Monday, June 5th, 1961
Mayor Gisler called the regular meeting
of the City Council of the City of Huntington Beach to order at
7:30 o'clock P.M.
The Pledge of Allegiance was given by all
present in the Council Chamber.
Invocation was given by Reverend Westwell
Greenwood of St. Wilford's Episcopal Church, Huntington Beach.
Councilmen Present: Wells, Lambert, Stewart, Waite, Gisler
Councilmen Absent: None

Acting City Planning Director submitting
final form of Tract Map No. 3891 for adoption; Developer: Rapallo
Company (George Sant) 6572 Bolsa Avenue, Huntington Beach,
California; Engineer: Millet, King and Associates, Fullerton,
California; Location: South of Bolsa Avenue and approximately
1185,45 feet east of Springdale Street; Legal Description: Being
a subdivision of a portion of the SEA of Section 15, T.5.S., R.
ll.W., SBB & M; Number of Lots: 71; Total Acreage: 15.70; that
the map had been certified by the City Engineer and the Acting
Planning Director to be true and correct in accordance with the
approved Tentative Tract Map and in accordance with provisions of
the Ctty Subdivision Code.
The City Council may accept dedication as
shown on the map, and in addition approve the final map subject to
the following conditions:

pending the submittal and completion on the enumerated requirements:
1. Deposit of fees for water, sewer, drainage, engineering and
inspections.
2. Bond for improvements.
3. Signature of agreement.

final Tract Map No. 3891 was adopted subject to compliance with the
conditions stipulated by the Planning Commission. Motion carried.

R(moval Union High School District together with a
communication from the City Engineer re: Huntington Beach High
School request for parkway tree removal, was presented to the
Council.
On motion by Stewart, seconded by Waite,
Council granted permission for the Huntington Beach Union High
School District to remove the parkway trees between Union Avenue
and Utica Street. Motion carried.

Anprov7ed. -- a request from the City Engineer for
authority to replace sidewalks under provisions of the Streets
and Highways Code, Division 7, Part 3, Chapter 22, Articles 1,

Travelers Bone" the Engineering Department were directed
to terminate Travelers indemnity Company Bond No. 523092 in the
amount of two thousand dollars ($2000.) in accordance with Section
2448.1 of the Huntington Beach Ordinance Code, and notify the
owner of this action. Motion carried.
Renewal of Contract On motion by Stewart, seconded by Waite,

the Mayor and City Clerk were directed to
execute a renewal contract for audit services with Diehl, Evans
and Company, including installation of accrual system for the City
and Water Department. Motion carried.

sating a progress report on the proposed Driftwood Inn, and requesting
an extension of time in the filing of plans and bonds.

Huntington Driftwood Corporation were granted a sixty day extension
from June 5th in the filing of plans and bonds on the proposed
Driftwood Inn. Motion carried.
City Tn�r. -- Plan City Engineer Wheeler presented an alternate
for Appraisal_ of,
Pier plan for appraisal of the Municipal Pier for
insurance and record purposes, to be accomplished through the Jones -
Gillespie Company for the sum of two hundred and fifty dollars
($250.00). A previous proposal for this work had been in the
amount of seven hundred and fifty dollars ($750.00).

Veterans, Jack. Fisher Chapter No. 23,
for permission to conduct door to door solicitation and truck
pickup program in the City, which had been referred to the City
Administrator, Attorney and Police Chief, at the meeting of May
15, 1961, was presented again to the Council.
Permission Gratrce. Following some discussion, a motion was
made by Stewart, seconded by Waite, that the Disabled American
Veterans, Jack Fisher Chapter No. 23, be granted permission to
conduct door to door solicitation and truck pickup program in the
City, with the condition that all solicitors register with the
Police Department. Motion carried.
Ccorge H. Jonas The Clerk 4gain presented a communication

MiZIjjaays from George H. Jones, Appraiser, relating
to the appraisal of Division of Highways Parcel A-1783; Unit I ORA -
60 - Huntington Beach, which had been referred to the City
Administrator and Attorney at the meeting of May 15th, 1961.
Elimination of The City Administrator reported that the
proposed change of plans for the Coastal
Freeway had eliminated the need for this appraisal at this time.
On motion by Stewart, seconded by Waite,
the communication was received and ordered filed, land the City
Administrator instructed to inform Mr. Jones that his services
would probably be needed by the City at a later date. Motion
carried.

Council approved the grant of a deed from

Company for property adjacent to the Edison Steam Plant,

Company.

operations by their representatives in the City of Huntington Beach
was presented to the Council.
`fir. Jacob Stubs Mr. Jacob Stube addressed the Council, and
License Fee
Prohibitiy_ informed them that he felt the license fee
demanded by the City's present business license was prohibitive for
the operation of their company within the City. Mr. Stube informed
the Council that'he felt their operation came under the heading of
Interstate Commerce and if such, could not be regulated by the
City.

Attorney Bauer informed the Council that
there was a question whether this operation could be covered by
a business license fee.
Reduction Dc-nice. Following considerable discussion between
Mr. Stube, the City Attorney and the Council, a motion was made by
Waite, seconded by Stewart, that the World Book Encyclopedia Company
be denied any reduction of fee for business license to operate
within the City. Motion carried.
