Counties Gas Co. Counties Gas Company, addressed the Council and stated that the Gas Company feels that the Council sould delay action until the application has been rult-d on by the Public Utilities Commission. He further stated that he felt that this would not encumber the applicant with any unjust restrictions. Questions regarding the proposed operation of the California Gas Transmission Company were propounded by Council- man Wells and answered by Mr. Runnels of the Gas Transmission Company. Considerable discussion was held by the Council on the application. I so. Nc. 1433 On motion by Stewart, seconded by Lambert, the Clerk was directed to read Resolution No. 1483 as amended. Peter Perim City Clerk presented a communication from Rezonin� Ocean Ave. -Palm Ave. Mr. Peter Palm of the Los Angeles Turn Oil Company, Anaheim, requesting the Council to consider the rezoning of various areas in the old town section between Ocean Avenue and'Palm Avenue, Sixteenty and Twenty Third Street, which are presently all zoned M-2, to a zoning of R-3 and R-4. Mr. Palm stated that he thought such rezoning would aid in t he development of this property with good residential income property. Joylane Go -Tart The Clerk presented a communication from Trac" Concession Lcase the Joyland Go -Kart Track, San Bernardino, California, concerning a concession lease of parking lots south of pier, in which they requested that the parking lot be leased to them for a Go -Kart Track Concession. 111'equest On motion by Lambert, seconded by Waite, De,niee- the request of the Joyland Go -Kart Track was denied. Suggests A communication from the City Engineer Safety RaiiinE suggesting that there was immediate need for a safety railing on the retaining wail in the old trailer park "A" section, now being used as a parking area, and requesting that his office be permitted to proceed with providing a safety railing at this location at once.
